Questions and Answers - 20190802: Modernize Elevators 1-8 in Building 61801/WO# AAA00011-4J Requirement

Questions

1. What is the reasoning behind replacing the guide rails? On typical modernizations everything structurally attached to the building remains. It is incredibly rare to hold the elevator vendor responsible for structural attachments to an existing building. This also adds additional time to an already aggressive schedule to disassemble the elevator cab, remove the existing rails, and run new ones for the car and counterweights. ANSWER:

The guide rails shall be replaced if the Qualified Elevator Inspector (QEI) in SOO Paragraphs 4.01.23 and 4.02.21 determines the existing guide rails are worn and will not pass inspection.

2. Are mini-split AC systems acceptable in the rooms that presently have no atmospheric control? ANSWER: Yes.

3. The documents differ on whether or not 3-4 can be modernized concurrently.

Clarification is needed to build an accurate schedule. ANSWER: Yes, Elevators 3 and 4 can be modernized, concurrently.

4. Please identify where space is available for onsite material and a refuse container? ANSWER: An exterior location is approved behind Building 61801 that is within the Building 61801 backside fenced compound for the contractor to drop storage container(s) and refuse container(s). An open lay down area is also authorized within the backside fenced compound or the frontside of Building 61801.

5. Can the tenant provide a toolbox storage/project staging area within the building? ANSWER: The contractor can use the respective elevator machine rooms that have been taken out of service for repair and modernization of the elevators as toolbox storage. Review ANSWER to Question #4 for a project staging area.

6. Can we work 4 days a week at 10 hours a day instead of 5 days a week at 8 hours a day? ANSWER: Yes.

7. Does the project include replacing the Backup Generator ATS as the existing one is manually operated? ANSWER: No.

8. On what date where the shunt trips last tested? ANSWER: The shunt trip was not tested in the known past. If unknown, should testing reveal they are no longer functioning properly is their replacement to be included in the bid or a change order item? ANSWER: A change order item.

9. Is the backup generator and conductor wire capable of supplying power for all cars to run at the same time? ANSWER: Only Elevators 1-2 and 3-4 are currently backed up on the 100 KW (125 KVA) emergency backup generator.

The emergency backup generator and wiring is capable of supporting the existing 480V buses in Elevators 1-2 and 3-4 machine rooms. Elevators 5-8 are not backed up on the emergency backup generator.

10. Who currently services your fire control system? ANSWER: Simplex® When was the last reported test and were there any faults? ANSWER: The last tests were completed 4th Quarter 2018 by Simplex®. The smoke detectors in the lobbies of Elevators 1-8 were verified in July 2019 and each smoke detector reports to the respective Fire Alarm Control Panels (FACP) as shown in Questions and Answers (Q&A) Attachment AA. The smoke detectors in Elevator 1-2 and 3-4 elevator shafts and pits could not be verified. All heat detectors in the lobbies of Elevators 1-8, and the heat detectors in Elevator 1- 2 and 3-4 machine rooms, were verified to not cause a FACP but should have if the heat detectors were functioning correctly.

Without assistance from Simplex®, the heat detectors are assumed to not be connected to the respective FACP for the particular zone.

11. When was the last time the smoke/heat detectors were last tested that are integrated with the elevator control system? ANSWER: Not tested in the known past. Are there any smoke/heat detectors that are non-functioning, and if so, please identify which ones? ANSWER: Review ANSWER to Question #10.

12. What is the total length for all cloth insulated electrical cables for supply and back up electrical feeds that needs to be replaced? ANSWER: The distance from the elevator machine rooms to the respective mechanical/electrical rooms on the 3rd Floor are approximately 100 feet. The contractor will need to determine the total amount of cable length. Does the conduit associated with these cables require replacing or can we reuse existing? ANSWER: The contractor will need to determine if the conduit is undamaged and sufficient.

13. What is the ability to obtain an additional maintenance period beyond the 5-year warranty period? ANSWER: An additional maintenance period is not required.

