QUESTIONS AND RESPONSES:
Q1. In Section 5.1.1.3, pg. 96 it states that “Regardless of HVAC DMO Historical log, future DMO’s will typically be logged as Priority 1 or 2. Contractor shall anticipate and plan that 90% of DMO’s will be priority 1 or 2. Based off the TE5 1-001 DMO Historical call log 2016, there were 5,407 calls not including line locates. Is the contractor expected to complete 90% (4,866) calls within 10 calendar days of receipt?
A1. Yes
Q2. Bldg. 860 has (2) 910-ton Centrifugal Chillers and (3) 9 MM BTU/HR Boilers. In section 5.2 pg. 103, it states that the contractor shall provide maintenance and repair services on a variety of HVAC units including heating systems up to 1.7 MM BTU/HR and air conditioning equipment up to 600 tons. Can you confirm the equipment sizing?
A2. Updated PWS Paragraph 5.2.2 to read “…heating systems up to 9MM BTU/HR and air conditioning up to 910 tons…”
Q3. Section 3.4, pg. 91 states that “The government will provide the HVAC dash board which includes Tracer Ensemble”. Are computers provided to the contractor in order to access the Tracer Ensemble tool?
A3. No
Q4. Section 4.2, pg. 94 it states that “Contractor shall purchase Intelligent Services Subscription or approved equal”.
It lists having “Energy Engineering” as part of the requirements. Are there any requirements for the Energy Engineering resources? i.e. having an Energy Engineer with a Professional Engineering license (P.E.) or a Certified Energy Manager (C.E.M.)
A4. No, these tasks will require someone with energy engineering skills, knowledge, and abilities but PE or CEM credentials are not required.
Q5. Part 3, pg. 91 it states that the Government furnishes the HVAC Intelligent Network. Since the Government owns and supplies the Network Infrastructure, will the Government be responsible for any and all network security enhancements or Government mandates?
A5. Yes, Government will fund security enhancements if required.
Q6. Section 5.2.3.2, pg. 105 states “Contractor shall prepare/ present Report Cards (Mock Billing) monthly for buildings on Intelligent Services. What is a “Mock Bill” and how is it prepared?
A6. Current HVAC Maintenance Contractor assembles approximately 210 Mock Bills per month.
Successful Contractor will provide mock bills to match in kind those currently supplied by the current maintenance contractor. Coordination will be necessary where this responsible charge changes due to this contract. An example of the current “Mock Bill” is attached for clarity to this response. The successful contractor will be responsible to prepare and provide these documents monthly at the monthly Fort Knox BEM (Building Energy Managers) meeting at DPW Conference Room (Building 1110).
Q7. As part of the New Clinic Project, Bldg. 860 has had (1) of the 910-ton Centrifugal Chillers removed and a new ~400-ton Thermax Absorption Chiller has been installed in its place. Is the new Absorption Chiller going to be part of this contract?
A7. Yes. This equipment will be added to contract at later date as this equipment is not fully functional yet and will be under 1-year warranty by construction contractor once commissioned.
Q8. Section 5.1.1.4.1, pg. 97 states that “Project Work Ordered will be fixed priced task orders based on negotiated proposals required to accomplish the scope of work for each PWO”. A8. Negotiated after contract award if needed.
Q9. In Section 5.2, pg. 105 it states that “All HVAC units that have a condensate pan and lines shall be inspected and cleaned four (4) times per year”. Is it the expectation of the successful bidder to clean/ inspect all 4,800 units (4) times per year?

Q11. Is there a pre-determined amount given to the contractor that will be budgeted for PWO’s (Item 0003) and Parts and Materials (Item 0004)? It is our understanding that there were fixed amounts per year for Parts and Material as well as PWO’s. Can you please clarify?
