About this file
This document is a technical exhibit detailing routine and periodic solid waste management services with a comprehensive service frequency matrix. The matrix categorizes waste collection and transfer services across four performance levels (Green, Amber, Red, Black) for various waste types including non-hazardous solid waste, recycling, food waste, and organic waste. Service frequencies range from daily to yearly, with specific pickup triggers such as container fill levels (65%, 75%, 85%, 95%) or time-based intervals (daily, weekly, monthly, yearly).
The document includes detailed notes emphasizing waste management best practices, such as minimizing odors, controlling vector attraction, and recommending cost structures based on waste volume and weight. Key references include 40 CFR Part 243 Guidelines, AR 420-1, and TB MED 530 Tri-Service Food Code. The matrix provides a clear, standardized approach to waste collection schedules, allowing flexibility for contractors to adjust frequencies based on volume and environmental considerations while maintaining minimum service levels across different operational scenarios.

Solid Waste Task Notes:
1. Food Waste containers shall be picked up at a minimum weekly and adjusted to a frequency determined by the contractor approved by the KO based volume and to inhibit the propagation or attraction of vectors and the creation of nuisances to include objectionable odors, pests, and insects. Schedules shall be adjusted as needed throughout the contract for volume control and to further inhibit the propagation or attraction of vectors and the creation of nuisances to include objectionable odors, pests, and insects.
3. It is recommended that the costs associated with the collection and disposal of solid waste should be driven, completely or in part, by the quantity (volume (and weight for reporting) of waste generated and disposed/diverted. Avoid situations where the cost are based entirely on an annual fee or cost per container pickup.
2. REFUSE, recyclables, and returnables shall be removed from the PREMISES at a frequency that will minimize the development of objectionable odors and other conditions that attract or harbor insects and rodents
