Presidio of Monterey Kaba-Ilco Lock systems

Department of the Army U.S. Army Corps of Engineers

Sacramento District

CONTROL NUMBER: SPK13-02

JUSTIFICATION AND APPROVAL

Control No. SPK13-02

FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Agency: The contracting agency responsible for this procurement action is the U.S.

Army Corps of Engineers, South Pacific Div, Sacramento District (CESPK), Sacramento, CA.

2. Description of Action: A new competitive firm fixed-price construction contract which includes a "brand name only" component will be awarded using .

3. Description of the Supplies/Services: The construction project, Advanced Individual Training Barracks, Barracks Complex, Phase 1 (FYll) to provide accommodation for 320 trainees, includes a requirement for KABA-Ilco Solitaire 710-11, 720-11 series electronic mortise and 6-pin Lori Core Cylinder locksets with programmable swipe Card Access System, inclusive of Front Desk Unit (FDU) Model G4.

4. Authority Cited:. 10 U.S.C. 2304(c)(l) and FAR 6.302-l(c)(l). Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: The Kaba-IIco master keying system has been designated as the Presidio of Monterey Standard by the DPW. USAG POM DPW Kaba-IIco is the lock system used throughout all the barracks buildings and compatibility with the existing system is required to decrease costs for duplicate lock systems and to decrease total life cycle costs for card reprogramming instead of lock and key replacement over the next 50 years for this new Barracks.

Other barracks in the barracks complex use the Kaba-Ilco locks with electronic card reader system and the facility is equipped with card readers and card coding machines which are compatible with the existing electronic access control software. It is estimated that a total of 517 Kaba-IIco card access locks will be installed on individual bedrooms, each dwelling unit and exterior doors in addition to few other doors that would require common access.

Presidio of Monterey Kaba-Ilco Lock systems Control No. SPK13-02

Presidio of Monterey Department of Public Works has established a minimum standard for access control as stated below:

"The minimum operability requirement is a key card access system that provides a single key card for individual soldier, programmable to open all exterior entry/access doors, the laundry room (if a centralized laundry is provided}, the soldiers dwelling unit door, and the soldiers' bedroom door."

6. Efforts to Obtain Competition: In accordance with FAR 5.202(a)(6}, the proposed contract action is an order placed under FAR Subpart 16.5 for brand-name specifications. No other efforts will be made to obtain competition until a new lock system is sought for the entire installation.

7. Actions to Increase Competition: The contract action will be synopsized in the Federal Business Opportunities website. However, based on information identified in paragraphs 3 and 5 above, Presidio of Monterey requires critical proprietary (sole source) systems, identified for specific use, on their installations.

8. Market Research: Previous Market Research inquiries were made, in conjunction with the receiving installation Department of Public Works (DPW) office, which identified that they had a proprietary base wide master key system, formatted on specific manufacturer sole source components. It was determined that similar products may not fully meet, or may not be modified to the satisfaction of the installation, to comply with the installation's existing access control systems hardware and software. Based on its discussions with Operations & Maintenance Division (O&M), the Presidio Municipal Services Agency (PSMA)- City of Monterey and Facility Maintenance Coordinator, the DPW has established Standard Operating Procedures for standardized equipment and materials as a means of reducing maintenance costs. The decision is also based on the products being readily available. The DPW Engineering Division Chief reviews the list of such standardized products annually and updates the list, which is provided to the project managers for inclusion in future solicitations.

9.

I 0. Other Facts: The cost of developing a new system at the present time in not economical. The card access system interfaces with the existing electronic control and monitoring equipment and software. Any new system that is considered should be backward-compatible with the existing system in order that the existing card readers in other barracks/facilities need not be replaced. Any

Pres idio of Monterey Kaba-llco Lock systems Control No. SPK 13-02 new system that is considered should include the lock hardware, the control board, card read/write systems, data collection and logging system, the associated computer hardware and software. This will a lso have to compatible with other buildings/facilities that will have to migrate to the new system. In essence, the development of a new system imposes a constraint on replacing the access control for the entire installation and is not economically justified unless a need for a total replacement of the existing access control system is established.
