About this file
This document is a Request for Information (RFI) and Responses set for the ERCIP Microgrid project, issued by USACE (U.S. Army Corps of Engineers) on July 1, 2026. The RFI addresses clarifications for an Army Reserve microgrid construction project involving renewable energy and energy storage systems.
The project requires a 759 kW photovoltaic (PV) solar system, 750 kWh battery energy storage system (BESS) configured as two 500 kW inverters with 375 kWh battery each, and 800 kWh diesel generation capacity with a 10,000-gallon fuel tank, all designed to support a 14-day energy resilience requirement. Key technical requirements include integration with an existing Niagara/JACE controller for building management system functions, coordination with PG&E for utility interconnection (handled by the contractor during construction), compliance with MIL-STD-3071 for microgrid control systems, Hardware-in-the-Loop (HIL) testing, and implementation of onsite renewable energy forecasting without internet connectivity per the Closed Restricted Network security requirement. The PV system must use string inverters compliant with PG&E approval lists and match the 760 kW DC system requirements specified in section 26 31 00. System sizing specifications for PV modules are not less than 400 watts, and the BESS fault current contribution during isolation is specified at 1.1 to 1.25 per unit of rated current. Construction permits required by local or state authorities are the contractor's responsibility. The Government will not award the contract without funds being available prior to award, and proposals must remain valid for 60 calendar days after submission. The bid bond will be held for 60 days, with an anticipated 60-day timeline from proposal submission to award or rejection.

RFI Number Question USACE Response
Please confirm that the Preaward Survey is not required at the time of proposal submittal, as stated on page 45 of the RFP, and, relatedly, please clarify that Tab 6 of Volume II should only include a statement from the
Offeror. Further, please clarify if such a statement can include the experience and past performance of the contractor team, not just that of the Offeror.
Preaward Survey is not required at time of proposal submittal. Tab 6 of Volume II should only include a statement from the offeror. Information in the statement must be in regard to the offeror. See FAR Part 9.
Section 2.1.16.1 requires submitting a "finalized utility interconnection agreement," and §1.6.1.1 requires a phasing plan prepared in collaboration with PG&E. Please confirm whether the contractor is responsible for negotiating and executing the PG&E interconnection agreement, or whether USACE/the installation will provide an existing agreement.
Will the Government furnish the PG&E utility data (available fault currents, Thevenin equivalent) needed for the power system studies (§2.1.16.1.o–q; §26 05 73)?
The new interconnection agreement will be between the Government (Army Reserve) and PG&E.
The Contractor is required to support finalization of interconnection agreement per actual equipment, final testing, and commissioning of equipment to be witnessed by PG&E.
During construction, the Contractor is responsible for all coordination with PG&E leading to a finalized interconnection agreement (spec 26 37 13, par 2.1.16).
Coordination includes, but not limited to, submitting applications and documents on behalf of the Government
(see ES101 for details).
Gather PG&E utility data during coordination with PG&E and contact Contracting Officer Representative (COR) for governement related info after contract award.
Section 2.3.13.4 states internet connections are forbidden on DoD microgrids (consistent with the Closed
Restricted Network), while §2.1.4.3.8 requires renewable energy forecasting. Please confirm whether on-site/persistence-based forecasting satisfies this requirement.
This is an acceptable solution but must follow MIL-STD-3071 for implementation.
The spec references integration with a UMCS for HVAC/energy management (§2.1.4.5.1, §2.1.9.1) and notifications transmitted to a JACE (§2.1.3.12). Please confirm whether an existing installation UMCS (e.g., Niagara/JACE) is present that the MCS must integrate with — including the protocol and point of connection — or whether no UMCS exists and the MCS is to perform those functions per §1.1.1.i.
The Niagra/ JACE is present on the project site. See ES404 and detail A1 on sheet EI600 and EI601.
For the MIL-STD-3071 (Tactical Microgrid Standard) requirement on core control/status traffic: please confirm the acceptable conformance-verification method — e.g., the U.S. Army C5ISR TMS Topic Monitor / Simulator /
Compliance Checker vs. independent third-party certification — and the applicable MIL-STD-3071 revision.
The U.S. Army C5ISR TMS Topic Monitor / Simulator / Compliance Checker is an acceptable conformance verification method. However, the government may use a third party to perform conformance verification.
Please confirm that the system sizing specified in the solicitation (759 kW PV solar, 750 kWh BESS, and 800 kWh diesel generation with 10,000-gallon fuel tank) was already calculated to support the 14-day energy resilience requirement. If not, please provide load data for the installation so that sizing may be calculated/confirmed.
Power, energy storage capacity, and tank capacity were calculated to support 14-day energy resilence requirement.
