SECTION C – DESCRIPTION AND SPECIFICATION

INDEFINITE DELIVERY INDEFINITE QUANTITY CONTRACT

ARCHITECTURAL & ENGINEERING PROFESSIONAL SERVICES,

FORT CAMPBELL, KENTUCKY

PROJECT NUMBER FE10503-3J

SCOPE OF WORK

PART 1 – GENERAL

1.1 GENERAL PROVISIONS

1.1.1 Scope of Work: The information and stipulations contained herein describe an Indefinite Delivery Indefinite Quantity Contract to furnish Architectural and Engineering Professional Services to the Fort Campbell Directorate of Public Works (DPW). All projects and work to be performed will be located primarily within the boundaries of Fort Campbell Army Installation. All design and engineering work will be performed at the A/E’s office with the exception of project site visits, meetings, inspection services, and testing which will be conducted on Fort Campbell.

1.2 DEFINITIONS

a. A/E – An Architectural/Engineering establishment or a joint venture between architectural and engineering establishments providing professional services. The term “architectural and engineering services” means:

1) Professional services of an architectural or engineering nature, as defined by Federal and State law, which are required to be performed or approved by a person licensed, registered, or certified to provide such services as described in this paragraph;

2) Professional services of an architectural or engineering nature performed by contract that are associated with research, planning, development, design, construction, alteration, or repair of real property.

3) Such other professional services of an architectural or engineering nature, or incidental services, which members of the architectural and engineering professions (and individuals in their employ) may logically or justifiably perform, including studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, plans and specifications, value engineering, construction phase services, soil engineering, drawing reviews, preparation of operating and maintenance manuals, and other related services.

b. CADD - Computer Aided Design & Drafting

c. A/E – for this agreement, refers to the Architectural/Engineering Group.

d. COR – Contracting Officer’s Representative: The individual designated by the Contracting Officer as the authorized representative of the Contracting Officer. The COR is responsible for monitoring performance and technical management of the construction effort required and should be contacted regarding questions or problems of a technical nature during the construction phase.

e. DoD - Department of Defense

f. DOR - Designer of Record: Licensed architect/engineer serving as the Point of Contact of the A/E who is in charge of providing design and/or services as described in this contract.

g. DPW – Directorate of Public Works

h. DPW-EDB – Directorate of Public Works Engineering Design Branch: staff architects, engineers, and technical personnel will serve as the Project Managers for projects and will be primary point of contact for design and construction related matters on Fort Campbell.

i. EPS – Environmental Protection Agency

j. Establishment – any individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the professions of architecture or engineering.

k. General Contractor – Authorized representative of the primary contraction company/construction management company under contract.

l. FAA – Federal Aviation Administration

m. FAR – Federal Acquisition Regulations

n. KO – Contracting Officer: The individual from MICC designated to administer the contract. Throughout the contract this individual will be responsible and possess the authority to act on behalf of the Government with respect to the specific contract and task order.

o. LEED – Leadership in Energy and Environmental Design: a green building certification system developed by the U.S. Green Building Council (USGBC).

p. MICC – Mission Installation Contracting Command: oversees all contracting related matters.

q. NPDES – National Pollution Discharge Elimination System.

r. Project: means all components of a Contracting Agency's planned undertaking that gives rise to the need for a Consultant's.

s. RFI – Request for Information

t. SOW – Scope of Work

u. SWPPP – Storm Water Pollution Protection Plan

v. TO – Task Order: an order for services placed against an established contract or with Government sources.

w. UFC – Unified Facilities Criteria: building design guides and specifications to be used for all Government/Department of Defense construction. The UFC takes precedence over all building codes and specifies codes to be referenced.

1.4 QUALIFICATIONS OF A/E

1.4.1. All interested A/E’s must complete and submit a Standard Form – 330. The form can be found and downloaded at http://www.gsa.gov/portal/forms/download/116486 The selection of A/E’s is based primarily upon professional qualifications in accordance with the Brooks A-E Act (40 U.S.C. 1101 - 1104) and Part 36 of the Federal Acquisition Regulation (FAR).

1.4.2 The A/E must include licensed professional architects and engineers with experience in the categories of service as listed further in this agreement and must have the capacity to provide architectural and engineering solutions for the categories of service as described herein. The A/E must also be familiar with all codes and regulations governing all related work on Fort Campbell and as noted above in Section 1.3. This includes regulations and required permits of the State of Kentucky, the State of Tennessee that apply to Fort Campbell, and the state of Oklahoma that apply to Fort Sill, along all Federal rules and regulations.

1.4.3 Location: The physical office(s) of the A/E must be located no farther than 100 miles from the Fort Campbell - Gate #4 which is on Highway 41 (Fort Campbell Blvd.) and approximately 0.25 mile north of the Kentucky/Tennessee State Line. The location requirement contained herein is set forth in accordance with the provisions of Public Law 92-582, Appendix A, of the Brooks Act and FAR 36.602-1(a)(5).

