Question Government Response

1 What is the due date to submit questions for Solicitation Number: W91249-17-R-0001?

Please note, I still have the option to submit relevant solicitation questions.

Amendment 0001, issued on 8 June 2017, requires submission of questions by 2:00 PM EDT on 27 June 2017.

2 1. RFP, pg. 33 of 50, 52.222-17. In light of the Nondisplacement of Qualified Workers clause being incorporated in this contract, and given the Key Personnel requirements to provide resumes and offers of commitment, will the Government please provide a list of incumbent staff and contact information for the labor categories required (Information Assurance Engineer, Communications Integration Engineer, Network Planning Analyst Senior, and Communications Transmission Engineer), so that we can adequately satisfy these requirements? This will certainly help aid competition for this opportunity, too.

2. PWS, pg. 16, paragraph 1.16.3: Will the Government please confirm that the Key Personnel requirement is for 4 individuals, and not 4 individuals for each of the 4 labor categories (a total of 16 individuals)? If 4 individuals, will the Government please clarify whether these four individuals can be from any of the four listed categories or if there is a requirement to provide one resume/commitment for each of the four listed labor categories?

1. The Government will provide a certified list of the names of all service employees performing under this contract to the successor contractor immediately upon receipt of that list but not before contract award as specified in FAR 22.1204(b), FAR 52.222-17(e)(1) and FAR 52.222.41(n). 2.

Offerors are required to provide a total of four key personnel; one individual shall be designated for each of the labor categories identified in PWS Section 1.16.3.

4 The File Name requirement is “Company Name – Initial”. Does the government wish the File Name to be unique for each Volume Submitted, for example: “Company Name

– Volume I – Initial?”

The format should be Company Name - Volume # - Initial.

The use of the 541513 – Computer Facilities Management Services ($27.5M SB size standard) NAICS code for this procurement differs from the 541330-Engineering Services ($15M SB size standard) NAICS code used for the incumbent company’s current TCM N&S support contract. A 541690 - Other Scientific and Technical Consulting Services ($15M SB size standard) NAICS code was used for the recent TCM- Tactical Radios procurement. Based on our analysis of the TCM-N&S PWS it appears that the work is more closely aligned with the 541330 or 541690 NAICS codes than the 541513 NAICS code used for this procurement. To assist industry in better understanding and responding to the technical requirements request that the Government provide information describing the relevance of the 541513 NAICS code as it relates to the TCM N&S requirements?

The current NAICS code 541513 will be changed to 541330 - Engineering Services to be consistent with the NAICS code of the currrent contract. See Amendment 2 to the RFP.

6 “All questions regarding this RFP shall be submitted NLT 2:00 PM EDT, 27 June 2017.” How will responses be posted to FBO, e.g., rolling, weekly, as they are received, etc.?

Responses will be posted week of 26 June 2017.

7 SubFactor 1 – Technical Capability states, “The Offeror shall specifically address the actual methodology it will use to plan, organize, control and perform the major performance objectives in Section 5 of the PWS (i.e., Sections 5.1 through 5.13). The Offeror shall NOT address the Optional Tasks.” PWS Task 5.18 Contractor Manpower Reporting (Attachment I Performance Work Statement, page 42) is not listed as an Optional Task, neither is it listed as an area to address as part of SubFactor 1. What is the government’s intent for responding to Task Area 5.18?

PWS Section 5.18 is a general performance requirement. Offerors should acknowledge their intention to comply with all general performance requirements or, if appropriate, identify any exceptions / assumptions in their proposals.

Attachment Number 4, Performance Requirements Summary (PRS) is not included in the solicitation documents. Where can offerors find a copy of the PRS?

A PRS will be issued in an Amendment to the RFP.

In row 12, column A of sheet “Price Labor Breakdown – Phase-i” the labor category is identified as “Network Planning Analyst Senior” (PWS section 1.14.4). In all other workbook pricing worksheets, the labor category is identified as “Network Planning Analyst INT.” Is the abbreviation of “SR” in the spreadsheet for “Senior?” If so, what is the requested labor category for Network Planning Analyst, SR OR INT?

The labor category in Section 1.14.4 of the PWS is Network Planning Analyst Senior. Please make the change on all pages and note the correction on Attachment II - Pricing Worksheet.

12 Where can offerors find the estimated staffing hours for the optional tasks? There are no estimated labor hours for Optional Tasks. Before issuing a modification to acquire any optional service, the Government will notify the contractor, in writing, of the specific scope, nature and duration of the optional services required.

