The Mission and Installation Contracting Command (MICC) – Fort Campbell, KY is issuing this notice for the procurement of Architect and Engineering (A-E) Services in support of the Directorate of Public Works (DPW), Fort Campbell, KY.

This notice constitutes a special situation in accordance with FAR 5.205(d). Firms wishing to be considered for evaluation in response to this notice shall submit a SF 330, Architect-Engineer Qualifications, as detailed below section, Submission Requirements.

This procurement is being conducted in accordance with the Brooks Act, as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6. The North American Industry Classification System (NAICS) code for this action is 541330, Engineering Services, with a Size Standard of $15.0M, and/or 541310, Architectural Services, with a Size Standard of $7.5M. The service code is C1QA, Architect and Engineering- Construction: Restoration of Real Property (Public or Private). The requirement is being set-aside 100% for Small Business concerns in accordance with FAR 19.502-2. Interested firms must be registered in the System for Award Management (SAM), https://www.sam.gov. Registration must be complete prior to the end date of this notice.

CONTRACT INFORMATION: The Government intends to award no more than three (3) Indefinite Delivery, Indefinite Quantity (IDIQ) type contracts in accordance with 16.504(c). Any contract will have an Ordering Period not to exceed five (5) years in duration. The total maximum capacity of all contracts awarded as a result of this notice shall not exceed $12,000,000.00, aggregate. Individual requirements for work under these contracts will be subject to procedures outlined in FAR Subpart 16.505, Ordering, including the fair opportunity process for multiple-award contracts. Details such as location, scope of services required, cost range and limitations, type of contract, estimated starting and completion dates, and any significant evaluation factors will be provided on an individual project basis. All Task Orders (TOs) will be Firm Fixed Price (FFP) in type. In the event that only one award is made as a result of this notice, any issued TO will be contingent on satisfactory negotiation of individual FFP TOs with rates negotiated for each 12-month period of the contract.

NOTE: Any contracts issued as a result of this notice will be utilized by both Fort Campbell, KY and Fort Sill, OK. While the Performance Work Statement (PWS) which accompanies this notice is specific to Fort Campbell, individual projects issued by Fort Sill be of similar scope, size, and complexity. Specific regulations which may apply to Fort Sill will be incorporated on individual TOs.

PROJECT INFORMATION: A-E services, as defined in in 40 USC 1101 and FAR 2.101, to support Fort Campbell design of facilities and infrastructure for construction. The general scope of work includes:

· Architectural and Engineering Services for the preparation of designs, plans, specifications and cost estimates for various projects;

· Design and/or feasibility studies for new structures, roofing, various repairs, alterations and/or improvements to barracks, administrative facilities, warehouses, training buildings and other existing facilities;

· Building condition reports, including Installation Status Reports (ISR);

· Rehabilitation of historic buildings and structures;

· Project Management and Inspection Services for construction projects;

· Computer Aided Design and Drafting (CADD) services, including the scanning or digitization of existing construction drawings.

Work is further detailed in the PWS attached to this notice.

All A-E firms responding to this notice are advised of the restrictions in FAR 36.209 which prohibits a contract for a construction project being awarded to the firm that designed the project or that firm’s subsidiaries or affiliates. Additionally, FAR Part 9.5, Organizational and Consultant Conflicts of Interest, prohibits an A-E firm being subcontracted to provide services to a Construction vendor on a project where the A-E firm previously completed work.

SELECTION CRITERIA: The source selection factors for this procurement are listed below in descending order of importance. Factors 1 through 6 are primary. Factors 7 and 8 are secondary and will only be used as a tie-breaker among technically equal firms. Primary factors will be assigned a rating as follows:

Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Marginal
Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Unacceptable
Proposal does not meet requirements and contains one or more deficiencies. Proposal is not awardable.

Ratings are based on the risk to the Government that the Offeror will successfully perform that evaluated factor. An overall rating will also be applied to the proposal submission using the same rating scale. Proposals failing to respond or provide complete information for each factor as required by this notice will be determined non-responsive and will be removed from further consideration.

