The Plan of work shall be reviewed and approved by the Lead Coordinator prior to the commencement of work.

6. Definitions:

6.1 Abatement - is a comprehensive process of eliminating exposure or potential exposure to lead paint and lead containing soil and dust which must include testing, measures for worker protection, containment of dust and debris, cleanup and disposal of wasteland clearance testing.

6.2 Encapsulation involves resurfacing or covering surfaces, and sealing or caulking with durable materials, Bo as to prevent or control chalking, flaking lead-containing substances from becoming part of house dust or accessible to children. Painting or wallpapering in not considered to be encapsulation.

6.3 High Efficiency Particle Air Filter (MCPJL) - means a filter capable of filtering out particles of 0.3 microns or greater from a body of air at 99.97% efficiency or greater.

6.4 High Phosphate Detergent - detergent which contains at least 5% trisodium phosphate (TSP).

6.5 In-Place Management - a series of recurrent actions to reduce the lead hazard until such time as abatement can be carried out. Usually involves paint stabilization and regular cleaning of the premises.

6.6 Toxicity Characteristic Leaching Procedure (TCLP) is one of the tests for the determinations of whether a solid waste is classified as a hazardous substance.

7.0 Requirements for Lead Abatement/In-Place Management Contractors:

7.1 Exposure to lead has been associated with numerous medical related problems. Studies indicate there are significantly increased health dangers to persons exposed to lead who smoke and further, to family members and other persons who become indirectly exposed

02090-2 as a result of the exposed worker bringing lead-laden work clothing home to be laundered.

OSHA has promulgated regulations pertaining to medical surveillance, employee training, respiratory protection, personal protective clothing and equipment, airborne lead monitoring, housekeeping, method of compliance, record keeping, emergency procedures, and other measures that must be taken when working with or around lead or lead-based products and debris or materials. Task triggers have been developed to protect workers performing tasks where high levels of airborne lead particles have been documented (These triggers are included in Enclosure 1.).

7.2 Three main areas of concern when working with lead-based paint, and/or lead containing materials are:

A. Occupant Protection B. Worker Protection C. Lead-based paint debris disposal