1.4.4. Response Time: If a critical situation or problem arises, that is essential to the mission of DPW that the key members of the A/E involved with the project such as the DOR; design architect, and/or the design engineers including civil, structural, mechanical, and electrical, be available to meet on Fort Campbell within 150 minutes of being notified by DPW.

1.5. TASK ORDERS.

1.5.1. A/E’s approved and selected to provide professional services under the Indefinite Delivery Contract will subsequently be providing respective architectural and/or engineering services for specific individual projects under the direction of a Task Order. A/E’s will be notified of a Request for Proposal which will reference a particular TO and the A/E’s will be offered the opportunity to submit a written proposal for the described work of the TO.

1.5.2. The A/E shall provide site investigation, engineering, technical, drafting and other services as outlined within this Scope of Work, and individually specified in task orders to be issued against this contract. Work requirements will vary amongst individual task orders. Types of requirements are outlined in the PART 2 – SERVICES section. Upon receipt of a specific description of work and request for quotation from the Government, the A/E shall develop an estimated price based on hired labor costs established in the base contract, option year one and option year two, which shall prevail throughout the life of this contract. Both parties shall then negotiate a mutually satisfactory final price, and pending the availability of funds, a task order may be issued.

PART 2 – SERVICES

2.1 SCOPE OF SERVICES

2.1.1. Architect Services and Engineering Design coordination for the preparation of designs, plans, specifications, and cost estimates for various projects. Required work is to occur primarily on Fort Campbell, KY. Some required work will take place at Fort Sill, OK. Individual requirements will vary in size, complexity, and quantity of work required, and will be described in specific detail on each issued Task Order.

Duties shall be performed by a firm who regularly engages in Architectural design and related services. The following list is an outline of the tasks for which the A/E may be required to provide:

· Designs and/or feasibility studies for new structures, roofing, various repairs, alterations and/or improvements to barracks, administrative facilities, warehouses, training buildings and other existing facilities;

· Building condition reports, including Installation Status Reports (ISR);

· Rehabilitation of historic buildings and structures;

· Project Management and Inspection Services for construction projects;

· Computer Aided Design and Drafting (CADD) services, including the scanning or digitization of existing construction drawings.

2.2 REQUIRED DISCIPLINES: Anticipated disciplines required for performance of the primary objectives of this contract are as follows:

2.2.1. Architecture: design and construction documents for new buildings and/or structures; additions to, and/or renovations of existing facilities; repairs of existing facilities, and design of miscellaneous item, to include:

a. Original New Design

b. Facility Additions and Alterations

c. Facility Renovation (major and minor)

d. Facility Repairs

e. Interior design

f. Design of miscellaneous items

2.2.2 Civil Engineering: design and construction documents in support of new buildings and structures; additions to, and/or renovations of existing facilities; repairs and remediation of existing related items. Civil engineering work, to include:

a. Railroads, Roadways, and Pavement (to include Airfields).

b. Soils and Foundations.

c. Utility Systems.

d. Site Drainage and Storm Water Management.

e. Soil Erosion and Sediment Control.

f. Sink Hole Stabilization

g. Storm Water Pollution Prevention Plan per Environmental Protection Agency requirements

2.2.3. Structural Engineering: design and construction documents of new buildings and structures; additions to, and/or renovations of existing facilities; repairs and remediation of existing facilities. Structural engineering work, to include:

a. Bridges

b. Towers

c. Training Structures

d. Dams

2.2.4. Mechanical Engineering: HVAC and Plumbing design and construction documents for new buildings and/or structures; additions to, and/or renovations of existing facilities; and repairs of existing facilities, to include:

a. Energy Analysis

b. Alternative Energy Efficient HVAC Systems

c. Commissioning Services

d. Fire Protection Systems

2.2.5. Electrical Engineering: design and construction documents for new buildings and/or structures; additions to, and/or renovations of existing facilities; and repairs of existing facilities, to include:

a. Energy Management Systems (EMCS)

b. Power Distribution Systems

c. Alarm Systems

d. Communication Systems

e. Lighting

f. Lightning Protection Systems

2.2.6. Fire Protection Engineering and Life Analysis: design and construction documents in support of for new buildings and/or structures; additions to, and/or renovations of existing facilities; and repairs of existing facilities.

2.2.7. Building Information Modeling: (BIM) If specifically requested, provide construction drawings in a BIM format such as Bentley BIM.

2.3. SECONDARY/ADDITIONAL SERVICES TO BE RENDERED: In additions to the primary or conventional phases of work previously listed, the A/E must have the capacity and the expertise, to provide the following when requested:

2.3.1. Interior Design: Compilation of a furniture list for a facility showing general types of furniture and accessories with sizes, but selection of specific manufacturers, model numbers, or colors will be required (more thorough and involved than the basic interior design previously stated).

