About this file
This file is an Amendment 0002 Questions and Answers Log for a Solid Waste Management solicitation (W9124R25QA0002) issued by the U.S. Army Yuma Proving Ground. The document contains detailed responses to 36 contractor questions covering critical contract aspects such as service frequencies, pricing methodology, container servicing, disposal fees, and bid submission requirements. Key clarifications include: a reduction in service frequency for some containers, permanent roll-off containers to be serviced on a per-occurrence basis, confirmation that contractors will not be compensated for additional dumps beyond specified frequencies, and guidance on how disposal costs and pricing will be handled.
The solicitation is a 100% small business set-aside for solid waste collection services, with a base period from September 2025 to July 2026 and four additional option periods through July 2030. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) evaluation method, with technical capability as the primary factor and price as the secondary factor. Contractors must submit resumes for a Project Manager and Quality Control Manager, along with technical literature. The total contract value will include CLIN x001, CLIN x002, and pricing for service orders, with the government evaluating a potential six-month service extension as part of the price analysis.

Q # Subject Attachment # or TOR Section
Document Paragraph #
Question/Comment Final Answer
Weight Q #9 PWS 5.2.1
In the answer to Q #9 stated "The data will be reported on the receipts issued by the YPG landfill operator."
Q. Will the LF Operator make the estimates and write this data on the receipts or will the Contractor make their own estimates and record them?
Yes. The Landfill operator will provide the estimate on the ticket.
Q #21 TE 4
"See revised TE4 Routine and Periodic Services for current level of the requirement"
"Current" implies that TE 4 Black level of service is what being performed at YPG under the incumbent contract. This is inaccurate, currently 160 of the permanent 5yd containers are serviced 1x per week and the 10 permanent 5 yd Food Waste containers are serviced 4x per week. It is important that all bidders understand the true "current" levels of service that are needed to keep the YPG containers from overflowing, so that they do not assume that the Black level of service (2M for non food waste & 1W for food waste) is sufficient and price the work accordingly, when the 95% full requirement will necessitate significantly higher service frequencies.
This opaqueness in the true service frequencies is compounded by inaccurate information provided in TE3 Work load History. Where "Routine: Remainder of YPG Containers" are stated to have had 1920 "Dumps" in FY23 and FY 24 and Routine: Food Service Containers 120 "Dumps" in those years. When in fact these are the quantity of containers, 160 and 10 respectively, multiplied by 12 months. The service for these container types are currently specified as 1xW for the 160 containers and 4xW for the 10 food waste containers.
Q1.I s it the Government's intent to massively reduce the level of service?
Q2. Will the Government please provide the correct number of historic "dumps" container services for the Routine 5yd containers in Exhibit 3, and Q3. Will the Government please assign an estimated number of services per day, month, or year for each service line so the contractors know what
1. Yes. A reduction in service frequency from the past and current levels is happening.
2. 10,400
3. The number of services will be IAW the Black Level in TE-4. TE-3 has been edited to show the actual number of 5 yd containers (recurring) and the non-recurring permanent containers (service orders).
Q # 25 CLIN x001 & x002
The answer directs that the price for servicing of the permanent roll off identified in Exhibit 1, be included in CLIN x001. Currently these roll off services are ordered as SERVICE ORDER work and accordingly are included in the "Periodic: Roll Off Containers, Large Zone 1" quantities for FY 23 and 24 on TE 3.
Q. Would the government please, either, provide a break out of the FY 23 and 24 "Periodic: Roll Off Containers, Large Zone 1" Dumps that are from the permanent containers separately from temporary Roll Off locations, or allow for these to be priced as Service Order Work.
There are 13 "permanent" roll offs within Zone 1. 90% of the dumps in the workload history are generated from these 13 rolloffs. TE-2 and TE-3 have been revised to reflect the dumps for Zone 1, Periodic Roll Off containers.
Q #26 CLIN X002
"The amount is based on the average historical workload" does not answer the question. Will the Government kindly answer the question?
There is no escalation included in the estimate. The proposed amounts by the contractor on the Service Order Pricing Sheet locks in the pricing per service, which will be tracked up to the ceiling amount value of $60,793.60.