14. Will the new controllers be required to be regenerative AC-VVVF? ANSWER:

The contractor shall determine.

15. Will the replacement machines be required to be geared or PMAC gearless?

ANSWER: There is no preference for either; the contractor shall determine.

49. Please confirm the “Buy American Act” applies to this project?

Yes the Buy American Act Applies

50. Will the Army consider change orders to eliminate unnecessary work, with associated deduction in contract amount, should we find components, like the safeties, to be properly functioning without wear and a 20 year remaining service life?

Yes

51. Item #1. Bid Bond. Para 13.b, SF1442 (Pg 1) indicates no bid bond required.

We've found a Company unable to provide a bid bond is highly unlikely to provide Pay and Performance bonds. Thus, requiring a bid bond largely eliminates the post-award problem of a Low Bidder who cannot bond the work.

This has been corrected. A bid bond it required.

52. Will any cab interior modifications or replacement items be included in the base proposal? ANSWER: Yes. Review SOO Modification #1, Paragraphs 4.01.04, 4.01.06, 4.01.14, 4.01.15, 4.01.16, and 4.01.17. If yes, is this per an allowance or is there a set design to price? ANSWER: The items are a set design as the contractor is required to replace the items as stated in the SOO Modification #1, Paragraphs 4.01.04, 4.01.06, 4.01.14, 4.01.15, 4.01.16, and 4.01.17.

53. Specify Multiple Elevators. ACC-APG has ample justification to require an Offeror to simultaneously modernize multiple elevators instead of doing one at a time sequentially. Discussed at the Pre-Bid but I could not locate in the Draft Solicitation, the building's mission and secure nature requires Soldiers to physically escort Project Personnel while onsite, and there are tool checks, electronic devices, and the inherent liability of unsecure personnel overhearing or seeing something they shouldn't. Plus, the nature of elevator modernizations will routinely require 2 Soldier escorts given elevator tasks often place one elevator mechanic in the car while the other is in the control/machine room. Loosing 2 Soldiers to daily escort duty is a drain on the Command and adversely impacts mission, so ACC-APG is well within its right to require an Offeror to provide multiple elevator crews as an explicit condition of the contract to minimize the security risks and Soldier escort.

SUGGESTION: Specify in Solicitation that Offerors must identify in their Technical Proposal how they will modernize 2 or more elevators simultaneously throughout the duration of the Project.

ANSWER: SOO Modification #1, Paragraph 3.14, states the contractor initially shall repair and modernize elevator sets 3-4 which are a pair of passenger elevators. Upon award of the SOO OPTION, SOO Modification #1 Paragraph 3.15 states the contractor shall initially repair and modernize elevators 3-4, 6, and 8 simultaneously. The HHC commander has committed to provide escorts for the duration of the awarded project, HUAC AAA00011- 4J.

54. Materials Onsite. The FAR allows, and nature of elevator modernization is customarily payment for, materials once onsite, inventoried and securely stored. Every site's elevators are somewhat unique to that site and factories tool to fabricate these site-specific items all at once, and provide all at once, rather than trickle them out a couple at a time for economy, consistency and commonality. So, materials for all elevators will arrive Ft. Huachuca all at once, and be inventoried locally and placed onsite in secured containers or in a bonded warehouse out in town. The Contractor is following the FAR and you cannot reasonably expect a contractor to bear the considerable cost of these materials when they are quite expensive, unique to the Project's elevators, and would be retained by the Government and used to modernize the elevators even if the Contractor defaulted. It's a significant--if not huge--effort to do the engineering surveys, get the submittals assembled, reviewed, accepted and materials fabricated, assembled and shipped to Ft. Huachuca.

Whomever receives the award deserves payment for the considerable amount of work it takes to get materials onsite.

SUGGESTION: Remove the uncustomary statement that materials will not be paid until installed.

Payment will be in accordance with FAR 52.232-5
