About this file
This document is a Questions and Answers (Q&A) matrix for Request for Task Order Proposals #W9124J-25-Q-LCKS, dated 21-Aug-25, focusing on access control and lockset requirements for Joint Base San Antonio, Fort Sam Houston. The Q&A addresses six key topics: the current lockset keyway (BA-0348_Cormax patented keying system by BEST), key configuration preferences (keyed differently), elevator keypad installation certification requirements, potential alternative solutions, repair responsibilities for installation damages, and card compatibility for the access control system.
The government responses reference the Performance Work Statement (PWS), specifically paragraphs 1.3, 1.9.1, 5.2.1.2, 5.2.2.2, and 5.2.7.1, indicating detailed specifications exist for the project. Key specifications include using a Wi-Q Access Control System-compatible keyway, requiring 228 locks with 240 total keys (keyed differently), ensuring contractor certification for installation, and accommodating specific card types. The document suggests a comprehensive access control upgrade project with specific technical and operational requirements.

# Question/Comment Government Response/Disposition
Does the gov know what current keyway (A,B, C, etc) is being used on the locksets?
Does it matter if the keyway is changed to a different style when ordering? This to help ensure accuracy when ordering the locks.
The current keyway of locksets are BA-0348_Cormax patented keying system by BEST. The keyway is to be interoperable with the Wi-Q Access Control System hardware.
The new locksets will have new 7-pin sfic locks and keys. Would the gov/customer like the locks to all be keyed alike or keyed differently(optimal opsec)? Note:This will produce a total number of 228 keys, 6 master keys, and 6 7-pin sfic change keys. Total keys: 240 keys.
Keyed Differently.
For the 6 keypads for the elevators Dormakaba recommends that the keypads be installed by someone who is certified by them. Is the Dormakaba represenative able to do the certification for this installation process? What will work best for the contract here in this situation?
The contractor / vendor should have the necessary experience and certifications to complete the required access control installation for this contract. See PWS para 1.9.1.
Will Joint Base San Antonio, Fort Sam Houston, consider an alternative solution to replace its existing locksets?
See PWS para 1.3.
In the event that any paint or other small damages occur during removal of the existing locks or any other equipment, will the vendor be required to make repairs or painting touchups when the work is complete.
See revised PWS para 5.2.7.1.
The product that we intend to proposed will accommodate specific types of cards.
Customer currently is using three types of cards. The product to be specified will accommodate one type of the cards currently in use. The cards that vendor provides are inexpensive and operate as well as the cards currently in use. Is Customer willing to change to one new type of card so that all cards issued will be the same.
Note: The network devices, like bridges and other switches, are integrator questions.
See PWS para 5.2.1.2 and 5.2.2.2.
