NEVADA NATIONAL GUARD

SUBJECT: Answers to Requests for Information, MATOC 2013
1. The following are questions and the government’s answers:
a. Our Principal has a SBA Architectural Firm and as yet we have not been able to locate a SBA General Contractor. Are we required to have a General Contractor/Team before we can attend this meeting (Pre-Proposal Conference)?
-ANSWER: There is no requirement to have a General Contractor/Team to attend the Pre- Proposal Conference.
b. Are we permitted to add pictures to the exhibits, or is it preferred that we use the exhibits exactly as they have been provided?
-ANSWER: Pictures/exhibits are acceptable.
c. Since they are in the same binder, is it preferred that page numbering for Volume 3 continue from Volume 2, or should page numbering for Volume 3 start over?
-ANSWER: Each volume should start with page 1.
d. Do you desire to see design firms included in the list of subcontractors?
-ANSWER: If submitting for design-build, include who you will be partnering with.
e. Is the Introductory Letter in Volume 1 to be inserted behind Exhibit E, or as the first page of Volume 1?
-ANSWER: Introductory Letter should be first.
f. Page 21 states that written references for subcontractors may be included and are encouraged. Do you only want to see written references regarding the projects that are submitted on Exhibit B? Are we permitted to submit any additional information regarding subcontractors, such as a one page line card, or are we limited to Exhibit B and written references only?
-ANSWER: Please refer to EXHIBIT A, Part 2, 2B regarding information on subcontractors.
g. The most recent Exhibit C shows a due date of February 22, 2013. Are we permitted to alter the form to match the proposal due date?
-ANSWER: See “Revised Date: EXHIBIT C1,” which was posted 3/5/2013.
h. Please consider allowing offerors to use previously completed Past Performance Evaluation forms in lieu of asking clients to complete another form.
-ANSWER: Valid previously completed Past Performance Evaluations may be resubmitted for consideration.
i. The response received for Contractor Request for Information, Request No. 6, indicates that “the project will not be able to be viewed at the pre-proposal conference.”
Since this RFP is replacing a previously cancelled USPFO for Nevada IDIQ, MATOC, attended +- 18 months ago, and the pre-bid conference will only cover technical questions already discussed, is attendance MANDATORY for this pre-bid conference?
-ANSWER: Attendance of the Pre-Proposal Conference is highly encouraged, but not mandatory.
