ATTACHMENT G
Fort Huachuca Office of Fire Prevention Fire Alarm
Information Sheet
General
• New facilities, remodeled and additions will be provided with proper fire alarm and Mass Notification systems throughout entire facility. Reference UFC 3-600-1, UFC 4-021-01, NFPA 70, NFPA 72 and NFPA 101 Current Editions.
• A complete set of Fire Alarm System Drawings with a Professional Engineer Seal must be submitted to the Fort Huachuca Office of Fire Prevention for approval. Drawings will include the manufacturer information sheets for all control units, all initiating devices, all notification devices; all control/monitor modules, and all supplementary equipment.
• The Fire Sprinkler riser and Fire Alarm Control Panel shall be in the same mechanical room with exterior access for fire crews and maintenance personnel. Doors leading to equipment will be keyed to fort protocol.
• Fire Alarm Systems and Mass Notification System must be compatible with one another.
Fire Alarm System Drawings
• A scaled, sealed and detailed floor plan with the system designer indicated and the date of design. An elevation view must also be included. Project name, street address, and owner’s name; Contractor’s name, address, phone number, license numbers, and license classification. This information must be included in the title block that appears on each plan sheet.
• The locations of all the initiating and notification devices must be clearly indicated along with the candela rating of all strobes.
• Details of ceiling height and construction.
• Alarm control/panel location.
• Annunciation of the system and location of annunciation panel.
• Power connection; electrical breaker controlling the alarm panel must be equipped with a breaker lock and will be red in color.

• Battery and voltage drop calculations for the entire system. The total number and amperage of the batteries to be utilized must be clearly indicated.
• Electrical wiring diagram, type and size.
• Manufacturers, model numbers, and listing information for all the equipment, devices, and materials to be installed.
• The interface of all fire safety control functions.
• All submitted plans must provide a symbol legend.
• Riser diagram showing general arrangement of the system and type and circuits in each riser
• Wiring diagram showing the interconnection of panels and devices, indicating the type and number of fire alarm system components/devices on each circuit.

• Provide the Fort Huachuca Office of Fire Prevention with General Notes as follows:
This installation conforms to all applicable Fort Huachuca Regulations and NFPA Standards which are in effect at the time of installation.
The contractor (or his designee) must provide testing equipment and perform all testing required by the Fort Huachuca Office of Fire Prevention.
The contractor shall conduct a “pretest” of the entire system before scheduling an acceptance test to assure system compliance.
Areas protected by audible alarms will achieve a minimum of 80db sound at any place within the protected property.
An acceptable performance test will be scheduled through COE or DPW prior to final acceptance with a minimum of two (2) working days advance notice.
• Indicate monitoring by an approved supervising station. All fire alarm signals received at Fire Alarm Control Panel shall be immediately retransmitted to the Fort Huachuca Fire Dispatch Center.
• Show that there is a dedicated disconnect for the fire alarm control panel, and that it is labeled as Fire Alarm system.
• Show connections to all building duct detectors, including the duct smoke detector and the relay to the fan.
• Shows connections to all smoke dampers, including any in-duct smoke detectors, relays to dampers, and monitor modules for damper status of smoke control systems. Provide locations of all control relays and monitor modules on the plans.
• Provide a total device count on the cover page and provide device count per sheet on every plan sheet.
• Indicate temporal pattern for horns and verify that strobes are synchronized.
Fire Alarm Control Panels/Annunciator Panels
• The Fire Alarm Control Panel must be U.L. or F.M. approved.
• The Fort Huachuca Office of Fire Prevention has mandated that Monaco Fire Alarms be installed for all new fire alarm systems being installed.
• The company installing the Fire Alarm Control Panel must be able to provide service to the unit within 24 hours during the one-year warranty period. Once the one-year warranty has expired, Fort Huachuca’s certified alarm technicians must be able to receive technical assistance over the phone or the manufacturer must provide on-site assistance within 1 hour of fire alarm deficiency.
• Separate Zones are required for Detection and Pull Boxes, Flow Switches, Tamper Switches, Duct Detectors, or any other devices used, for each floor in multi-story buildings, and Hood and Duct Suppression Systems. The capability to disable each zone shall be provided.
• Fire Alarm Control Panel will not be installed outside a building.
• Fire Alarm Control Panels, Sub-Panels, Annunciator Panels, Manual Pull Stations, etc, shall be keyed to Fort Huachuca Protocol, CAT 415A. Password protected fire alarm control panels are not permitted unless approved by the Fort Huachuca Office of Fire Prevention.

