SECTION F - DELIVERIES OR PERFORMANCE
ORDERING PERIOD
This MAIDIQ contract provides for a 5-year ordering period: 8 April 2019 – 7 April 2024 (dates subject to contract award).
SECTION G - CONTRACT ADMINISTRATION DATA
CONTRACT ADMINISTRATION
G.1. Contract Administration.
G.1.1. The FCoE MAIDIQ contracts and Task Orders will be administered by the Mission and Installation Contracting Command (MICC) - Fort Sill, Oklahoma.
G.1.2. The Contractor will be provided the names of responsible personnel upon contract award. A Contract Specialist and Contracting Officer will be assigned from the MICC - Fort Sill, Oklahoma, serving in capacity of Contract Administrators. Personnel changes may be made at any time by written notice from the Government.
G.2. Post-Award Conference.
G.2.1. A post award conference (as described in FAR Subpart 42.5, Postaward Orientation), will be held by MICC – Fort Sill. At a minimum, the Contractor's Project Manager shall attend the conference. If the contract involves subcontractors, a representative of each subcontractor may also attend.
G.2.2. The Contracting Officer and the Contractor will agree to the date, time, and location of the conference after contract award. In event of a conflict in schedules, the Contracting Officer will establish the date for the conference.
G.3. Ordering.
G.3.1. This contract is intended for maximum flexibility in providing for an expedited ordering process in order to satisfy customer needs. All ordering procedures shall be simplified and streamlined to the maximum extent, but shall remain in compliance with FAR 16.505, Ordering. The KO may exercise broad discretion in developing the most appropriate order placement procedures.
G.3.2.Formal evaluation plans or scoring of quotes or offers are not required for orders competed under the MAIDIQ contracts; however sufficient documentation shall be maintained to clearly support the selection decision.
KOs will consider the nature, value, duration, extent of existing information (e.g., past performance information, existing quality control plans, etc.), and the extent of information requested when determining the order placement approach, submission requirements and response time. This content is not to be construed to mandate that FAR subpart 15.3, Source Selection procedures are to be used. As prescribed in FAR 16.505(b)(1)(ii), FAR subpart 15.3 does not apply to the ordering process.
G.3.3. Orders are exempt from the development of an acquisition plan/strategy as one has already been approved by the Principal Assistant Responsible for Contracting.
G.3.4. When a requirement is needed, each contractor will be issued a task order request (TOR) with the following information in order to compete for each task order:
G.3.4.1. Price Schedule
G.3.4.2. Performance Work Statement
G.3.4.3. Response Date
G.3.4.4. Intended type of source selection – Lowest Price Technically Acceptable (LPTA) or Tradeoff.
G.3.4.5. Any other information that may be relevant to that particular order
G.3.5. The length of time between release of the TOR and submission of TO proposals shall be commensurate with the complexity of the requirement. The Government may use draft task order requests when deemed beneficial and sufficient time is available.
G.3.6. Fair Opportunity. In accordance with FAR 16.505(b)(1), the KO must provide each contract awardee a fair opportunity to be considered for each TO exceeding $3,500.00, except as provided at FAR 16.505(b)(2). Pursuant to FAR 16.505(b)(1)(iii), each order exceeding the simplified acquisition threshold shall be placed on a competitive basis unless supported by a written determination that one of the circumstances described at 16.505(b)(2)(i) applies to the order and the requirement is waived on the basis of a justification that is prepared in accordance with 16.505(b)(2)(ii)(B).
G.3.7. All contract clauses in the basic IDIQ contract flow down to task orders, as needed. However, clauses may be added at the task order level as long as they do not conflict with the clauses included in the basic contract or conflict with the scope of the basic contract. For example, 52.217-8, Option to Extend Services, and 52.217-9, Option to Extend the Term of the Contract, may be included and tailored at the task order level as well as clauses related to Government Furnished Property.
G.3.8. Incorporation of Proposals in Task Order Awards.
