Data for Leader Competency Course Description:

This course is designed to provide participants with a comprehensive overview of the fundamental concepts, principles, and technologies that Army Leaders need to know for establishing data-driven processes to enable better data-driven decision-making for a more effective and efficient data-centric army of 2030. Learners will explore the fundamentals of various data-related topics including data literacy, data governance, databases, and cloud technology.

Lesson 1: Data literacy (4 Hours) TLO: Communicate the Basic Understanding and Importance of Data Literacy In this module, students are introduced to the basic concepts of data literacy. They will obtain a basic understanding of the value and importance of data and why users must take steps towards becoming data literate. They will discuss strategies for evaluating access to data along with how to understand organizational data literacy needs. Lasty, the students will learn about writing data-driven questions and how they are important to planning and goalsetting.

Learning Outcomes:

• Define the concept of data literacy.

• Identify the importance of being data literate.

• Communicate strategies for ensuring data access.

• Identify organizational data literacy needs.

• Write data-driven questions.

Lesson 2: Data Governance (4 Hours) TLO: Facilitate Basic Data Governance Students will obtain a basic understanding of data governance and how to approach data governance in the organization by identifying concepts, principles, and components. Students will discuss data governance processes, policies, roles, metrics, and standards. Students will also understand how to minimize risk to data and will discuss the benefits and employment of data governance.

Learning Outcomes:

• Identify the fundamental concepts, principles, and components of data governance.

• Define process, policies, roles, metric, and standards of data governance.

• Ensure minimization of risk to data while maximizing the use of data.

• Communicate the organizational benefit of data governance.

• Employ principles, standards, and practices that render data consistent and reliable.

Lesson 3: Database Fundamentals (3 Hours) TLO: Communicate Database Fundamentals Students will learn the difference between data and information. Students will discuss the definition of a database, types of databases, and using data to make decisions. Students will learn the importance of database design and the key components of a database system.

Learning Outcomes:

• Identify the difference between data and information.

• Identify data types.

• Identify flaws in file system data management.

• Define what a database is, the various types of databases, and why they are valuable assets for decision-making.

• Define the main components of the database system.

• Define the main functions of a database management system (DBMS).

• Communicate the importance of database design.

Lesson 4: Understanding the Power of Data (5 Hours) TLO: Manage the Power of Data In this section, students will learn about data analytics concepts. They will begin to link the importance of data literacy to the ability to work with and understand information derived from data analytics.

They will incorporate the insights that the 4 levels of data analytics provide into their decision-making processes.

Learning Outcomes:

• Define data analytics as it relates to driving decisions.

• Apply data literacy to decision-making.

• Define the 4 levels of data analytics.

• Apply the 4 levels of data analytics to decision-making.

Lesson 5: Cloud Fundamentals (3 Hours) TLO: Facilitate Cloud Operations This section will introduce students to the concept of conducting data-related tasks within a cloud architecture. Students will acquire basic lexicon and mindset necessary to effectively support subordinate efforts to create, maintain, and operate cloud operations that support a data-focused approach to decision making.

Learning Outcomes:

• Define the function and application of cloud principles and networking technologies for data operations.

• Interpret the requirements for effective design, implementation, and management of data-centric networks.

• Demonstrate strategies to address challenges encountered in data operations within a network.

Lesson 6: Zero Trust Fundamentals (4 Hours) TLO: Apply Zero Trust Fundamentals In this section, instruction will cover the core concepts, principles, and components of zero trust.

Students will gain the skills required to define, discuss, and explore ways to implement the principles to reduce systemic risk. Finally, they will understand the military application needs for zero-trust.

Learning Outcomes:

• Define the concepts, principles, and components of zero trust.

• Identify how to get started with zero trust and why it is needed.

• Communicate strategies to implement Zero Trust Architecture (ZTA).

• Communicate the military application needs for zero trust.

• Demonstrate use cases and deployment scenarios for ZTA.

Lesson 7: Telling a Story with Data (12 Hours) TLO: Implement Storytelling with Data Students will understand storytelling as a method of describing the data, where data is not simply put together. Students learn to present data by creating a compelling story that connects with the audience.

Students also annotate a structure used to build a story, by understanding why storytelling is important, different approached to storytelling, and how to apply a lasting impact for the data.

Learning Outcomes:

• Review data and analytics terms.

• Define the act of telling a story in the world of data.

• Identify different approaches to storytelling.

• Prepare data for storytelling.

• Operate PowerBI to support data-driven decisions.

• Apply principles of visualization design to transform raw data into a visual representation to effectively convey a story.

Lesson 8: Dashboard Pes (3 Hours) TLO: Complete Dashboard Practical Exercises

• Comprehensive exercise designed to reinforce all learning outcomes covered in the course.

• Consists of a Go/No-Go format.

• Must incorporate, at minimum, production of a comprehensive dashboard product using

PowerBI and an appropriate dataset.

Administration Time (2 Hours)

• Time set aside for schoolhouse / instructor tasks such as working out student login issues, in-processing, issuance of graduation certificates, etc.
