About this file

This is a Questions and Answers (Q&A) document for a federal training contract requirement. The incumbent contractor is CYNWAVE under contract W9124923C0015. This is a follow-on requirement with scope congruent to the previous contract, based on an estimated 7,484 annual labor hours with no anticipated changes. The contract structure consists of one Base Year and three Option Years (12 months each), with work required to commence as early as April 13, 2026. Training is anticipated to include up to ten iterations of the two-week Cyber Effects Application Course (CEAC) annually, with 15-20 students per course and three courses currently scheduled for the 2026 timeframe (April 26, May 26, and June 7, 2026).

The requirement demands on-site personnel with TS/SCI clearance conducting instruction at a CONUS location (potentially Fort Gordon, GA) and one potential OCONUS location (Hawaii or Ft. Meade). Mobile Training Teams (MTTs) are not currently planned but may occur at alternate locations with a maximum frequency of twice yearly. Existing training material requires comprehensive review and update, with the course considered perpetually "in maintenance" due to constantly changing source data. Labor categories include Junior/Level I, Mid-Level/Level II, and Senior/Level III instructors, with the government emphasizing high expertise levels. Key personnel require letters of commitment and proof of qualifications via CDRL A003 and A005 (Certification/Training Status Spreadsheet) submitted prior to hiring. Contractors must provide technical exhibits including staffing plans, employee compensation structures (Attachment 5), and pricing on one document per labor category without separate year-by-year attachments. There is no Other Direct Costs (ODC) CLIN on this contract. The government anticipates conducting mandatory training and facilitating security access procedures immediately upon contract start with no phase-in period expected.

Question Government Response 1 What is the incumbent contract number and contractor name for this requirement? W9124923C0015, CYNWAVE Solutions, LLC.

2 Is this a new requirement, or has this service been performed under a different contract vehicle previously? This is not a new requirement and was previously performed under a different contract vehicle.

3 What is the current contract value for the incumbent (if applicable)? There is no current contract.

4 If this is a follow-on requirement, has the scope and number of FTEs and labor categories changed from the previous contract?

This is a follow-on requirement with a pause of approximately one year.

The scope is congruent with the last option year performed on the previous contract.

5 Can the Government provide additional details on the expected frequency and duration of Mobile Training Teams (MTTs) at CONUS and OCONUS locations?

As of 5 MAR 2026, there are no known MTTs planned. The government prefers to not conduct MTTs and train at Ft. Gordon, GA. There is, however, the possibility that the operational force may require training at an alternate location. The government would expect this to happen no more than two times a year maximum.

6 Are there specific OCONUS locations anticipated for MTT deployments? See question 5. A potential OCONUS location is Hawaii.

7 What is the anticipated class schedule/frequency for the Cyber Effects Application Course (CEAC)?

The course should have the capacity to run ten (10) two week iterations in a year. The government desires to run none of the classes concurrently.

Currently there are three courses scheduled in FY 26.

8 Can the Government provide the current Course Design Document or curriculum framework for review?

The current version of the CDD is only available on a Top-Secret network and cannot be shared. The attached version, which is an older version can be used for reference (not updated). See "CEAC_Course Modules and Lessons REFERENCE ONLY"

9 What labor categories and rates were used in the previous contract (if applicable)?

It is the vendors responsibility to identify its proposed staffing (by number of personnel and labor categories), labor hours, mix, and any plans to cross-utilize or rely on reach-back, part-time, or temporary personnel to provide satisfactory performance IAW the PWS.

10 Are there any anticipated changes to the estimated 7,484 annual labor hours? No. The hours are based on a standard work week with no work on federal holiays.

11 ( SECTION 1.6.8.1.1. PWS ) For pricing structure and labor category alignment purposes, please clarify whether this position is intended to correspond to a defined level of expertise (e.g., Junior/Level I, Mid-Level/Level II, Senior/Level III).

Junior/Level I, Mid-Level/Level II, Senior/Level III is not defined. That said, the government desires a high level of knowledge and expertise of the contracted team. The contract employees are expected to be masters of the training they develop and instruct.