G.3.8.1. Successful task order proposals may be incorporated into the task order award using this language, “Contractor’s proposal dated MM/DD/YY is hereby incorporated by reference.” If the government intends to incorporate a task order proposal into the task order award, it shall provide notice of its intent in the RTOP. In the event of inconsistencies between the provisions of the base IDIQ contract, task order request for proposals (RTOP), and task order proposal, the inconsistencies shall be resolved by the following order of precedence: (1) the base IDIQ contact, (2) the request for task order proposal excluding the proposal, then (3) the task order proposal.
G.3.8.2. When trade-off source selection is used to award a task order, the performance or capabilities proposed above the mandatory minimums shall be incorporated into the contract.

L.4.2. Volume II – Mission Capability/Risk.
The Mission Capability Volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Legibility, clarity and coherence are very important. The Offeror’s submission will be evaluated against the Mission Capability factors identified below and defined in Section M, Evaluation Factors for Award. Proposals shall not contain classified information.
The Mission Capability Volume shall, at a minimum, be prepared in a form consistent with the PWS and the evaluation criteria for award set forth in Section M of this solicitation. The Volume shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the Offeror’s technical competence and ability to comply with the contract requirements specified in the PWS. The Offeror shall address as specifically as possible the actual methodology it will use for accomplishing the PWS requirements. This volume shall be organized according to the following general format:

(5) Factor 2 – Sample TO Management and Staffing Approach. The Offeror shall provide a staffing and management approach for Attachment 2, Sample TO. Content for each section shall demonstrate the Offeror’s understanding of the personnel requirements of the sample TO PWS as well as the ability to provide the personnel with the experience, qualifications, and clearances necessary to perform and manage all tasks by the task order start date. The Offeror’s approach shall identify/contain the following:
Provide a resume for the proposed MAIDIQ Program Manager (PM) and Alternate PM that meet the qualification requirements of Attachment 1, MAIDIQ FCOE TMS PWS, Paragraph 1.6.18.1.
Offeror’s Phase-in Training Plan for the JTAC Course as required by Sample TO PWS paragraph
2.1.2 to include a minimum of 50-pecent JTAC personnel resumes. If the Offeror proposes an odd number of personnel to perform JTAC requirements under the sample TO, the Offeror must round to the nearest whole number in order to determine the number of resumes (50%) it must submit.
To calculate the number of resumes to submit, offerors are instructed to divide the number of proposed JTAC personnel by 2. After dividing by 2, if the digit to the right of the decimal is 5 or more, add 1 to the whole number. For example, if an offeror proposes 5 personnel to perform the
JTAC requirement, 5 divided by 2 equals 2.5. Because the digit to the right of the decimal is 5, the offeror would add 1 to 2. One added to 2 equals 3, so the offeror would submit 3 resumes.
Proposed organizational chart showing positions, decision authority, and what parts of the organization are responsible for managing and accomplishing each task.
Provide in table format a crosswalk of Sample Task Order Performance Work Statement (PWS), Attachment 2 personnel requirements by position to the IDIQ labor category listed in Table
1.16.18 of Attachment 1, MAIDIQ FCOE TMS PWS.
Proposed plan to hire, train, and retain an adequate number of properly qualified personnel by position, as specified in Attachment 2, Sample TO PWS, necessary to perform and manage the TO’s requirements in a low density, rural area. Proposed staffing (by number of personnel, labor hours, sample task order position, and company), and any plans to cross-utilize or rely on reach-back, part-time, or temporary personnel during task order performance.
Proposal to provide qualified replacement personnel on short notice when unplanned vacancy(s) occur during performance.
Additionally, Offerors shall specifically address its approach to conduct concurrent tasks or simultaneous events/performances.
Provide a resume for each candidate proposed as Key Personnel required in Attachment 2, Sample TO PWS at paragrah 1.5. Key Personnel are required for the five (5) TMS task areas and shall be identified as the “Project Lead/SME” and “Alternate”. Resumes shall clearly demonstrate that Project Leads/SMEs and Alternates for a sample TO position satisfy or possess all applicable certifications, security clearances, and other qualifications required for their designated position.
L.4.3. Volume III – Past Performance (Factor 3).
L.4.3.1. Reserved.
