SUBJECT: Answers to Requests for Information, MATOC 2013

1. The following are questions and the government’s answers:

a. What is the wage decision number we are required to use for the prototypical project? Unless I’ve overlooked it, I didn’t see it included with the solicitation.

-ANSWER: See Exhibit E, “Wage Determination.”

b. If the 120 minute Emergency Response time cannot be met, will this exclude a contractor from award of the MATOC? There are parts of the state where that requirement will be improbable to meet.

-ANSWER: Response time is only one factor, and alone may not necessarily exclude a contractor from award.

c. What is the Performance Period that should be annotated in Exhibit “E”?

-ANSWER: Contract Duration/Performance Period is 180 days.

Questions:

1. Do the windows that are to be replaced need to comply with the anti-terrorism specifications i.e. do they need to be blast proof for this application?

2. In section 01732 what percentage of recycle is required for each task order?

3. It says the contractor is responsible for air monitoring in 01410 1.04a. Do we need to hire an independent entity to provide the testing?

4. Does the requirement for submitting items on a 3-1/2 MS-DOS diskette still apply?

5. On page 103 it says the contractor is responsible for the office furniture and equipment to be moved by the contractor. Does this apply for computers and/or servers as well? If it does is there a security clearance required.

Response:

1. For puprposes of the bid, assume minimum anti terrorism stand offsets are met and standard glazing will be used.

2. Use 10% as the percentage of recycled content used in construction.

3. An independent entity shall be contracted to provide air monitoring.

4. Delete any requirement to provide submitted items on a 3 /12 inch diskette.

5. The owner / government shall be responsible for relocating computers and servers.

Questions:

1. Is the estimate to include removal of any lead paint from the exterior building, or is the contractor to assume encapsulation only?

2. Is the estimate to include removal of any asbestos from the existing stucco, or is the contractor to assume encapsulation only?

3. Is the schedule to include phasing to evacuate the tenants when removing and replacing the windows and roof?

4. "1.16 SEQUENCING AND SCHEDULING; A. Work/ Scheduling Requirements: Work shall be carried out in sequential phases" -Please clarify "sequential phases," as to the length of sequence and tenant coordination.