2.3.2. Landscape Architecture

2.3.3. Land Surveying and Utility Verification

2.3.4. Hydrology and Hydraulics Analysis and Design

2.3.5. Economic and Life Cycle Analysis

2.3.6. Environmental, Toxic, and Hazardous Waste:

a. Asbestos testing and abatement

b. Polychlorinated Biphenyls (PCB) testing and abatement

c. Lead Paint testing and abatement

d. Soil, Water, and Material testing

e. Storm Water Pollution Prevention Plan (SWPPP)

2.3.7. Construction Cost Estimating: using RS Means or similar programs compatible with Microsoft Excel.

2.3.8. Specification and Technical Writing

2.3.9. Construction Quality Assurance

2.3.10. Geotechnical Services:

a. Shear Wave Velocity Profiles

b. Ground Penetrating Radar Testing

2.3.11. Energy Management

a. Energy Management Control System Design

b. COMcheck reports for energy compliance assessment with IECC and ASHREA 90.1

2.3.12. Architectural Color Renderings and/or Physical Models

2.3.13. LEED: building design, analysis, recommendations, registration, and certification.

2.3.14. Drawings of Existing Structures: The A/E may be tasked with field measuring and producing drawings of existing structures which may include site plans, floor plans, elevations, building sections, and site sections.

2.3.15. Drafting/Computer Aided Design and Drafting (CADD)

2.3.16. Provide scanned digital PDF copies of existing construction document.

2.3.17. Provide scanned digital DGN or DWG copies of existing construction drawings.

2.4 TASK ORDERS (TO):

The A/E shall provide site/project investigation, engineering, technical, drafting, and other services as outlined within this Scope of Work, and individually specified in task orders to be issued against this contract. Work requirements will vary amongst individual task orders. Types of requirements are outlined in Part 3 of this scope of work. Upon receipt of a specific description of work and request for quotation from the Government, the A/E shall develop an estimated price based on hired labor costs established in the base contract, option year one and option year two, which shall prevail throughout the life of this contract. Both parties shall then negotiate a mutually satisfactory final price, and a task order will be issued.

PART 3 - DESCRIPTIONS OF SERVICES

3.1 PRE-DESIGN PHASE SERVICES

3.1.1 Miscellaneous Technical Services

A. Obtain necessary permits, licenses and approvals from all local, state; and Federal authorities as are necessary for the performance of the A/E's services, and if negotiated, for execution of the associated construction. Should it become necessary in the performance of the work and services for the A/E to secure the right of ingress and egress to perform any of the work on properties not owned or controlled by the Government, the A/E shall secure the consent of the owner, his representative or agent, prior to effecting entry on such property. All permitting or licensing fees shall be borne or reimbursed by the Government, as specified in each Task Order (TO).

B. Utilize the Army Corps of Engineer's "Engineer Instruction Manual" (EIM) along with all applicable design standards, drawings, and specifications as necessary to meet the requirements for the proposed project.

C. Measurements and dimensions for studies, reports, specifications, drawings, cost estimates, design analysis, and calculations shall be in English standard units unless otherwise specified in the TO. Where the industry has committed to a "hard" metric product, the A/E must specify and use such in their designs. Where the industry is yet undecided, inch-pound products should be used with a "soft" conversion when design efficiency or architectural treatments are not compromised.

D. Under the Federal Information Processing (FIP) resources requirements, the A/E may be required to provide documentation such as estimates to support approvals for obtaining procurement authority for FIP resources. See the latest edition of the EIM for additional information. Any FIP sources developed for the government during the design process shall become property of the Government.

E. Cost Estimates: Estimates of construction cost will normally be required and prepared for projects, as applicable. Costs shall be prepared for all components or features of the project and for the project as a whole. Estimates shall be prepared using the latest version of the U.S. Army Corps of Engineers MicroComputer Aided Cost Engineering System (MCACES), R .S. Means, or approved equal cost estimating program. Instructions, software, and electronic unit price books will be obtained by the A/E firm at their own expense prior to commencement of work. The A/E firm shall also be required to utilize the most recent Army guidance for work classification in order to provide a breakdown between new work (Type “L”) maintenance and repair work (Type “K”), and Communication wiring, wiring install, and wiring termination. They shall be based upon current material, labor and equipment costs, and shall be of sufficient details as will permit analysis of the adequacy of the estimates. Estimates shall not contain lump sums that cannot be broken down. Conceptual estimates shall be in sufficient detail to show major components as shown on the (Military Construction Program Form), DD Form 1390, (Military Construction Project Data Form for Congressional Approval), DD Form1391. Cost estimates should be submitted under a separate cover, not bound with the plans or specifications and marked "FOR OFFICIAL USE ONLY". The contractor shall also provide a hard copy of the final cost estimate along with one (1) electronic copy on CD or DVD of Construction Estimate in Microsoft Excel, and any related schedules in Microsoft Excel.