L.4.3.2. The Offeror shall provide documentation outlining the offeror’s recent and relevant past performance for a minimum of four (4) and a maximum of six (6) contracts, as a prime or subcontractor. The submittal shall include rationale supporting the Offeror’s assertion the effort is relevant and recent. The submittal shall also include information regarding the quality of past performance and compliance with FAR 52.219-8 and FAR 52.219-9 (as applicable) subcontracting requirements. The Offeror shall submit Past Performance information as specified in paragraph L.4.3.3. below.
Recent past performance is defined as performance as a prime or subcontractor on a contract for at least six (6) months during the five (5) years prior to the date for receipt of offers for this solicitation.
Relevant past performance is defined in Section M of this solicitation.
L.4.3.3. Submission Requirements.
(1) Table of Contents
(2) Summary Page – describe the role of the Offeror and of each subcontractor, teaming partner, and/or joint venture partner that will perform this requirement.
(3) Consent Letters to authorize the release of past performance information shall be executed by each subcontractor, teaming partner, and/or joint venture partner that will perform 25% or more of the proposed effort. Past performance information concerning subcontractors cannot be disclosed to or requested from a private party without the subcontractor’s consent. Because a prime contractor is a private party, the Government requires consent before disclosing subcontractor present and past performance information to the prime contractor and/or requesting such information about the prime contractor from references. In an effort to assist the Government’s Past Performance Team in assessing an offeror’s past performance relevancy and confidence rating, the Government requests that a consent form be completed for each reference identified in your proposal. The completed consent forms should be submitted as part of the Past Performance volume.
(4) Client Authorization Letter – for each identified effort for a commercial customer authorizing release to the Government of requested information on the Offeror's and/or proposed subcontractors performance.
(5) Organization Structure Change History – many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a chart or schedule describing all such changes in the organization of your company and your proposed partners over the past three years. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the Offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
(6) Completed Table L4 – described below
(7) Specific Relevant Contract Sheets – the Offeror shall provide sheets in accordance with the Specific Relevant Contract Sheet format at Attachment 3 for a minimum of four (4) relevant contract references and a maximum of six (6), whose effort was recent and relevant to the effort required by this solicitation for which it served as a prime, major subcontractor, or teaming partners. If proposals are received with more than six (6) references and/or that exceed the page limitation, those pages will not be evaluated. The Offeror shall describe the work performed as it directly relates to the work being procured under this solicitation. Requirements shall be the same or similar in scope, magnitude, and complexity to the services being procured under this solicitation. The submittal shall include rationale supporting your assertion the effort is recent and relevant to the work specified by this solicitation. Page limitations are listed in the Table L2.
L.4.3.4. In addition to the rationale required as part of this volume, the following chart shall also be completed and included with its past performance submission. If additional references are provided, the table shall be tailored to fit the additional references. The Offeror shall check off the capabilities performed in its referenced contracts as it pertains to the specified task areas:

L.4.3.5. In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the Offeror’s Past Performance Volume and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), CPARs, or other databases; and may be obtained from other sources available to the Government, such as the Defense Contract Management Agency (DCMA), and interviews with Program Managers, Contracting Officers, and/or Fee Determining Officials.
The past performance evaluation team will review this past performance information and determine the quality and usefulness as it applies to performance confidence assessment. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the Offerors.
L.4.3.6. Small Business Participation Past Performance: All Offerors shall submit information substantiating the Offeror’s past performance in complying with FAR 52.219-8, “Utilization of Small Business”, maximizing opportunities for U.S. small business subcontractors. Offerors shall also provide a statement indicating whether any negative information has been reported in the past three years concerning the Offeror’s past compliance with FAR 52.219-8. If any such negative information has been reported, the Offeror may submit explanations or comments responding to such negative information. Offerors with no prior contracts containing FAR 52.219-8 shall certify the same. For Large Businesses, include SF 294 and SF 295 (or Individual Subcontracting and Summary Subcontracting Reports in eSRS) information for Government contracts with these reporting requirements for the last three years. All Offerors shall provide descriptive information for all small business categories. Any information concerning long-term relationships with small business subcontractors, such as mentor-protégé relationships should also be provided.
