About this file
This is a Request for Information (RFI) #2 document containing four contractor questions and corresponding government responses regarding submission requirements and timeline for a federal solicitation.
The government clarified that offerors must submit three volumes: Volume 1 (General) containing acknowledgment of amendments, representations and certifications, company profile, exceptions or assumptions, capability statement, and key personnel information; Volume 2 (Technical Proposal) with a maximum 25-page limit addressing requirements outlined in the Performance Work Statement; and Volume 3 (Price) submitted using Standard Form 1449. Regarding timeline extensions, the government denied a requested two-week extension to the proposal deadline but granted a compromise extension from June 11, 2026 to June 15, 2026. The government also established a questions deadline of 10:00 AM on June 11, 2026. The solicitation represents a new requirement with no incumbent contractor or recompete involved.

RFI #2
Question 1: Could the government please clarify the submission requirements for this solicitation. The SAM.gov announcement requires a brief (5-page) capabilities statement along with company information, key personnel, and a price list. However, Attachment 2_Addendum 52.212-1 (Instructions), requires a 3-volume proposal including a 25-page technical volume. Please confirm what is required for submission by the due date.
Response: The requirement is to submit three volumes as below:
- Volume 1 – General: Should include acknowledgment of solicitation amendments, reps and certs, company profile, exceptions or assumptions, capability statement, and key personnel.
- Volume 2 – Technical Proposal: should include the offeror’s response to meet the requirements outlined in the PWS. This has a maximum page limit of 25 pages.
- Volume 3 – Price: The offeror must use SF 1449 to submit an offer.
Question 2: Contractor respectfully requests a one-week extension to the due date, from 11 June 2026 to 18 June 2026.
Response: We are unable to extend the due date to June 18, 2026; however, we can grant an extension until June 15, 2026
Question 3: Is there any incumbent/recompete or this is a brand-new project?
Response: This is a new requirement
Question 4: We are very interested in this solicitation and would appreciate a one-week extension for the questions and an extension of two-weeks for submittal of a proposal.
Response: Please note that a two-week extension is not feasible at this time. However, we are able to extend the deadline to June 15, 2026. Should you have any questions, please ensure they are submitted by 10:00 AM on June 11, 2026.