F. Studies and Reports: Accomplishment of general studies, reports, programming documents, or analysis may be required as part of or as a work order itself. All studies and reports shall be conducted in adherence to the following general guidelines.

1. Field Investigations, laboratory testing, and surveys shall be required to accomplish specific studies and shall be performed in accordance with required scope of work.

2. Due Diligence reports which will list findings of deficiencies, repairs, problems, and obstructions to be addressed in the design and engineering process and shown in the drawings and specifications of both existing and new projects.

3. Drawings, renderings, physical models, photographs and sketches shall be prepared as required to present the details and results of the study.

4. Estimates shall be prepared as required. Level of detail required for studies and reports will be specified in the Individual Task Orders.

5. Reports shall present the following:

a. Discussion of the study and investigation.

b. Description of all plans and schemes considered for obtaining the desired end result of the study.

c. All charts, graphics, drawings and sketches required to present and illustrate the details and results of the study.

d. Provide sufficient background information and computations to compare alternatives.

e. Required estimates of construction costs, including comparative costs for indicated alternate plans and schemes.

f. Results, conclusions and recommendations.

3.1.2. Field Investigations: The A/E shall provide all necessary investigations of the site to ensure that the design (or other specified service) reflects existing conditions and program/project requirements, except when the Government directs the use of as-built plans in lieu of site investigation. Investigations may include, but are not limited to the following:

A. Existing Drawing Research and Field Verification. Verify all existing site conditions through the use of all available existing drawings and site visits as necessary. All site visits should be documented with reports and photographs submitted to the Contracting Officer. The provision of existing or "as-built" drawings by the government does not reduce the A/E's responsibility of verifying existing conditions, unless so stated in the TO. The A/E may be required to produce drawings of existing buildings, structures, roadways, etc., if none are available or if the existing construction varies substantially from the existing drawings and specifications. The A/E is responsible for formally notifying the Contracting Officer of the need for additional site investigations necessary to complete the work because of problems with the Government furnished information.

B. Topographic surveys shall include the determination of location of all roads, utilities structures, pipeline inverts, trees, etc. which may affect the project. Whether field or aerial surveys are utilized is left to the discretion of the A/E. A sufficient quantity of horizontal and vertical control shall be established to provide a detailed topographic survey with contour lines for the area to be surveyed. The surveys must use the Tennessee State Plane Coordinate System. The datum used will be the North American Datum of 1983 (NAD83). The mapping units will be US feet. Vertical upland topographic surveys will use the North American Vertical Datumof 1988 (NAVD88). (Spot elevations affecting design of facilities shall be provided such as ground elevations, elevations of existing utilities, and on visible surface features within the area to be surveyed. All surface and subsurface features within the area to be surveyed shall be shown and identified on the topographic maps. These features shall be located by sufficient distance ties and labeled on the topographic sheets to permit accurate scaling and identification. The A/E is required to contact the local utility companies to assist in locating underground lines prior to the start of any invasive work. All manholes shall be opened and pipe sizes and invert elevations shall be shown.

C Utility Surveys may include electromagnetic scanning, ground penetrating radar, vacuum excavation, or other means for utility location, clearance and demolition. Specific methods to be utilized will be specified in the individual task orders.

D. Environmental, Toxic and Hazardous Material Testing will normally include asbestos, lead, and PCB sampling as required. Survey results and report will normally be required.

E. Geotechnical Investigation: All subsurface investigation work will be conducted in accordance with industry standards. Drilling and sampling shall be by the Standard Penetration Test methods as described in ASTM D 1586-84 and all sampling will be continuous unless intermittent sampling is specifically justified in the scope of work. All samples shall be visually classified in accordance with ASTM D 2488-90, by a qualified and experienced geologist or geo-technical engineer. Samples shall be placed in glass jars and protected from the elements. A complete boring log will be kept for each boring. The boring logs shall be included in the final design analysis report. All samples will become the property of the government upon completion of the project. Any geophysical methods employed in the subsurface investigation shall be described in the scope of work with their intended results and will also be conducted using available ASTM standards. Similarly, all lab testing required will be conducted by a qualified soils laboratory. The testing shall be carried out in accordance with ASTM standards where available.

3.1.3. Basis-of-Design (Preliminary Design Analysis): The A/E shall prepare and submit, for all designs, a basis-of-design. This shall show typical analyses for basic parts of the project, including structural, mechanical and electrical features and each utility, and stating all loadings, calculations and computations, criteria, factors, assumptions and codes on which the design is to be based. Where applicable, the basis-of-design shall include the planned utilization, relocation or removal of existing facilities and if necessary, list all Government furnished items to be installed by the A/E. The design/s shall be in full accordance with the codes and regulations listed under PART 1 – GENERAL PROVISIONS, 1.3 REFERENCES, and as partially reiterated under PART 5 – TECHNICAL SERVICES, 5.2.2.