NOTE: For purposes of responses to this notice, a stand-alone contract or TO is considered one project. Listing differing activities performed under a stand-alone contract or task order will not be considered multiple projects. Conversely, combining activities performed under separate contracts or task orders to produce a single project will not be considered. Projects in which A-E Service is not complete will not be evaluated.

Factor 1. Professional Qualifications (SF330, Part I, Sections E and G)

Part A - Resumes of Key Personnel (Section E, Blocks 12 - 18): Firms must have, either in-house or through consultants or subcontractors, the disciplines listed below. To demonstrate qualifications, resumes for persons filling these disciplines are to be provided in Section E. Each resume shall not exceed three page in length. In Block 13, the role listed must use the exact same discipline nomenclature as listed below. If an individual will serve in more than one role, then all disciplines shall be clearly indicated in Block 13. The format of Section E is not to be altered. Additionally, all Key Personnel must be shown on the organizational chart in Section D.

The firm agrees to assign to the contract those persons whose resumes are submitted. If assigned personnel become unavailable for work under the contract for a continuous period exceeding 30 working days, or are expected to devote substantially less effort to the work than indicated in the proposal, the firm shall propose a substitution of such personnel. All proposed personnel substitutions shall be submitted, in writing, to the Contracting Officer at least 15 days prior to the proposed substitution. All proposed substitutes shall have qualifications equal to or higher than the qualifications of the individual being replaced.

(2) Project / Task Order Manager – Demonstrate experience using a Critical Path Method (CPM)

(3) Architect - Registered Architect, provide licensure/certification number and date

(4) Civil Engineer - Professional Engineer, provide licensure/certification number and date; Preferred registrations within Mobile District's Area of Responsibility

(5) Structural Engineer - Professional Engineer, provide licensure/certification number and date

(6) Mechanical Engineer - Professional Engineer, provide licensure/certification number and date

(7) Electrical Engineer - Professional Engineer, provide licensure/certification number and date

(8) Fire Protection Engineer - Professional Fire Protection Engineer, provide licensure/certification number and date; demonstrate two years design experience with sprinkler fire protection systems; demonstrate four years of design experience with current nationally recognized codes such as National Fire Protection Agency (NFPA), with special emphasis on NFPA 101 Life Safety

(9) Building Information Modeler

Secondary disciplines:

(1) Interior Designer - Registered Architect or Interior Designer with NCIDQ certification, provide licensure/certification number and date; demonstrate design experience with comprehensive interior design, including space planning, pre-wired workstations, and furniture specifications

(2) Landscape Architect

(3) Surveyor - Professional Engineer or Land Surveyor, provide licensure/certification number and date

(4) Hydrology and Hydraulics Analysis and Design

(5) Economic and Life Cycle Analysis

(6) Environmental Engineer, Certified Industrial Hygienist, or OSHA Certified Technician - Demonstrate specialized experience with Lead Based Paint (LBP) and Asbestos Containing Material (ACM) Survey and Remediation; provide licensure/certification number and date

(7) Cost Estimator - Certified AACE, ICEC, PCEA, or equivalent; provide licensure/certification number and date; Resumes are required for the firm's and/or consultant's cost engineering or estimating specialist(s) for the each of the following disciplines: architectural, structural, civil, mechanical, and electrical; A single resume may demonstrate experience in one or more disciplines, however, competence and experience for each assigned discipline must be clearly demonstrated

(8) Specification and Technical Writing

(10) Geotechnical Engineer - Professional Engineer or Geologist, provide licensure/certification number and date

(11) Energy Management

Part B - Relevant Projects (Section E, Block 19): All Key Personnel are required to have a minimum of five (5) years of project experience in their discipline demonstrated by projects with scope, magnitude, and complexity comparable to this notice. The definition of a project is as noted in ‘Selection Criteria' above. Relevant projects are those that reflect experience performing the respective discipline. Relevant Project information should be brief and highlight specific roles and tasks performed by the Key Personnel, Project Type, Scope, and Costs. No more than five projects should be listed for each resume, and each project listed must have been completed within five (5) years of publication of this announcement. (Note: The projects provided for this factor may also be used to address Factor 2).

