SUBJECT: Answers to Requests for Information, MATOC 2013
1. The following are questions and the government’s answers:
a. In referencing Exhibit A, Performance Evaluation Questionnaire, Part 2, Section 2E (Optional): You note that the Page limit on this question is 8 pages.
Does this mean 8 single sided pages only or can it be 8 pages double-sided?
-ANSWER: 4 double-sided or (8) single pages.
b. 1.16.3. The purpose of this Multiple-Award Task Order Contract (MATOC) is to provide construction services for a broad range of military renovation and construction projects, primarily in support of National Guard Facilities in the Washington D.C. area including Andrews Air Force Base in the State of Maryland and Fort Belvoir in the State of Virginia.
Can you please clarify this paragraph? Are the areas mentioned in addition to the work locations located at the beginning of the RFP? This paragraph is alluding to the primary locations of work being in DC and Virginia; which would contradict the intentions of this “Nevada MATOC.”

c. Is the mail delivery location the same as the bid depository location for proposals?
-ANSWER: Yes: United States Property and Fiscal Office

d. In regards to Answers to Requests for Information, MATOC 2013 dated 12 March 2013, question/answer c, ANSWER 2 directs offerors to “submit subcontracting/teaming information for design firm in accordance with Section 00120.” Section 00120 does NOT reference design, design firms or design build. Will a proposal be considered compliant if the design firm is treated like a Subcontractor, including a completed Exhibit B and listing with other Subcontractors and Subcontractor experience? If not, what does the government consider compliant for design firm submission?
-ANSWER: The design firm may be treated as a Subcontractor.
e. Is it acceptable for offerors to use previously completed Past Performance Evaluation Forms (sent from the clients) in lieu of CCASS Evaluations or asking clients to complete Exhibit C Package to meet the requirements outlined in section 00110, 2.2.3 Past Performance References?
-ANSWER: Previously completed Past Performance Evaluation Forms must meet the requirements of 2.2.3. and Exhibit C.
