The Contractor shall coordinate installation of the temporary bridges or culverts in any drainage ditches with RD1000. Culverts for temporary drainage canal crossings shall be removed prior to start of the flood season on November 1. Where temporary crossings must remain during the flood season, November 1 to April 15th, bridging should be used where practical, or culverts should be appropriately shall be sized for peak flows.
1.3.29 SCR-29 Natomas Mutual Water Company (NMWC) Coordination
The Natomas Mutual Water Company (NMWC) owns and operates untreated surface water irrigation facilities throughout the project area. The Contractor shall coordinate the work with NMWC through the Contracting Officer, allowing NMWC access to its facilities at all times. If NMWC facilities are required to be taken out of service, the Contractor shall coordinate with NMWC and provide temporary facilities of equal capacity to NMWC facilities. NMWC owns and operates the Riverside Irrigation Canal which parallels the SREL south of Power Line Road. Laterals to the Riverside Irrigation Canal (also owned and operated by NMWC) include the Radio Road Irrigation Ditch, J-Ditch, Lateral 13, Parker Road Ditch, and Tree Road Ditch. NMWC owns and operates the Riverside Pumping Plant which provides supply from the river for the Riverside Irrigation Canal. A recirculation pump at RD1000 Plant 3 is owned and operated by NMWC and provides
DOCUMENT 00 73 05 Page 11 recirculated water supply to the Riverside Irrigation Canal.
Surface water rights for all canals and ditches within the Natomas Basin, including the RD1000 drainage canals, are controlled by NMWC. A permit is required from NMWC to withdraw water for construction uses from ditches and canals within the construction area.
Haul road crossings over irrigation canals must be permitted as an encroachment through NMWC facilities. Bridging is the preferred method for temporary crossings. Where culverts are proposed, temporary pipes should be sized for maximum flow rate and velocities less than two feet per second, accounting for limited submergence. In some instances, culvert crossings may not be permitted without other system upgrades due to inherent system capacity limitations and other operational limitations.
Unless otherwise approved by NMWC, all temporary culverts shall be removed after construction. Contractor shall be responsible for obtaining required permits from NMWC and scheduling the installations with NMWC. Where temporary ramps and bridges are constructed for irrigation canal crossings, access around crossings must be provided for operators, including NMWC, The Natomas Basin Conservancy, RD1000, and other agricultural operations.
Contractor shall provide specific details in advance, which will address continuity of flows during construction, anticipated maximum outage duration (if allowed), anticipated duration of use, details of erosion protection, plans for providing access for operators, and other information as requested by the Contracting Officer and NMWC. Areas disturbed by temporary facilities shall be restored to pre-construction condition to the satisfaction of the NMWC and the Contracting Officer.
The Riverside Irrigation Canal system (including associated laterals) is generally operated between April 1st and September 15th. Portions of this system are also operated intermittently year-round to maintain permanent plantings. The Contractor shall coordinate all system outages with NMWC.
System outages require significant pre-construction planning, communication with irrigation users, and preparation by NMWC operators. Temporary facilities may be required elsewhere in the system to allow for rerouting of flows and Contractor shall work with NMWC to facilitate. The Contractor shall develop specific plans for any planned system outages and obtain Contracting Officer and NMWC approval in advance of outages.
Unless specifically identified on the Plans or otherwise approved by NMWC, the Contractor shall not be permitted temporary access along the top of canal embankments, including equipment and material storage, parking, and staging. All temporary access shall be along the toe of embankments at field level. Where work encroaches upon canal embankments, the top of existing canal embankments shall be restored and re-leveled as required to provide the required freeboard above operating levels to the satisfaction of NMWC and the Contracting Officer.
Riverside Irrigation Canal
The Riverside Irrigation Canal is an existing irrigation main irrigation canal that parallels the SREL at the toe of the levee from downstream of Power Line Road to approximately I-80. The canal will be relocated landward to accommodate future levee construction activities. The canal is supplied with water from the Sacramento River at NMWC's Riverside Pumping Plant, just north of Radio Road, and re-circulated agricultural tailwater from a NMWC recirculation pump at RD1000's Pumping Plant No. 3. In addition to providing irrigation water to adjacent fields, the canal supplies lateral irrigation canals which serve properties to the east. To
DOCUMENT 00 73 05 Page 12 the extent practical, outages should be planned to occur outside of primary irrigation season. The work may be performed during peak irrigation season provided tie-ins are staged to avoid interruption of irrigation service.
Temporary piping and/or piping will be required to maintain service during tie-ins or for other outages. The Contractor shall provide temporary facilities (pumps, piping, etc.), make temporary connections, and operate the system to maintain irrigation flows. The plan for maintaining continuity of the irrigation flows during construction shall be developed by the Contractor in advance and is subject to approval by NMWC.
Irrigation Water Delivery Requirements
Contractor shall furnish, operate, and maintain temporary pumping and piping facilities as required to maintain minimum system flows as described in the following table. This table shows flows in major facilities; flow requirements for smaller lateral canals shall be a minimum of 5 cfs.
Tie-ins of temporary facilities that require short duration outages will require substantial pre-construction planning, and may require improvements and/or temporary facilities at other points in the system for rerouting flows. The table below lists the minimum flows required at the pumping plant.
