Delineate vehicle circulation and pedestrian access to allow evaluation of the integration of this new development into the existing surrounding infrastructure.
3.1.4.1.2. Technical Approach Narrative: Provide technical approach narrative defining the elements of the proposal. The narrative may include simple sketches or drawings to help illustrate the Proposer’s solutions to the RFP Requirements. Begin the narrative with a preface concerning the design concepts. Include all the sub-items shown below into a single combined narrative for the entire project. It is the responsibility of the proposer to ensure that all aspects identified in the evaluation criteria below are addressed.
Grading o Cut/Fill Considerations o Environmental influence
Landscaping o Plant Material Selection o Other Feature Selection o Site Lighting Considerations o Tree tabulation/mapping considerations
Pedestrian Circulation o Development of Circulation Patterns o Circulation Between Facilities o Separation from Vehicular Circulation o Trail access to parking lot
Vehicle Circulation o Development of Circulation Patterns o Parking Locations and Quantities o Interface with Existing Street/Roadway Systems
Anti-Terrorism/Force Protection o Compliance with the RFP.
3.1.4.1.3. Evaluation Criteria: This aspect considers the overall layout of the site and the various specialties which define a workable, safe, residential environment for the soldiers. The proposed site development plan must incorporate all the aforementioned elements as identified in paragraph 3.1.4.1.1 and 3.1.4.1.2 as well as comply with all statutory and regulatory requirements per the RFP. All site related Anti-Terrorism/Force Protection (ATFP) considerations must be included and/or addressed in the proposal.
3.1.4.1.3.1. The Government will evaluate the overall site design with a focus on AT/FP requirements, site lighting and security, pedestrian circulation, vehicle circulation, grading, landscaping, and conservation of resources/storm water management.
Proposals minimizing the removal of (and protection of) existing trees within the allowable construction boundaries will receive a higher consideration.
3.1.5. Factor 4. D – SUSTAINABILITY REQUIREMENTS
3.1.5.1. Submission Requirements:
3.1.5.1.1. Provide a narrative approach to meet the RFP requirements for sustainable design and construction for Silver level. The Firm shall submit LEED-NC Version 3 Registered Project Checklist provided in Appendix “L” for the facility demonstrating how it will achieve the Silver level. [Page limitation: two (2) page checklist plus two (2) typewritten pages for narrative.]
3.1.5.2. Evaluation Criteria:
3.1.5.2.1. All requirements identified as “Required” in the RFP Appendix “L” LEED-NC Version 3 must be incorporated and the proposal must meet the point-total requirements of the LEED-NC Version 3 requirements for a Silver level; 50 – 59 points. The Government does not desire to pay more to obtain a higher LEED rating, such as Gold or Platinum. This will be evaluated as pass/fail. A fail would be considered a deficiency.
3.2. Tab 5 – FACTOR 5 – PERFORMANCE CAPABILITY VOLUME 2
3.2.1. Factor 5.A – PROPOSED CONTRACT DURATION AND SUMMARY
SCHEDULE
3.2.1.1. Submission Requirements:
3.2.1.1.1. Submit a summary level schedule for integrated design and construction.
Schedules or diagrams may be provided separately in a size that is easily read, but shall be bound and clearly labeled as Factor 5, Tab A. This summary schedule will, after contract award, be replaced with a project schedule. The summary schedule shall be task oriented, indicating the number of calendar days, after notice to proceed, by which milestones are to be achieved. Firm may use a critical path or other method of choice;
however, schedules shall be graphically represented. The proposed project schedule shall reflect the proposed contract duration; give attention to the following features:
3.2.1.1.2. Provide a narrative, describing the design packaging plan for separate design packages, based on the firm’s plan for design/construction phasing. If long lead item equipment must be ordered prior to completion of a design phase, describe the requirement in the narrative and show the required ordering date in the schedule.
Discuss tree tabulation activities.
3.2.1.1.3. Show the pre-design investigations. Show the design phase, including events associated with coordinating the interim and final design submittals for each package and the proper handling of the review comments for each design package.
Government Review Periods: Show 21-calendar days for each interim review and final review period. Show 14-calendar days for each backcheck period.
Comment Review Conferences: Show 1-day for each review conference. Each design package will receive a review conference. Place review conferences on a day of the week not adjacent to a weekend or holiday (typically a Tuesday, Wednesday, or Thursday for weeks without holidays).
3.2.1.2. Show the overall construction phase for each facility, for the site work, and for utilities. Show design/construction phasing for design packages but it isn’t necessary to show the detailed breakdown construction (e.g., by trades) of each facility, site work and utilities.
3.2.1.3. Identify and show turnover of each phase. The time to complete the facility and turnover to the Government must consider the requirement for the Contractor’s CQC completion inspection and the subsequent joint Contractor-Government turnover inspection.
3.2.1.4. Show as-built submissions.
3.2.1.5. Constraints: Firm must demonstrate the capability and flexibility to plan and schedule the complete project to meet the proposed contract completion period. Clearly identify any constraints on the schedules presented (e.g., labor or material availability, permits, weather, etc.). Indicate the anticipated overall critical path on the schedule.
[Sheet limitation: four (4) 11”x17” sheets for the schedule; two (2) pages for narrative approach.]
3.2.1.6. Evaluation Criteria:
3.2.1.6.1. Proposed Contract Duration/ Summary Schedule: The duration offered shall be that reflected by the Summary Schedule and will become the contractually binding completion period, not to exceed the maximum allowed duration. The Government will evaluate the contract duration by assessing the reasonableness of the proposed summary schedule, with a focus on scheduling logic, typical construction durations, project constraints, long lead items, phasing.
3.2.1.6.2. Offerors may receive an enhanced technical rating for proposing a schedule which offers early project completion and turnover, and demonstrates logical sequencing of design and construction activities.