3.2 DESIGN PHASE

3.2.1. Design, Design Phases and Submittals: Development of architectural/engineering designs and investigations evolve through progressive stages or phases. Proper development follows a methodical and cyclic approach of investigations, presentation of findings, and decision-making. Each cycle or phase proceeds after decisions and directions are established and approved in the previous phase. The level of detail increases with each succeeding phase.

Even though proper development intrinsically dictates progression through the process of each phase, formal submittals are not necessarily required at each phase. Moreover, the type, scope and complexity of the project will often dictate the required number of formal submittals. The submittal scope and requirements are defined in each task order scope of work. Presented below are the typically required design submittals under this contract. Additional submittal requirements or relief from design submittal requirements will be specified in the scope of work for each individual task order.

The following represents a standard approach for submittal review periods:

A.Site Investigation/Concept Design: This shall take place at Ft. Campbell, KY, and shall include representative(s) from the A-E, DPW, the using agency and other interested parties. This review is designed to further define the project scope, to provide the opportunity to obtain record drawings and other pertinent data, and to allow a project site visit. Provide a Due-Diligence Report. Some requirements will take place at Fort Sill OK.
B.30% Design Review. This review shall represent 30% of the total design effort. The submissions for this review shall primarily consist of:
1.Project concept, preliminary drawings incorporating all requirements, spaces, etc. for the project for approval of DPW and the using agency,
2.Field investigation narrative reports indicating analysis of existing conditions,
3.Identification of permit requirements and proposed scheme of work.
4.A project analysis assuring compliance with Government criteria.
5.A tentative Table of Contents showing proposed specification sections to be used. Also for this review, the A-E shall furnish a budget construction cost estimate for the project based on the information received at the conceptual review; this estimate is for the purpose of ensuring that the projected construction costs are within the budget established for the project.
C.60% Design Review. This review shall represent 60% of the total design effort. The design effort shall indicate all engineered systems, equipment, and finishes to be developed toward the final design. The submittal shall include:
1.Permit application, if applicable
2.Comprehensive Interior Design (CID), if applicable
3.Scaled architectural/engineering drawings to include a minimum:
4.Edited draft specifications
5.Preliminary Construction Cost Estimate
6.Any design computations/analysis, if applicable
7.Preliminary Construction schedule/estimated construction period of performance
8.One copy of reproducible 30% design comments with responses
D.95% Design Review. This review shall represent 95% of the total design effort and shall consist of the following in accordance with the Corps of Engineer’s Engineering Instruction Manual:
1.Complete Permit Documents, if applicable
2.Complete Comprehensive Interior Design (CID), if applicable
3.Complete Detailed Drawings and Specifications
4.Complete Submittal List
5.Complete Detailed Construction Cost Estimate
6.Complete Design Computations/Analysis, if applicable
7.Complete Estimated Construction Schedule/Contract Period of Performance.
8.One copy of reproducible 60% design comments with responses

At this review, the A-E shall perform an inspection of the project site/building to verify existing conditions, and accuracy and quality of drawings and specifications. All materials submitted should be complete, in final format and accurate in the best judgment of the A/E except for minor typographical errors and penciled-in corrections. This is prior to the A/E firm attending a mandatory review board. At this time, the A/E shall be required to be present at the 90% pre-final design submission for review and comments by the Directorate of Contracting to ascertain the contractual capacity of the contract documents.

E. 100% Submission: This submittal represents 100% completion of all documents. This submission will serve as the Construction Documents. Projects requiring permits or approval of plans and specifications by a regulating agency may be subject to revisions and require re-submission. The A/E will incorporate the 95% design review comments into the 100% submission (Final Design). This shall consist of completed permits, drawings, specifications, submittal register, cost estimate, design analysis and construction schedule with a reproducible copy of the 95% design comments. This shall be provided to the Contracting Officer with their responses. If the Fort Campbell Contracting Officer and DPW-EDB makes the determination that all necessary comments were not incorporated into the final submittal, the A/E Firm shall, at no additional cost to the government, make immediate corrections to the contract documents. As part of the 100% submission, the A/E will provide the final design/construction documents as listed in PART 3 –CONSTRUCTION DOCUMENTATION, 3.3.

F. Final “AS-BUILT” Drawings: Provide final drawings of the finished project with all construction changes and modifications shown. The General Contractor will provide red line marked up drawings as needed for production of the final “as-built” drawings.

3.2.2. Preliminary Drawings: All drawings will be submitted in MicroStation V8 format (or a compatible format) on 36" x 24" sheets as scale line drawings in sufficient detail to show adequacy of design, the utilization of the item involved, and conformance of design with the intent of the project set forth in the instructions. Copies of the preliminary drawings shall be submitted as black or blue line prints. Number of copies will be specified in each task order.