The evaluation of Factor 1 will take into consideration the education and current registration, licensure or certification(s), as applicable, of each person named for each discipline and that person's longevity with the firm named in Block 15. It will also take into consideration the person's relevant project experience provided in Block 19. More weight will be given to experience with full-design type projects, on military installations, that are of scope, magnitude, and complexity similar to that described above in the paragraph titled Project Information. This factor may be assessed Strengths or Weaknesses, as appropriate. Only the Key Personnel disciplines requested in this notice will be evaluated.

Factor 2. Specialized Experience and Technical Competence (SF330, Part I, Sections F and G)

Demonstrate specialized experience and technical competence for the design of facilities and infrastructure for construction which meets the definition of A-E Services as defined in 40 U.S.C. 1101 and FAR 2.101. This factor considers specialized experience and technical competence to support construction activities similar to those described above in the paragraph titled Project Information.

Submit up to ten (10) projects that best illustrate the proposed team's qualifications for award of a contract. Please note that the projects provided for Factor 1 may also be used to address this factor. The definition of a project is noted in ‘Selection Criteria' above. For each project use only one page and note the contract or task order number, as applicable.

All projects must have been completed within five (5) years of publication of this announcement. At least five (5) of the projects presented must show that the respondent (the firm submitting the SF330 as the prime contractor), performed the majority (>50%) of the work on the project, either as a prime contractor or subcontractor,. If a proposed subcontractor also worked on the project, state the percentage of work it performed. Clearly identify the Project Type and the Firm's role on the project, for example, Full Design, Design Build RFP Developer, or Contractor's Designer of Record. In Block 24, "cost" is the total value of the project, not simply the value of the work performed by the Offeror and/or any proposed subcontractor. To demonstrate quality of past performance, for each project the Firm must provide a Contractor Performance Assessment Report System (CPARS). Quality of past performance information for key projects may be placed in Part II. The Government reserves the right to review any official performance evaluation system of records to inform its source selection decision. When completing Section G, in Block 26, along with the name of key personnel, include the firm with whom the person is or was associated at the time the project was performed.

Firms submitting as Joint Ventures (JV) must follow the same procedures as any other respondent with the following exception: If the JV cannot provide at least five (5) projects that demonstrate performance by the JV of 50% or more of a project, either as a prime contractor or subcontractor, the JV may provide projects performed by any partner of the offering JV that reflects performance of 50% or more of a project, either as a prime contractor or subcontractor.

Of the projects submitted as prescribed above, relevant projects are those that reflect the specialized experience and technical competence of the respondent and/or proposed subcontractor, as prime contractors or subcontractors, performing services similar to those described above in the paragraph titled Project Information. More weight will be given to project designs that are full-design type projects, on military installations, and that are of scope, magnitude, and complexity similar to that described above in the paragraph titled Project Information.

Factor 3. Quality Control Plan (SF330, Part I, Sections D and H)

Provide a design quality control management approach tailored to this procurement, specifically explaining how the firm will maintain the quality of the design and control the estimated cost of construction, as designed. The firm shall define the system that will be in place at the time of contract award to assure the design quality is maintained and provide a comprehensive description of how the quality control process will be executed, including names and designations of the primary professionals who will be responsible for independent quality review (apart from key personnel design team members). The narrative should describe the corporate approach, driving criteria or potential constraints, and examples of successful performance. The narrative shall specifically discuss knowledge of, and experience with, work management planning to include quality management, subcontractor management, prior experience of the prime firm and any significant consultant, version control management, proactive internal and external communication protocols, and independent submittal review processes in the context of providing services under multiple task orders. The Quality Control Plan shall also demonstrate how the respondent will complete the work while adhering to the guidance of FAR 52.219-14, Limitations on Subcontracting. In addition, Section D of SF 330 should include an organization chart. The SF 330 shall clearly indicate the primary office where the work will be performed, and the staff at this office.