12 ( SECTION 1.6.8.1.1. PWS ) Additionally, is there an anticipated total years-of-experience threshold beyond the stated minimum requirement of two (2)+ years of OCO support?

There is no anticipated or required total years-of-experience threshold beyond the stated minimum—the focus is on demonstrated capability in the listed areas.

( SECTION 1.6.12.2. PWS ) Can the Government clarify that the following statement, “the contractor employee’s e-mail address will include the company name together with the person’s name (ex: John Smith, Contractor, ABC Company)”, is intended for corporate email or the USG email accounts? Is the Government’s intent for this identification convention to apply to the individual’s email signature block rather than the actual email address?

The contractor will identify in his/her signature block the company he/she works for. Contract employees may use preexisting company email addresses for correspondence. Contract employees will be issued government email accounts. Both company and government email used is permissible, though the use of government email accounts is preferred.

14 ( SECTION 1.6.9 ) Will contractor personnel be required to attend meetings in person at the Government site, or will virtual attendance be permitted?

Yes. The contractor will attend meetings, working groups, collaboration sessions, brain storming sessions in person. These event will on occasion be VTC'd to the operational force via Top Secret protocols.

15 Does the current training material for this training already exist? If so, does it require modification, or does all the material need to be created from scratch?

Material exists but requires a complete review and update. The course is considered to always be "In Maintenance" In Maintenance means the course material is constantly updated to reflect ever changing source data.

Since the source data constantly changes the contract team must stay abreast of the changes and make changed accordingly

16 How long after the award will the first training session be conducted? The government anticipates conducting training as early as 13 APR 2026.

Subfactor 1B requires that proposals demonstrate that they have properly qualified personnel in the appropriate labor categories. PWS 1.6.11 also states that the Government considers all instructors key personnel. The solicitation instructions and evaluation criteria do not indicate whether resumes, letters of commitment, or other documentation of key personnel qualifications are required or will be evaluated. Could the Government please clarify whether submission of resumes and letters of commitment for all key personnel is required, and, if so, how they will be assessed in this acquisition?

The government requires letters of commitment for all key personnel and proof of knowledge and experience. CDRL A003 (Proof of Experience and Qualification) in Technical Exhibit 1 and the associated description:

Requires the contractor to provide resumes to the Contracting Officer's Representative (COR) prior to hiring any new employee, for verification against PWS. qualifications and experience. The COR will evaluate them and provide concurrence or non-concurrence.

Paragraph 1.6.8.4 (Certifications and/or Training Certificates): Requires the contractor to present certifications and/or training certificates (as documentation of qualifications) to the COR prior to hire for any personnel.

CDRL A005 (Certification/Training Status Spreadsheet): Requires ongoing submission of documentation related to certifications and training status for personnel.

PWS Section 1.5 – Period of Performance states that the contract will include "...one (1) Base Year of 12 months and two (3) 12-month option years...", while the table that follows lists one Base Year and three Option Years (Option Years I–III). Additionally, Technical Exhibit 3 – Estimated Staffing appears to reflect staffing for one Base Year and two Option Years. Could the Government please clarify the intended contract structure for the Period of Performance: is it one (1) Base Year with three (3) Option Years, or one (1) Base Year with two (2) Option Years

Base and three (3) option years.

PWS 1.4 (Scope) Would the Government clarify if offerors will only be supporting the CEAC? Or are there other courses that offerors would be responsible for? If so, would the Government share the additional courses?

Contractors will support CEAC as their primary function. Executively, they may develop material to support training within BOLC, CyCCC, and COPC.

That said, the government desires that the contractor focus on CEAC.

20 PWS 1.6.4 (Hours of Operation)Would the Government elaborate on the circumstances that would require staff to work mid/swing shifts? The contractors would only work mid/swing shifts due to a unforeseen shortage of classrooms. The chance of this happening is rare but could happen due to construction shortfalls.

21 PWS 1.6.4 (Hours of Operation) Would the Government clarify if staff will only support course requirements, or will they also be expected to perform actual targeting duties such as BTD, ITD, and/or ATD in support of mission requirements?