A Site Plans: Prepare and submit site plans showing the location of each proposed building and facility, critical grades contours, drainage and relation of building and facilities to existing buildings, facilities, street systems, above and underground utilities, entrances and finished grades. Existing grades shall be indicated. Cultural features shall be indicated. At locations where survey control (coordinate system or base lines) has been established, buildings and facilities shall be tied-in to such control. Logs of subsurface explorations shall be shown.

B.Drawings of Building, Structures, and Engineering Systems: Drawings for this work shall be dimensioned showing floor plans, sections, elevations and locations of principal items of installed equipment in accordance with the following.
1.All required controlling dimensions shall be clearly indicated on the drawings.
2.Floor plans with dimensions and functional arrangement of all areas; including corridors, exits, stairs, and utility spaces properly related to exterior access, roads, parking and service areas, etc. Individual treatment shall be given to items involving special or complex design and/or deviations from accepted standards. Gross floor areas shall be shown for each floor and for the entire building. Floor and roof framing loads shall be indicated. Built-in, installed specialized portable equipment shall be indicated to scale. Pertinent information regarding fire prevention safety requirements, design live loads and wind loads shall be shown.
3.Elevations shall include floor heights, fenestration, and adaptation to finished grades at the site.
4.Sections of structures, including framing, partitions, suspended ceilings and ducts, floor class, equipment, etc., shall be shown on the drawings.
5.Typical wall sections shall be shown at a scale of no less than 3/4 inches = 1 foot. Sections shall include material and thickness, methods of attachment, and type of windows, with relations thereof, to supporting structural columns or walls.

6. All A/E-furnished equipment, Government furnished equipment to be installed by the A/E, and equipment furnished and installed by the Government shall be listed separately.

7. For heating, air conditioning, mechanical ventilation and plumbing, and special mechanical features such as elevators, hoists, kitchen equipment, fire suppression system, energy monitoring and control system (EMCS), etc., indicate the location, capacity and space requirements of all major items of mechanical equipment. Single line diagrams of ducts, pipes and equipment and their approximate location shall also be shown. Indication shall be made as to whether piping and ductwork is exposed or concealed. Functional areas where pipes are exposed shall be delineated. Approximate operating range or capacity for heating, ventilation, air conditioning and refrigeration equipment shall be clearly stated. The A/E is required to provide calculations and explanations, etc. for insulation and other energy related design considerations.

8. For electrical systems, indicate typical lighting arrangements, types of fixtures proposed general light intensities, special electrical requirements of the using service (facility owner/occupant), including communication and electronic facilities where applicable, light and power service entrance, fire detection/alarm systems and distribution arrangement. Conduits, including those to be wired by others shall be shown together with indication as to whether conduits are exposed. Functional areas having exposed conduits shall be delineated. Riser diagrams, showing service equipment, feeders, and panels, other than branch circuits shall be shown. Cable sizes, current demand factors, and the switch and panel board description are not required. Location, capacity and space requirements of all major items of equipment shall be shown including interior sub-stations service equipment and panels. Power, communication and electronic features will be indicated in sufficient detail to identify requirements clearly and to indicate the means of satisfying the requirements.

C. Utilities, Site Improvements and Similar Construction. Drawings for this work shall be prepared, separately if necessary, showing the following:

1.All required controlling dimensions shall be clearly indicated.
2.All existing utility lines, manholes and any conflicts between existing and new work shall be shown.
3.Layouts sufficiently detailed to show the system and design proposed. Details shall include necessary plans, elevations and sections of special features. Tentative capacities of sizes of major features and itemsof equipment shall be indicated. Type of materials shall be indicated.
4.Grading and typical sections of all project areas.
5.Profiles of pipelines.
6.Drainage features.

D. Roads, Walks, Open Storage, Parking Areas and Similar Construction. Designs shall show the layouts of all facilities and appurtenances and the location of all facilities served. Drawings for this work shall be prepared, separately if necessary, showing the following:

1. All buildings and other structures, including drainage, with required controlling grades and dimensions clearly indicated.

2. Layout, profiles, existing and finished contours of all typical streets, intersections, parking and storage areas, culverts, and major drainage structures. Results of all soil investigations.

3. Transverse cross sections of roads, walks, open storage areas and parking, depicting the depth and type of sub-base, base and pavement courses. Necessary plans, elevations and sections of all special features.

E.Airfield and Heliport Paving and Drainage: Designs for this type of construction shall be prepared in accordance with the requirements set forth above for site plans and utilities with the following data incorporated into the drawings:
1.Existing pavement and location of proposed work.
2.Grading and drainage: Profiles of finished grades. Details of drainage structures.
3.Results of foundation investigation, including soil profiles.
4.Clear and Approach Zones: Lateral clearances from all paved areas to fixed and movable objects.
5.Details: Juncture details and types of joints. Details of thickness and type of pavements. Layout and details of tie-down anchors.
6.Marking indicating traffic and non-traffic areas of airfield pavements.

