About this file
This document is a Questions and Answers Matrix for Request for Task Order Proposals #W9124J-25-Q-LCKS, focused on replacing the existing access control system at the MICC (Maneuver Installation Coordination Center) Headquarters. The solicitation involves replacing 120 access control door locks across 13 buildings, including 64 exterior locks, 50 interior locks, and 6 wireless keypads for elevator access. The project requires a comprehensive upgrade of the existing Best Wi-Q wireless access control system, including 28 portal gateways, with specific requirements for hardware compatibility, security standards, and integration.
Key technical requirements include maintaining compatibility with existing 7-pin interchangeable cores, supporting keypad and PIV card access, and ensuring compliance with NDAA and FIPS 201 standards. The contract will be a firm fixed-price award, with a single vendor expected to handle both physical installation and IT integration. The project scope involves replacing existing wireless locks, gateways, and server infrastructure, with a focus on bi-directional communication between wireless readers and the host computer. Additional requirements include providing training, documentation, and a 3-year warranty, with work to be performed across multiple buildings including Building 601, 602, and the MICC Headquarters.

# Question/Comment (one question per line)
Government Response/Disposition
1 Are all 120 locks to be installed battery-powered models? Or are there any hardwired or PoE-enabled locks included in the scope?
Most of the current access control system door lock hardware includes battery-powered models. There are two elevators with six (6) wireless access control keypads that are hard wired. For additional reference, see PWS para 5.2.1.2 and 5.2.2.1.
2 Are all doors specified in the scope office/administrative doors, or do any fall under residential or dormitory-style spaces? Regarding scope: see PWS para 1.4. Regading administrative spaces: see PWS para 1.2
Is managed Wi-Fi or network connectivity available in all the buildings (including MICC HQ and Field Directorate Office) where locks will be installed? If not, will the contractor be expected to provide wireless gateways or additional infrastructure for real-time monitoring and management?
See PWS para 5.2.2.2
4 Can you provide any information or photos showing the current locksets (e.g., front, back, edge, and jamb views)? Photos are located in the "Photos- Current door locks" Tab.
5 Can the Government provide an inventory listing (e.g., quantity, material, function) of existing locking hardware? To include model and type.
The Government does not have a comprehensive inventory list. However, exisiting access control hardware includes the following Electromechanical door locking systems: BEST Wireless Locks with keypad, Wi-Q Wireless Access Controller, bi-directional Portal Gateways, Cylindrical Series locks with interchangeable cores.
Details of door lock systems can be found at https://www.bestaccess.com/products/
6 Will the existing Best Wi-Q software/platform be managed centrally across all locations, or is a building-by-building configuration expected? See PWS para 5.2.2.2 and 5.2.4.1
Can the govt confirm that this contract requires a one-for-one replacement of existing BEST Wi-Q locksets, with no changes to locking function, hardware style, or door preparation? or is there flexibility to consolidate or reclassify access points for efficiency?
See PWS 5.2.2.1.
Can the govt confirm whether existing power is available at the planned install locations for the additional Wi-Q gateway portals? If not, is the contractor responsible for providing electrical power to each new gateway location?
Yes.
Are we, as the awarded vendor, just going to install the locksets and make sure the locksets are operational? What are our IT responsibilities as to the installation of the locksets?
See PWS para 1.4 and 5.2.2 and 5.2.2.1. and 5.2.2.2.
Will the gov provide a map as to exactly which doors will receive new locksets? Not just which buildings are under the contract but the actual doors inside/outside the buildings?
For OPSEC purposes, a map/sketch of MICC Headquarter facilities will be available to the awarded vendor.
Will the gov be providing a CLIN item list with exactly the right equipment the customer is wanting? That way pricing can be accurate and effective for the gov and the awarded vendor.
See Solicitation: Contract Line Item (CLIN) Structure.
12 Are there going to be any cable runs for either CAT-5/CAT-6? How long are these runs expected to be? See PWS para 5.2.3 and 5.2.3.1.
Is the Government's intention to have the Desktop from FDO-FSH (Mr.
Deal's office) placed on the same server as the Desktop from G3/5 (Mr.
Todd's office), to enable both Mr. Deal and Mr. Todd to be in control and communicate with all locksets actively on the server?
Yes. See PWS para 5.2.4.1.
Is it the gov's intention to award a single award or multiple awards in regards to the physical installation of the locksets and the IT work to be done? We understand that this award may be subcontracted if awarded to a single vendor.
Single award.
Is the intent of the RFP to replace all existing devices, gateways, hardware, and wiring from the existing infrastructure to upgrade the entire access control system?
Yes. See PWS para 5.2.2.1 and 5.2.2.2.
In Part 5 5.2.1.3 and 5.2.1.4 on Technical Exhibit A PRS 3 - PWS para
5.2.1.3 all equipment shall ensure GSA FIPS 201 Approved Product List at the time of the installation. The current Best Wi-Q system and new Best Wi-Q system is not on the GSA Approved Products List, will the PWS remove this requirement?
See revised PWS para 5.2.1.4.
Since the intent of this quote is to replace and upgrade the entire access control system; will the PWS allow a complete brand new wireless system equivalent to the Best Wi-Q System?
See revised PWS para 5.2.2.1.
18 The current Best Wi-Q software is over 5 years old, will the PWS allow a replacement of the server or an equivalent solution?
See revised PWS para 5.2.2.1.
19 Please confirm if building 601 will have a secondary work station to integrate with MICC HQs “Long Barracks"
See revised PWS para 5.2.4.1.
20 Please confirm all exterior replacement locks needs to be “bronze” or darker color door hardware.
See revised PWS para 5.2.7.1.
In the meeting, we discussed Part 5 5.2.1.2 to remove the need of using exsiting CAC (13.56 MHz) cards. Please confirm if the new hardware must include keypad access code OR PIV (125khz) card?
See PWS para 5.2.1.2
REQUEST FOR TASK ORDER PROPOSALS #W9124J-25-Q-LCKS