Factor 4. Past Performance (SF330, Part I, Section H)

Provide evidence of recent projects performed by the prime and key subcontractors demonstrating experience. Relevant experience is experience with full-design type projects, on military installations, that are of scope, magnitude, and complexity similar to that described above in the paragraph titled Project Information. Recent experience is experience on projects that have been completed within five (5) years of publication of this announcement.

Demonstrate in narrative (or other format) a history of customer satisfaction with the respondent’s quality of work, cost control and scheduling. Past Performance history is not to be limited to information presented in Factor 2. The Government may use data provided in the Contractor Past Performance Reporting System (CPARS), Past Performance Information Retrieval System (PPIRS), or other similar project evaluation systems in conducting an assessment of Government confidence in the firm’s past performance. Customer excerpts or quotes from prior evaluations for the purposes of substantiating the narrative should not be provided. Indication of favorable performance ratings, awards, and repeat clientele in Section H of SF 330 is recommended.

Factor 5. Capacity to Accomplish the Work (SF330, Part I, Section H)

Demonstrate capacity, experience, and an effective organizational structure. The project team must demonstrate capability to accomplish up to an estimated three (3) task orders simultaneously in a 180-day period. The evaluation will include a review of project specific descriptions to determine the extent to which the A-E firm has proven their ability to work on multiple projects, large scale projects, complex projects, and provide an adequate number of personnel in key disciplines.

Factor 6. Knowledge of the Locality (SF330, Part I, Section H)

Demonstrate a familiarity with the Fort Campbell, KY, and Fort Sill OK locality. This includes items such as geological features, climatic conditions, and unique or unusual construction methods.

Factor 7. Volume of DOD Contract Awards (SF330, Part I, Section H)

Provide the volume of work awarded by DOD agencies during the previous 12 months. Volume of work shall be demonstrated in a table format and be categorized by contract/task order, project award and completion dates, and dollar amount. This factor is secondary and will only be evaluated as a tie-breaker among technically equal firms.

Factor 8. Geographic Proximity

The firm’s principal office in relation to distance (miles) from Fort Campbell, KY.

SUBMISSION REQUIREMENTS: Interested A-E firms with the capabilities to perform this work shall submit a Standard Form (SF) 330, Architect-Engineer Qualifications, Part I and Part II. All information must be submitted on the SF 330, and shall not include other formats referencing the SF330 in lieu of submitting the SF 330. A fully completed Part I and Part II sections of the SF 330 must be submitted. An incomplete SF 330 will not be considered for evaluation.

Submissions shall be in electronic format (Microsoft Word or searchable Adobe Acrobat Portable Document File) only. Email or CD/DVD attachments are acceptable. No paper submissions will be accepted, and any paper format submission offered in response to this notice will not be considered for evaluation. Email submissions should be sent to Mr. Brad Davis at bradford.a.davis.civ@mail.mil and Mr. Eric Boston at eric.c.boston.civ@mail.mil. CD/DVD submissions should be sent to Mr. Brad Davis at the address identified at the end of this notice.

All fonts shall be at least 12 point or smaller in Arial (not Arial Narrow) to include text, tables and figures. Pages shall be 8-1/2 inches by 11 inches. The Organization Chart required in Part I, Section D, and the Matrix required by Part I, Section G, may be presented on a sheet up to 11 inches by 17 inches. Submissions are to be organized as follows:

Part I of the SF330 shall not exceed 100 pages, front side only, excluding tabs, separators and blank sheets, and shall be organized as follows:

Tab A - SF330, Part I, Sections A, B, C and D.

Tab B - SF330, Part I, Section E.

Tab C - SF330, Part I, Section F, CPARS or PPQs.

Tab D - SF330, Part I, Section G.

Tab E - SF330, Part I, Sections H and I.

Part II of the SF330 shall have no limitation. A SF330, Part II submission, is required for each branch office of the firm and any subcontractor that will perform a key role under the contract. Part II shall be organized as follows:

Tab H - Specialized Experience and Technical Competence.

NOTE: This is NOT a Request for Proposal. Respondents are hereby notified that, if designated as one of the most highly qualified firms, the response time for the issued Request for Proposal (RFP) is anticipated to be 15 days from the date of RFP issue.