Q #30
"What will be included in the Price Evaluation? 1) Clin x001 plus the NTE amount of x002 plus 0003?
2)Will the Service Order Pricing in Attachment 2 be factored into the Price Evaluation?
3) if the service Order Pricing in Attachment 2 will be evaluated, how will this be done, to determine the lowest priced proposal when there are no quantities in the price sheet. Simply adding the unit price for one of each service could lead to an unrealistic low bid number."
Q: It is understood that the price evaluation will be based on total overall price. The 3 part question here is asking for an explanation of how comparative pricing will be determined for each submission, whether the Attachment 2 pricing will be factored into the price evaluation and if so how as there are no totals on the sheet. Will the Government please answer the 3 parts?
The price analysis will take the total overall price of the following: CLIN x001, CLIN x002 (Although Service Order Pricing is capped at $60,793.60 the evaluation for this CLIN will be based on the total of the base and all options PER EACH as addressed on the Pricing schedule sheet.), CLIN 0003 Phase In/Phase Out.
Q #33 AQ
"The Government will pay for the disposal fee when presented an invoice from the contractor. IT SHOULD BE INCLUDED IN THE LINE ITEM PRICE" .
Q1. Will the Government please expand on this answer as it seems as though the Contractor would cover his cost for disposal in the fee and then also invoice the Government for the disposal separately thereby charging the disposal cost twice?
Q2. By requiring the disposal cost to be included in the Line Item Unit price, the bidder is forced to price for a full load of contaminated soil (approx.
10tn) for every haul, rather than actual tonnage disposed of, which will result in higher changes for the service.
Previous reply retracted. Per PWS Section 5.2.6.4, "Any additional services associated with contaminated soil/ unscheduled clean-ups will be addressed with the Environmental Office."
Q. 36
Besides pricing what is required to be submitted with the quote? I don't see any instructions?"
Q. Will the Government please provide a Form 1449 for responses.
Additionally will the Government please provide a complete listing of items required in the submission, including Representations and Certifications, etc.
Please read the Request for Quote section in regards to the question, "Offeror that fails to furnish required representation or technical information as required by Federal Acquisition provisions 52.212-1 or reject the terms and conditions of this solicitation shall be excluded from consideration. It is the responsibility of the contractor to be familiar with the applicable provisions and clauses which can be accessed in full text at https://www.acquisition.gov/.
The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable (LPTA), whereby Technical Capability is the primary factor in accordance with technical requirements in the PWS, and Lowest Price is the secondary factor when the proposal meets the acceptability standards identified. The Offeror is required to furnish the Project Manager (PM) resume demonstrating a minimum of two (2) years of documented experience of relative Solid Waste Management service and scheduling of workflow in accordance with (IAW) PWS Section 1.7.8.5.1. Also the Offeror is required to provide the Quality Control Manager (QCM) resume demonstrating a minimum of two (2) years of documented relative Solid Waste Management services experience and shall be responsible for the overall management and implementation of the Contractor's Quality Control Plan IAW PWS Section 1.7.8.5.2. More information on the resumes is located in Attachment 1 - PWS under PWS Section 1.7.8.5, Key Personnel. The Offeror is required to provide technical literature which will be evaluated for technical acceptability. This can include capability statements that demonstrate work on similar contracts. The Offeror is to use TE-4 Routine and Periodic Services to see the requirement's current level of service (BLACK level) when submitting proposals. Provide pricing for each type of service order located in Attachment 2 - Solid Waste Service Orders - Pricing Schedule Sheet.
Offers shall not exceed the base and option year CLINs set amount. Offerors are not required to quote an overall cost when submitting proposals.
Tradeoffs are not permitted. An award will be made on an all-or-nothing basis.
As part of price evaluation, the Government will evaluate its option to extend services (see FAR clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. Offerors are required to price the base period to include all option-year CLIN. Offerors shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise FAR clause 52.217-8, the extension of services, at the end of any performance period (base or option-year CLINs).

Unscheduled Clean-Ups/
Contaminated Soil.
PWS 5.2.6.4
"….....The fee for disposal shall be included in the Contaminated Soil pre-priced line item. Historically, these loads have gone to the South Yuma County Landfill."
Q: This is incorrect, the South Yuma County Landfill has not been used for approx. the last 10yrs, the waste has been taken to the Republic Copper Mountain landfill?
Previous reply retracted. The waste will be taken to the Republic Copper Mountain landfill.
Amend 001 Would the government please provide a conformed copy of the solicitation incorporating the chnages made by 0001, particularly the revised CLIN language.
See revised Solicitiation Amendment 1449.
CLIN x001 Q #22;

CLIN x001
Q.22 – Based on current service frequencies and trash generation, 1x/week service will be inadequate for the food waste containers. Will the contractor be compensated for services if additional dumps are required during the week (95% full) ?
We can price based on 1x a week service, but if we need to return during the week for additional dumps, there is additional cost for these services and the current pricing does not allow the contractor to recover these costs.
Contractor will not be compensated for additional dumps required for 95% full. Pricing should include risk associated with potential of extra dumps at 95% full. An REA claim may be submitted to contracting if 95% full dumps exceed expectations.
CLIN x001 Q #23;
Attach 5 Solicitation
CLIN x001
Q23 – If the permanent roll-off containers are reoccurring services, can you please establish a set number of hauls or a per haul pricing?
With the permanent containers included in CLIN x001 pricing, It will be difficult to give an accurate price for services as the number of hauls may fluctuate. Most contracts have a regular schedule for roll-off containers (eg 2x/month) or are priced on a per occurrence basis. Attempting to provide pricing without a fixed number of services or a per-haul pricing will make it difficult to provide competitive pricing.
After review, the permanent roll off containers will be serviced on a per occurance basis on CLIN xxx2. TE-2 and TE-3 has been revised to reflect the change.
Contaminated Soil Rpricing
Q #33;
Attachment 2
AQ
Q.33 – Please clarify your answer as it relates to how the cost of disposal will be paid?
We cannot include disposal in the line item pricing as we do not know the tonnage of the material that will be being hauled. We can assume a 10 ton load, but this may lead to overcharging / undercharging. Typically, the government pays for waste that cannot disposed of in the on-site landfill.
Verified landfill tickets can be presented with the invoice. It may be helpful to add a line for a per ton disposal cost.
Previous reply retracted. Per PWS Section 5.2.6.4, "Any additional services associated with contaminated soil/ unscheduled clean-ups will be addressed with the Environmental Office."
