About this file

This is a Request for Information and Responses (RFI) document for ERCP Microgrid project, issued as RFPs Set #2 on 7/17/2025. The document contains 171 numbered questions and answers addressing technical specifications and requirements for a microgrid control system installation at a federal facility.

The project involves installing a new microgrid system with a closed restricted network (CRN) operating on an Army ATO iDAM and Protocol IIStd-01. Key components include a diesel-powered generator with associated fuel storage and distribution infrastructure, battery energy storage system (BESS), photovoltaic (PV) solar array, and related switchgear and control equipment. The system must comply with MIL-STD-3071 cybersecurity requirements and include interoperability certification. Compliance with EPA Tier 4 Final emissions standards is required for the generator. The contractor is responsible for system design, material compliance demonstration, testing, commissioning, detailed specifications, load calculations, site preparation, utility coordination, and coordination with existing PGSE assets. Weekly meetings will be held at the contractor's on-site trailer. Contractor parking is restricted to areas south/outside of the fenceline. The RFI responses address design details including generator specifications, battery containment and placement, solar panel installation, grounding and electrical requirements, fuel system design, and infrastructure coordination with existing site systems. Responses clarify manufacturer certifications required, historical design standards, and the contractor's responsibility for equipment selection coordination with BESS and PGSE requirements.