• Fire Alarm Control Panels must have two independent power supplies. The primary power supply being a dedicated commercial light and power branch circuit. The secondary power supply will consist of storage battery and charging unit. The secondary power supply must be able to make the Fire Alarm Control Panel operational within 30 seconds and provide a minimum back up power supply of 72 hours.
The alarm must be able to sound in full alarm for 15 minutes while on back up battery power. Either power supply should be supervised and send a trouble signal to Fort Huachuca Fire Department’s Dispatch Center.
• Programming sheets shall be supplied to the Fire Prevention office for D21 input by a Monaco trained person within the FHFD organization.
• The location of the dedicated branch circuit disconnecting means shall be permanently identified at the control unit.
• The individual branch circuit dedicated to the Fire alarm Control Panel shall not be supplied through ground-fault circuit interrupters or arc-fault circuit interrupters.
• For fire alarm systems the circuit disconnecting means shall be identified as “FIRE ALARM CIRCUIT.”
• For fire alarm systems the circuit disconnecting means shall have a red marking.
• The letters “F.A.C.P.” (Min. size shall be 4" in height) shall be installed on the Doors for mechanical rooms housing the Fire Alarm Control. FHFD Ordinance
• A toggle switch must be installed to be able to disconnect the Fire Alarm Control Panel’s secondary power source.
• The Annunciator Panel for the alarm/suppression systems must be located just inside of the main entrance and visible from the main entrance as well.
• The Annunciator panel must indicate all functions of the Fire Alarm Control Panel and also have reset and disable capabilities, the same as the FACP.
• A zone map, encompassing a floor plan shall be provided near each Fire Alarm Control Panel and Fire Alarm Annunciator Panel.
• All transceivers must be compatible with the Fort Huachuca Fire Department Monaco D-21 Radio Alarm System and must be a Monaco transceiver so proper interface can occur with the Monaco D-21 Radio Alarm System.
Initiating Devices
• Provide a manual pull station at every building exit, every stairway entrance and acceptable locations to the FHFD per NFPA 72.
• Manual pull stations will be mounted 4 feet from floor to bottom of unit but no less than 3 ½ feet to bottom of unit.
• Smoke detectors are required in hallways, common/public areas, individual rooms and storage closets and along all egress paths.
• Heat detectors are required in bathrooms, communications closets, kitchen areas and mechanical rooms.
• Duct Smoke Detectors as required, shall meet NFPA 72 requirements and be placed on separate zone(s) on the FACP; remote L.E.D. and test switch stations are required for all duct detectors that are obstructed or located above the ceiling.
Notifying Devices
• Audible and visual horn strobes are required throughout the building.
• Audible and visual horn strobes are required to be installed on external walls (front and back of the building) so as to notify occupants that there is an active fire alarm and to prevent entry to building. Any building that is over 5000 square feet is required to have audible/visual devices externally on each side.
Every building will be different in size, receive guidance from Fort Huachuca’s Office of Fire Prevention on number and locations of devices.
• Wall-mounted visible appliances shall be mounted such that the entire lens is not less than 80” and not greater than 96” above the finished floor. Any area that is designed for cubicle use shall have audible/visual devices mounted in the ceiling.
• Audible minimum dB should be 85/75 or 15 dB above the average ambient noise, whichever is greater and the maximum dB should not exceed IL ADA of 120 dB.
• Where audible appliances are installed to provide signals for sleeping areas, they shall have a sound level of at least 15 dB above the average ambient sound level or 5 dB above the maximum sound level having a duration of at least 60 seconds or a sound level of at least 75 dBA, whichever is greater, measured at the pillow level in the area required to be served by the system using the A-weighted scale (dBA).
• Visual only notification devices shall be installed in bathrooms unless dBA level cannot be met from outside appliance.
System Impairment or “Out of Service” Warning
• Building occupants, users and the public shall be notified whenever any Fire and Life Safety Systems are out of service. A sign is required to be posted at all principal, public and employee entrances and shall be 7 inches high by 10 inches wide. See Attachment A of this Information Sheet.
• Fort Huachuca Office of Fire Prevention also requires the same signage on a smaller scale to be posted on all manual pull stations during this Out of Service time.