G. Railroads: Designs for this type of construction shall be prepared in accordance with the requirements set forth for site plans and utilities. The design shall consist of the following:

1.Site Plans showing layout and profiles of railroad including drainage system and structures.
2.Detail plans showing typical cross sections, including weight of rails, size of ties, type and depth of ballast, and dimensions of turn-outs, where applicable.

H. High-Temperature-Hot-Water Heating Systems and Air Conditioning Systems of 75 Tons or More.

Design for this type of construction shall be prepared in accordance with the requirements set forth above for site plans, buildings and structures, and utilities subject to the following:

1.Site plans showing locations of all distribution lines, conflicting utilities and manholes.
2.Individual treatment shall be given to items of complex design.
3.Elevations and sections shall show equipment clearances and heights, piping arrangements, support details, etc., necessary for proper installation.

4. Detailed drawings shall be prepared showing proper capacities of all major items of equipment and necessary accessories, water flows, temperatures and pressures, flow and control diagrams, fuel-handling and storage equipment, distribution-line and expansion-loop details, manhole details, water-treatment and storage facilities, etc. The drawings will be of such detail that few, if any, changes will be required for acceptance as completed working drawings.

I. Bulk POL and Hydrant Refueling Systems: Design for this type of construction shall be prepared in accordance with the requirements set forth above for site plans, buildings and structures, and utilities subject to the following:

1. Mechanical Drawings shall show complete layout plan, details of pumphouse, pumps, control room and bulk tanks, unloading header and manifolds, lateral control pit, etc. Drawings shall also show relative elevations of loading and unloading pump discharge and profiles of transfer lines and laterals.

2. Electrical drawings shall show complete layout plan, details of pumphouse, pits, wiring and control diagrams, and sizes of cables, transformers and circuit breakers.

3.2.3 Coordination with Outline Specifications. Preliminary drawings shall be coordinated with the specifications to clearly indicate type and sizes of materials, utilities, etc. and to specifically list separately all A/E-furnished and Government-furnished equipment to be installed by the A/E.

A.Outline Specifications: The A/E shall prepare outline specifications for each project consisting of a complete listing of applicable specification sections covering all materials and equipment to be incorporated in the design. The outline specifications shall be coordinated with the preliminary design drawings and shall identify the Unified Facility Guide Specifications (UFGS) available at www.wbdg.org. If guide specifications do not exist for a certain listing, then "Job-Written Specification" shall be indicated after that listing in the outline. Section numbering shall follow the numbering of the UFGS guide specifications upon which they are based, or if no guide specification exists for a certain section, the section shall be numbered in conformance with the 16 division Construction Specifications Institute (CSI) Master format system. The A/E firm is also reminded that editing of the technical specification sections for each design is mandated prior to preparation of the design package. The outline specifications shall present the following:
1.A description of each of the facilities involved.
2.Approximate capacities of the major mechanical items, with a brief description of their function and operation of the system.
3.All data required for preliminary engineering and architectural analysis of the project not shown on the preliminary drawings.
4.List of any A/E options to be incorporated into the design.
3.2.12.Final Design:
This package shall reflect project criteria and the approved design. The final version of the design package furnished by the A/E shall accurately and adequately address all Government review comments. The Government will require the A/E to make further revisions to the final text if, in theopinion of the Government, the review comments have not been satisfactorily addressed and/or significant typographical errors are discovered. The A/E shall prepare the final design of the projectcomplete with all component parts and appurtenances. The final construction cost estimate shall bewithin the approved budget estimate or within the target construction cost as specified in the TO.

The final design package shall consist of the:

A.Construction Drawings - signed and sealed by the respective architects and engineers.
B.Construction Specifications - with cover or title sheet signed and sealed by the respective architect engineers (to include bid schedule and submittal register).
C.Current Cost Estimate.
D.Final Design Analysis
E.Engineering calculations – signed and sealed by the engineer/s.
F.Construction Schedule.
G.All Government Review Comments.
H.Draft DD Form 1354, Transfer and Acceptance of Military Real Property and checklist
I.Federal Information Processing Analysis.

3.3 CONSTRUCTION DOCUMENTATION

3.3.1. Contract Drawings: The A/E shall prepare complete detailed drawings for use in the construction contract. Drawings shall be prepared in accordance with A/E/C CADD STANDARD RELEASE 4.0 (ref. http://cadbim.usace.army.mil). Final drawings shall be based on approved designs and layouts, and shall be prepared using MicroStation V8 or a compatible CADD program. Layering shall be in accordance with this standard. The final submission shall include the following:

A.Two (2) hard copies (24”x36”) of the construction drawings.
B.Two (2) hard copies of the written specifications and related schedules.
C.One (1) hard copy of the construction estimate.
D.One (1) electronic copy on CD or DVD of all CADD files in MicroStation V* or a compatible version, all written specifications in Microsoft Word, Construction Estimate in Microsoft Excel, and any related schedules in Microsoft Excel.
E.Five (5) electronic copies in PDF format of the construction drawings on 24”x36” sheets and specifications. Each construction A/E participating in the bid process will be issued one (1) CD/DVD for their use in printing hard copies of the construction documents as needed The government will not provide printing services nor hard copies of the construction documents.

