Industry Questions W9124J-12-R-0017 Region Two

Below are questions received for the solicitation and the respective answers. The solicitation and/or solicitation attachments have been modified, if appropriate, to reflect the answers provided below. Questions and answers have been grouped by topic. If similar or duplicate questions were received for a specific topic, only one answer is provided to avoid repetition.

1. How will New Mexico gross receipts tax be addressed? Does the contractor need to include this in their overall coefficient or will this be added on after the coefficient is applied?

Answer: The New Mexico gross receipts tax shall not be included in the coefficients.

There will be a separate line item for state material taxes on individual task orders when necessary.

2. The sample task statement of work section 1.3.4.15 references drawing A300 Roof Plan.

This drawing could not be found in the solicitation documents.

Answer: Offeror shall reference drawing DR000222P-A300 posted on www.fbo.gov.

The Roof Plan is located on the sheet below the Third Floor Reflected Ceiling Plan.

3. The sample task statement of work section 1.3.1.3 and 1.3.1.4 references rooms 317A and 317B. These rooms could not be found on the drawings. Please clarify.

Answer: Reference Drawing DR000222P-A200. Rooms 317A and 317B refer to the newly divided Room 317 (reference Drawing DR000222P-A101 for pre-construction condition).

4. The Section B Coefficient Schedule has duplicate CLIN lines for 0001AF, 0001AG, 0001AH, 0001AJ, and 0001AK.

Answer: Duplicate CLINS have been deleted in the revised solicitation.

5. The last line of the Section B Coefficient Schedule references “Non-Priced Item (NPI)

Coefficient.” Does the contractor need to include a coefficient for this line item?

Answer: Yes, the contractor should include a coefficient for Non-Priced Items CLIN.

6. Reference Form 1442 issued in Amendment 0001 which states that “The maximum amount of all task orders over the life of the contract will not exceed $16,500,000.00.”

Please confirm the total value of the MATOC over 5 years is $16,500,000.00 as stated in Section H Part H2.

http://www.fbo.gov/

Answer: The total value of the MATOC over 5 years is $16,500,000.00.

7. Re Section L, Clause 52.215-1, para ( c )(2) – Which section does the phrase “first page of the proposal” refer? Does the information need to be on the actual first page of each section? Please clarify.

Answer: The information stated in Clause 52.215-1 para (c)(2) shall be included on the first page of the first volume of the contractor’s proposal.

8. Re Section L, Clause 52.215-1, para (e )(1) – Which section in the proposal should contain the “title page” referenced? Should this be at each section? Please clarify.

Answer: Insert the language stated in para (e)(1) on the title page that the language shall apply to. It is the contractor’s discretion where to place the information.

9. Regarding the Proposal Preparation Instructions on page 66 of the solicitation, it states “The original of the General volume shall be clearly be clearly identified as “Original” and hole-punched with a standard 2-hole punch at the top center of each page and submitted in a classification folder (six-part folder)”. However, Volume I – General contains 7 total sections (Tab A – Tab G). If one has no exceptions/assumptions to place under Tab A, Exceptions/Assumptions is it allowable to omit that section entirely and proceed by using the other tabs, beginning with Solicitation, Offer, and Award as Tab A?

Please advise.

Answer: Tab A and/or Tab H will not apply to all offerors. If all tabs are applicable to the submission, Offeror’s may place two divided sections together in the volume.

10. RE OFFEROR INSTRUCTIONS, Section I., para C., 3., (c ), iv - Will submission of completed final CCASS evaluations and/or previous PPQ’s in lieu of completed PPQ forms (Attachment 2) be allowed? Clients are often disturbed to be repeatedly requested to complete PPQ forms for projects that have final CCASS evaluations, or to fill out PPQ forms for smaller projects.

Answer: CCASS evaluations will not be permitted in lieu of Past Performance Questionnaires. The PPQ forms the government provided for this solicitation are specific to this acquisition. Therefore, no other PPQ forms should be utilized in lieu of the provided forms.

11. Is there an existing contract in place? What firms hold it? What is their pricing? Is funding currently available for this effort?

Answer: This is considered a new requirement and therefore there are not incumbent contractors. Task Orders will be funded as they are issued.

12. Amendment 1 changed the bid date to Nov. 16, but the sample project proposal due date noted in Attachment 3 in Amendment 1 indicates October 26 as the proposal due date.

Please clarify.

Answer: The bid date is November 16 for the entire proposal including the sample project. Attachment 3 has been corrected.

13. Can we use recently completed PPQ forms if the form has additional levels of satisfaction? i.e., Exceptional and Very Good

Answer: No other PPQ forms should be utilized in lieu of the provided forms.

14. Will editable documents be issued for those requiring completion as part of the proposal?

Answer: No other documents will be issued for this requirement.

15. Can provide us a listing of all the reserve centers where work may occur under this contract.

Answer: A map of the reserve centers covered under this contract has been included. The areas covered by Region 2 are highlighted.

16. In addition, is it possible your office maintains a listing of contractors/subcontractors who are highly rated in performance of their work in the areas to be served? If so, can you share this with us?
