1. Paragraph 4: Contract Information: Sentence is changed from: The total maximum capacity of all contracts awarded as a result of this notice shall not exceed $12,000,000.00, aggregate. To: The total maximum capacity of all contracts awarded as a result of this notice shall not exceed $15,000,000.00, aggregate.
2. Factor 1 a blank SF 330 is attached.
3. Factor 1: Resumes are required for primary disciplines. Resumes are not required for secondary disciplines, but the A&E firm shall be able to provide the secondary services listed and must explain the firm’s experience and capacity for this provision.
4. Factor 1: Primary disciplines paragraph (4) is changed to Civil Engineer - Professional Engineer, provide licensure/certification number and date; Preferred registrations within the Kentucky and Tennessee Area of Responsibility.
5. Factor 1: Primary disciplines paragraph (9) Building Information Modeler is removed.
6. Factor 2: Paragraph 3 Sentence changed From: To demonstrate quality of past performance, for each project the Firm must provide a Contractor Performance Assessment Report System (CPARS). To: To demonstrate quality of past performance for each project, the Firm must provide a Contractor Performance Assessment Report System (CPARS) and/or Company name for which services were conducted with point of contact information to include name, phone number and email address that the government may contact for a pass performance rating.
7. Factor 8. Geographic Proximity: Firms are not required to be within a certain amount of miles from Fort Campbell KY, however, they must be able to respond and physically be at Fort Campbell KY within 150 minutes.
The location requirement contained herein is set forth in accordance with the provisions of Public Law 92-582 Appendix “A” of the Brooks Act and FAR 36.602-1(a)(5).
Response Time: If a critical situation or problem arises, that is essential to the mission of DPW that the key members of the A/E involved with the project such as the DOR; design architect, and/or the design engineers including civil, structural, mechanical, and electrical, be available to meet on Fort Campbell within 150 minutes of being notified by DPW.
As an evaluation factor, “Factor 8. Geographic Proximity,” is being utilized as a secondary factor for selection criteria purposes. As noted in the synopsis, paragraph “Selection Criteria,” “Factors 7 and 8 are secondary and will only be used as a tie-breaker among technically equal firms.”
8. Question: Can this NAICS Code (541330) be added to the solicitation in addition to the Architectural Code?
8. Response: Please see paragraph 3, sentence 2 in the original synopsis it specifically states: “the North American Industry Classification System (NAICS) code for this action is 541330, Engineering Services, with a Size Standard of $15.0M, and/or 541310, Architectural Services, with a Size Standard of $7.5M.”
9. Question: On page 7 of 7, at the first full paragraph, we are told that Part II should have “Tab H - Specialized Experience and Technical Competence.” The SF 330 does not have a Tab H, plus, earlier in the solicitation, we are told that Specialized Experience and Technical Competence is under Factor 2, using Form F. Can you please clarify the Part II requirements?
9. Response: Tab H is revised to indicate usage for Additional Information (if applicable).
10. Question: On our SR 330 response for the above referenced solicitation. My question is in regard to the requirements for a Tab H – Specialized Experience and Technical Competence. Our team’s specialized experience and technical competence are typically presented in the Section F projects, Section G matrix, and within the Section H narrative that covers selection factors 1-8. Please advise what you are looking for specifically behind Tab H – Specialized Experience and Technical Competence.

11. Question: In response to the amendment posted to FedBizOpps, Item 6 states “Firms performing work on Fort Campbell shall have their principal office located within a 100 mile radius from Fort Campbell's main gate - Gate #4. Firms performing work on Fort Sill shall have their principal office located within a 100 mile radius from Fort Sill's main gate.”
Question: Does this mean you plan to award an IDIQ contract to a firm or firms to work specifically at Fort Campbell only, and then awarding an IDIQ contract to a firm or firms to work specifically at Fort Sill only? If so, should we indicate on the cover page that we intend to provide AE services to only one of the two locations?
11. Response: As previously stated in paragraph 7 of this amendment Firms are not required to be within a certain amount of miles from Fort Campbell KY however they must be able to respond and physically be at Fort Campbell KY within 150 minutes. MICC Fort Campbell plans to award three IDIQ contracts for work specifically at Fort Campbell and will allow Fort Sill OK to utilize the contract for work to be performed at Fort Sill OK. The Time response of 150 minutes only applies to Fort Campbell KY.
As an evaluation factor, “Factor 8. Geographic Proximity,” is being utilized as a secondary factor for selection criteria purposes. As noted in the synopsis, paragraph “Selection Criteria,” “Factors 7 and 8 are secondary and will only be used as a tie-breaker among technically equal firms.” As a secondary evaluation factor, Geographic Proximity will be in relation to Fort Campbell.