The instructors will instruct principles of BTD/ITD/ATD. They will never be in a position to physically perform these functions for the operational force.

PWS 1.4 (Scope) Would the Government confirm whether curriculum development and course revision will be ongoing tasks, and if so, at what anticipated frequency?

The course is due another revalidation for approximately two years. The course is however under continuous maintenance as described in question 15.

PWS 1.6.4 (Hours of Operation) Would the Government clarify the anticipated frequency of shift work (mid/swing shifts) and whether staff are subject to rotating shifts, or only select staff?

The contractors would only work mid/swing shifts due to a unforeseen shortage of classrooms. The chance of this happening is rare but could happen due to construction shortfalls.

24 PWS 1.6.5 (Place of Performance) Would the Government clarify whether staff are expected to be on-site full-time, or if alternate duty/remote work is permissible outside of emergency situations?

Contracted personnel are expected to conduct on-site operations congruent with a 40 hour work week. Working from an alternate location is not completely unauthorized, but should be explained to the COR/technical advisor for his/her guidance. Since the overwhelming preponderance of material is Top Secret, the average work week requires on-site efforts.

25 General/Pricing (Section 4 / Period of Performance) Would the Government confirm the anticipated period of performance start date and whether a phase-in period is expected?

No phase-in period is expected, and work is required immediately after the start date. However, the government will facilitate all necessary accounts, mandatory training, and access to classified spaces and materials as outlined in the PWS.

26 PWS 1.4 (Scope) If the course schedule is already established, would the Government share the schedule? If the course schedule is not established, what are the number of courses and the length of each course per contract year?

The government anticipates up to ten iterations of the two week CEAC annually. The current schedule has CEAC starting on 13 APR 26, 01 JUN 26, and 07 JUN 26.

27 PWS 1.4 (Scope) Would the Government share on average how many students attend each course? 15 to 20.

28 PWS 1.6.7 (Security Requirements)Would the Government confirm that staff require a TS/SCI clearance? TS/SCI is required.

Attachment 5 - Employee Total Compensation Plan lists the total Billable Rate (row 47) as a sum of Direct Labor, Fringe Benefits, and General & Administrative hourly rates, but does not include Overhead indirect pool. Would the Government be able to provide an excel that takes the Overhead indirect pool into account as part of the total billable rate?

Please refer to guidance on attachment 5. "The items listed as fringe benefits below should not be considered mandatory or all inclusive. They are only EXAMPLES of fringe benefits that might be included in your compensation package paid directly to the employees. Offerors may adjust this sample to accommodate their package needs. "

30 Attachment 5 - Employee Total Compensation Plan Would the Government like an individual sheet or a separate Attachment 5 for each Labor Category?

No, do not provide separate attachments. You may provide separate tabs within one document for each labor category.

Attachment 8 - Instructions to Offerors Would the Government confirm whether there is an ODC CLIN on this contract? If yes, would the Government confirm the Not-to-Exceed estimate? The SF 1449 only shows CLIN X001 and X002, which does not include an ODC CLIN or a Not-to- Exceed estimate.

There is no ODC CLIN.

32 Attachment 8 - Instructions to Offerors Would the Government confirm whether it would like separate Attachment 4s for each year or separate sheets on one Attachment 4 template?

No, do not provide separate attachments. Attachment 4 is set up to enter all required information on one document (Summary Tab/Pricing Fully Burden)

33 Attachment 8 - Instructions to Offerors Would the Government confirm if the TCPPE is a separate deliverable altogether or is it composed of the Attachment 5 - Employee Total Compensation Plan with an accompanying Price Narrative portion?

The TCPPE is composed of Attachment 5. You may reference Volume IV within ADDENDUM 52.212-1.

PWS 1.6.13 (Contractor Travel) Would the Government share if MTT training is anticipated to run concurrently with non-MTT events and what locations for CONUS and OCONUS MTT training sites, along with the number and total days required for MTT events to support travel cost estimating?

SEE question 5. A potential OCONUS location is Hawaii; CONUS location is Ft. Meade. The government has no desire to run two concurrent CEACs at any time.
