About this file
This is Amendment 001 to a Request for Proposals (RFP) for the U.S. Army 63rd Readiness Division MILCON ERCIP Microgrid project in Mountain View, Santa Clara County, California. The amendment, issued June 16, 2026, extends the bid due date and bid opening date to July 13, 2026, and makes five substantive revisions to the solicitation. Key changes include: (1) updating proposal submission requirements to clarify that offerors must provide past performance information on any projects of similar scope and size, not limited to ERCIP projects, using the Contractor Performance Assessment Reporting System (CPARS) for federal projects and other sources for non-federal projects; (2) correcting a section numbering reference from 4.2.3 to 4.2.2 for Evaluation Criteria; (3) removing a reference to "Dredging Equipment"; and (4) clarifying that the prime contractor in a team arrangement must complete at least one of the projects submitted for Factor 1 (previously Factor 2).
The solicitation employs a Lowest Price Technically Acceptable (LPTA) source selection method and requires offerors to register with the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE) website for proposal submission. Proposals must be submitted electronically through PIEE no later than 12:00 PM PDT on July 13, 2026. The technical proposal has a 15-page limit organized by tabs correlating to evaluation factors, with Factor 1 addressing past performance. The price proposal must include a proposal cover sheet, Standard Form 1442, completed Contract Line-Item Number schedule, annual representations and certifications from SAM, and a bid guarantee. Offerors must acknowledge receipt of this amendment prior to the submission deadline and furnish performance and payment bonds in accordance with FAR 52.228-15.

To be determined responsible, a contractor must meet the general standards in FAR Part 9 and any special standards set forth in this solicitation.
