About this file
The document is a detailed technical exhibit (TE-4) for Routine and Periodic Services related to solid waste management, outlining specific collection and transfer requirements across multiple waste categories. The matrix provides service frequencies for different waste types (non-hazardous solid waste, recycling, food waste, organics) at varying performance levels designated as GREEN, AMBER, RED, and BLACK, with collection intervals ranging from daily to yearly and triggered by container volume (e.g., 65%, 75%, 85%, 95% full). Key tasks include collection and transfer of waste from various container types, maintenance of dumpster appearance, and handling of unscheduled collection events, with response times for special events ranging from 8 hours to 48 hours depending on the performance level. The document includes references to federal regulations like 40 CFR Part 243 and AR 420-1, and recommends that waste collection costs be driven by volume and weight rather than flat annual fees.

Solid Waste Task Notes:
1. Food Waste containers shall be picked up at a minimum weekly and adjusted to a frequency determined by the contractor approved by the KO based volume and to inhibit the propagation or attraction of vectors and the creation of nuisances to include objectionable odors, pests, and insects. Schedules shall be adjusted as needed throughout the contract for volume control and to further inhibit the propagation or attraction of vectors and the creation of nuisances to include objectionable odors, pests, and insects.
3. It is recommended that the costs associated with the collection and disposal of solid waste should be driven, completely or in part, by the quantity ( volume (and weight for reporting) of waste generated and disposed/diverted. Avoid situations where the cost are based entirely on an annual fee or cost per container pickup.
2. REFUSE, recyclables, and returnables shall be removed from the PREMISES at a frequency that will minimize the development of objectionable odors and other conditions that attract or harbor insects and rodents