Regarding the requirement, “The Offeror shall provide three (3) recent and relevant samples of Past Performance with its Proposal” and The Past Performance evaluation will review the recent and relevant past performance, as defined in this RFP, of the Offeror and all subcontractors, teaming partners or joint venture partners proposed to perform at least 10% of the requirement based on the total proposed price.”

If the prime offeror has more than two subcontractors (e.g., a total of five) who are proposed to perform at least 10% of the requirement based on the total proposed price, how many references are required for submission?

The offeror shall submit past performance samples for itself and any subcontractor / teaming partner that will perform at least 10% of the requirement, but no less than three samples.

14 With regards to SubFactor 3 – Key Personnel: Are commitment letters required for current company employees whose resumes are submitted to fill Key Personnel positions?

Commitment letters are not required.

Per the proposal preparation instructions (ITO 3. A. 1)), will the government confirm that Volume II is the only Volume that requires the additional hard copy submission?

Yes, Volume II will be the only hard copy required.

16 Will there for a site visit for this opportunity? No.

Attachment III - Estimated Staffing Levels. May be base our pricing and number of CME on something less than the number of estimated hours by labor category?

The estimated staffing levels provided in Attachment III and other workload data in the PWS are the Government's best estimate of the contractor staffing necessary to perform this contract. It is the contractor's responsibility to propose and deploy contractor personnel with the correct labor types, skillsets, mix, and hours required to meet all PWS requirements.

In order to calculate an accurate basis estimate, will the Government provide more detailed workload data?

The estimated staffing levels provided in Attachment III and other workload data in the PWS are the Government's best estimate of the contractor staffing and effort necessary to perform this contract. It is the contractor's responsibility to propose and deploy contractor personnel with the correct labor types, skillsets, mix, and hours required to meet all PWS requirements.

21 RFP, pg. 38 of 50, Attachments. Regarding 1A Trip Report (0001), 1B Quarterly Status Report (0002), 1C Weekly Significant Actions Report (0003), 1D Historical Report, and 1E Monthly Status Report (0005), please advise if there are Government preferred templates for these documents.

The Government and Awardee will agree on specific templates prior to the first delieverable due date.

22 RFP, pg. 42 of 50, Proposal Preparation Instructions. Instructions indicate that the offeror's proposal shall consist of three volumes, but the table reflects lists Volumes I- IV. Please clarify.

See Instructions to Offerors - Proposal Preparation Instructions - 3.A. 1). There are four (4) Volumes.

Page 42 will be changed from three to four.

23 RFP, pg. 42 of 50, Proposal Preparation Instructions. Please clarify the constitutes as evidence of each Key Person's security clearance?

The resume shall identify the level of security clearance held; the status of that clearance (final;

interim) and the date granted. If necessary government may request SSN and CAGE to verify clearance in JPAS.

RFP, pg. 44 of 50, SubFactor 2 - Staffing and Management Plan. Will the customer look favorably upon us satisfying requirements through use of "reachback" employees not physically located at customer locations? In other words, must all billable resources be co-located with the customer?

Contractor personnel who perform in the labor categories listed in PWS Section 1.14, or in similar labor categories, shall be located at the places of performance in PWS Section 1.6 while supporting this contract. The use of reach-back for these contractor personnel is not permitted. The contractor may use other contractor personnel to provide “reach-back” support, but shall clearly identify the number, location and labor categories for that reach-back staff in its Staffing Plan.

26 In the instructions, it indicates on page 43, Vol. I, Tab B that the SF 1449 must contain an original signature in block 30a of the form. Our assumption is a hardcopy Volume-I may be required in order to provide government with a document with an ‘original’ signature.

Signature(s) may be scanned and the document may be submitted electronically.

27 For CONUS reasons, in section 3 (page 26), will the Government confirm that they will provide the same furnished resources, facilities (workspace), utilities, and equipment that they provided for Fort Gordon to Fort Benning and Fort Leavenworth?

Yes, the Government will provide the same level of resources and equipment at all locations.

28 For OCONUS reasons, in section 3 (page 26), will the Government confirm that they will provide the same furnished resources, facilities (workspace), utilities, and equipment that they provided for Fort Gordon to foreign locations (Germany, Japan, Republic of Korea)?

The Government will provide similar levels of support as listed in PWS Part 3, Government Furnished Property, Equipment, and Sevices, for travel to U.S. military facilities in Germany, Japan, and the Republic of Korea. The levels of support provided in operational or contingency areas will be determined through the theater business clearance or similar process when travel is required.

For OCONUS, TDY, will the Government allow the contractor per diem?

The contractor will be authorized reimbursement of travel expenses consistent with FAR 31.205-46, guidelines within the contract and any funding limitations as specified in PWS Section 1.17.2.