All drawings will be to scale with graphic scales included on the drawings. The coordinates or ties to base lines of at least two adjacent corners of each building structure and of principal points on utility lines, roads, railroads, pavements and similar construction features shall be shown on the drawings. The drawings shall be prepared for the entire project designed under this contract and shall be usable for the solicitation of bids and award of construction contracts in conjunction with the contract specifications. All final drawings and specification cover sheets shall be signed and sealed by the respective licensed professional architect and/or engineers.

3.3.2. Contract Specifications: The A/E shall prepare the technical specifications in accordance with ER 1110-345-720 entitled: "CONSTRUCTION SPECIFICATIONS". The A/E shall prepare the specifications using Microsoft Word and SpecsIntact (if needed). SpecsIntact is an automated specification processing system and is available from the Whole Building Design Guide website at www.wdbg.org along with specifications

A. The A/E is responsible for preparation of Ft. Campbell special Sections 01000 - TECHNICAL PROVISIONS (Scope of Work), and the remainder of Division 1, Division 2 thru 16 Technical Specifications, Specification Table of Contents, Bidding Schedule, and Submittal Register (if applicable SpecsIntact generated) for each project attachments (except the Project Submittal Register). The A/E will be provided standard samples of Division I specifications (exclusive of Section 01000) which shall be added to the A/E prepared items. The A/E firm shall also be provided with a sample Submittal form, Fort Campbell Title Block, and necessary environmental verbiage in an electronic format to utilized on Fort Campbell projects. The guide specifications shall be carefully tailored and supplemented as required to specify all requirements for the construction project. In adapting the guide specification to a specific project, modifications will be held to the minimum necessary to provide for local conditions, special requirements, and new developments and improvements in design or construction techniques. If guide specifications are not available for a particular work item, the A/E shall prepare written specifications in the same format and writing style as the Unified Facility Guide Specifications (UFGS). Specifications for minor highways and related work shall be prepared in the same format and writing style as the guide specifications. However, specifications shall conform to the standard specifications of the State Department of Transportation concerned.

1. A submittal register (list) shall be prepared using the Fort Campbell submittal form (see Enclosure 1) listing all submittals for each contract specifications. The register shall contain a listing of all submittals required by the specifications. A draft submittal register shall be prepared by the A/E and submitted with the draft specifications for review by the DPW-EDB. An original of the final submittal register shall be submitted with the final specifications. It shall also be submitted electronically with the final specifications.

B. Draft specifications, table of contents and bidding schedule shall be prepared by the A/E and submitted to the Government for review. The draft specifications shall include a marked-up copy of the edited guide specifications used for the project. Hand-written annotations shall be clearly legible so that all reviewers can determine what has been deleted and what is included in the specifications. Draft specifications furnished by the A/E shall be essentially complete, accurately specifying all items of work indicated on the contract drawings, and requiring only minimal revisions for finalization. The Government will furnish formal comments to be addressed and incorporated into the final specifications.

C. Final specifications, index, and bidding schedule shall be prepared on 8-1/2 inch by 11 inch white bond paper, and shall accurately address all Government review comments. All typed specifications shall be carefully proofread and corrected to eliminate all typing errors. The A/E will be required to make subsequent revisions, and/or corrections to the final specifications, at their own cost, if, in the opinion of the KO, the review comments have not been satisfactorily addressed or significant errors are discovered.

3.3.3 The A/E shall prepare a bidding schedule listing all bid items and estimated quantities for unit price contracts. A bidding schedule is required for lump sum contracts such as building construction and renovation projects even where the scope of the work is well defined for quantity take-off purposes. A bidding schedule will be required if the contract contains any or all of the following: unit price items, options, additive items, deductive items, and asbestos removal. If a bidding schedule is required, bid items shall be developed so that the total construction costs are broken down by major work items. Minor or incidental work shall be included in the costs of major work items. Bid items which are considered well defined on the drawings for quantity take-off purpose shall be designed as lump sum; otherwise bid items shall be listed on the bidding schedule as unit price with estimated quantities.

3.3.4. Construction Costs: The estimates shall be accurate and realistic, reflecting current prices for labor, equipment and materials, and taking into account probable labor shortages that may occur because of other known projects in the area. Each major item shall be broken down into component units of labor, equipment and materials with the quantity and cost of each unit shown. Lump sum amounts for major items that cannot be readily analyzed will not be accepted. Current cost estimates shall present separate costs for each line item, broken down into costs for individual buildings, facilities and components. Estimates shall be prepared using RS Means or an approved estimating program, unless otherwise noted. Contractor shall possess and understanding of DA PAM 420-11, Project Definition and Work Classification.