30 Are the workload data hours provided in Attachment III – Work Load Data, inclusive of the four (4) optional services described in PWS Section 1.4.1?

No; Work load data for optional services, if acquired, will be provided, in writing, as specified in PWS Section 1.4.1.

31 Does the Government expect pricing to include the Optional Tasks in PWS Section

1.4.1 be reflected in the option years of the Pricing worksheet?

No; offerors shall not price the optional services.

Pricing for optional services, if acquired, will be obtained as specified in PWS Section 1.4.1 and will be based on the rates specified in the Pricing Worksheet incorporated into the awarded contract.

The proposal states: “Formatting for other aspects of the proposal will be single spaced, use Arial, Times New Roman, Courier New or Calibri font with an 11 or 12 size font with normal spacing.” Will the government consider reducing the font requirement for tables to 9 or 10 pt. font, with graphics and “screenshots” to “legible?”

9 or 10 font for tables, graphics and screenshots is acceptable.

34 1.7.3 - Is there a specific time limit (i.e. within 5 day) to provide quality control documentation to the Government?

The contractor shall provide the quality control documentation at the times specified by the contracting officer or contracting officer's

35 1.8 - Will the government provide a copy of their QASP prior to award? The Governemnt will NOT provide the QASP. The Performance Requirements Summary (PRS) is an Attachment to the RFP and provides Quality Requirements.

36 1.9.2 - Will the contractor be expected to work during these additional days; and will the contractor have access to government facilities?

Contractor will NOT be expected to work on the additional Holidays governed by PWS 1.9.2.

37 CLINs 2001, 2002, 2003, 2004, and 2005 all have the POP end date as 14-MAR-2020.

Will the government provide clarification as to if correct POP end date should be 14-

MAY-2020?

Yes, the POP for Option Year 2 should end 14 May 2020, rather than 14 March 2020.

38 Could the gov't provide the current contract information (Contract #, Period of Performance, Contract Award Value)?

The current Contract # is W91247-16-C-0009. The contractor is Indigenous Technologies, LLC. The contract's period of performance was 3 June 2016 to 14 May 2017. Current value is estimated at $8M.

Would the government consider a one-week extension to allow for responses to the Answers to the Questions, in conjuction with the upcoming government holiday?

The Government will not extend the closing date.

40 Is the Progrsam Manager a key position? The Program Manager is NOT a key position.

41 Could the government clarify what the requirements for Technical Writer and

Telecommunications Engineer Senior?

The requirements for all positions are located in

PWS 1.14

Does the 6-month time applies to the key personnel? Please clarify?

Key Personnel are required upon arrival on site.

1.14.9 - When is the Program Manager required to have the PMP certification, i.e., at the time of response submission, at contract award, on contract start date, within six months after contract award, etc.?

All certifications stated in PWS will be required upon contract start date.

44 1.14 - The PWS states that it is the contractor’s responsibility to propose and deploy contractor personnel with the correct labor types, skillsets, mix and hours required to meet all PWS requirements. Which of the “skillsets” listed in section 1.14 are mandatory to have at the contract start date?

All skill sets will be required at contract start date.

1.6.4 - The PWS states that personnel must have a Top Secret Security Clearance with Sensitive Compartmented Information (SCI) eligibility. When do the individuals bid as a Key Personnel be required to have a TS SCI level clearance, i.e., at the time of response submission, at contract award, day one of the contract, six months after contract, etc.?

All key personnel shall have a TS SCI level clearance in place at the start of the phase-in period.

The key personnel are included in the number of contractor employees identified in PWS Section

1.11 who must have their TS SCI level clearances in place at the same time.

46 What, if any, are the other ongoing contracts that will remain in place within TCM N&S after award of this contract that meet or support the completion of requirements identified within the Performance Work Statement? What PWS requirements do those ongoing contracts support?

47 Perform Phase-In Period in accordance with PWS Section 1.5.1. Period of Performance - 15 Aug 2017 - 14 Sept 2017.FOB: Destination NET. The RFP states that this is a FFP procurement. As such, what is required from the contractor in terms of invoicing, i.e., contractors are only required to submit an invoice for the amount equal to the total FFP price for the relevant period of performance price divided by the months of the period of performance, i.e., 9 months, 12 months, etc., with no additional supporting data provided in the invoice.? If additional data is required, what data should be submitted with each invoice?

Invoices may be submitted monthly.

48 Attachment III - Estimated Staffing Levels - This attachment provides projected estimated of contactor staffing necessary to perform this contact. What is the requirement for offerors to staff and price to the Estimated Staffing Levels in Attachment III?
