Questions and Answers, Set #1
Solicitation No. W91238‐12‐R‐0023
Unrestricted Regional ERS IDIQ MATOC (Part of MEGA Strategy)
NOTE: The following questions and answers are for informational purposes only and are not to be considered an amendment to the solicitation. The questions are provided exactly as they were submitted to the Sacramento District, Contracting Division.
1. Can you confirm that there is no site visit or pre‐proposal conference planned? I couldn’t find any indication in the RFP documents.
Answer: There will be no site visit as the site depicted in the sample problem is fictional. A pre‐proposal conference has not been scheduled.
2. Section L, 2.8.2 Pages Counted: Considering the amount of data requested for Volume I and the strict font limit of 12 pt TNR (we assume this includes graphics as well), would you consider either revising the page count of Volume I to a maximum of 75 pages, or excluding the resumes from the 50‐page limitation?
Answer: Unfortunately, the page count for Volume I cannot be increased.
3. Can you tell me if there are incumbent firms who have held this contract previously and if so, who are they?
Answer: This requirement will result in the first regional unrestricted MATOCs under the MEGA Strategy.
However contracts for the current ERS requirements are held by the following contractors: AECOM Technical Services, Inc., CH2M Hill Constructors, Inc., Jacobs Engineering Group Inc., MWH Americas, Inc., Parsons Infrastructure & Technology Group, Inc., Shaw Environmental, Inc., and URS Group, Inc.
4. In consideration of our customers, may we use previous PPQ evaluations and/or CCASS/CPAR/ACASS in lieu of the Attachment 2 PPQ form in the RFP? In particular, we would like to use PPQ forms recently requested by USACE/NAVFAC that note “the contractor may collect and retain completed questionnaires from clients for submittal to the Government. After completion of this form, this form may be duplicated by the contractor.”
Answer: Previous PPQ evaluations may be used in lieu of the PPQ form provided as Attachment 2 PPQ.
There will be an amendment to the RFP forthcoming with a revised past performance questionnaire and revised instructions for submittal.

Quality Assurance/Quality Control Program and Corporate Business Practices
The information provided in 3.4.1 is QA/QC related and does not provide direction regarding what the
Government is seeking under the Corporate Business Practices heading. In Section M, 5.3.1, the selection criteria infers that the Government is seeking information about project cost savings and innovative technologies. Can the government please clarify what they are seeking under the category of Business
Practices?
Answer: The expanded definition of innovative technologies provided in Section M, paragraph 5.3.1 is intended to correspond with Section M, Paragraph 5.1.1 ‐ Summary of Previous Experience. An amendment to the RFP will be issued to correct paragraphs 5.1.1 and 5.3.1.
In response to Volume I, Factor III, Subfactor 1‐ Quality Assurance/Quality Control Program and Corporate
Business Practices, offerors shall provide a narrative of their corporate QA/QC Program and its business practices which demonstrates adherence to the QA/QC Program. (Refer to Section L, Paragraph 3.4.1)
6. Page 109, 3.4.2 ‐ Safety and Health Plan
“The offeror shall provide a signed certification sheet stating that the offeror has developed and implemented a Safety and Health Program in accordance with OSHA Health Program. Since this requires a
“signed certification sheet” which will count as 1 page, would the Government consider excluding this page from the page count or include signature at the end of the Safety and Health Plan narrative?
Answer: The signed certification sheet is excluded from the page limitation.
7. Page 109, 3.5
Small Business Participation Plan
The form and instructions (e.g., Additional Important Note for Large Businesses only, Definitions, and
Joint Venture and Affiliation) provided on pages 110 ‐113 are required and will take up 4 pages in the total page count. Would the Government consider excluding this form from the total page count?
Answer: Small Business Participation Plans and Subcontracting Plans (for large business) are excluded from the page count limitation.
8. Page 101, 3.2.1
Summary of Previous Experience
Box B requires …”major accomplishments”. Box E requires…”Program Accomplishments”. Since the
Government’s definition of a project will not allow a program‐level project description to be used as a project. Would the Government consider changing the Box E Program Accomplishments to Major
Accomplishments and deleting major accomplishment from Box B?
Box E requires Client Contact, Client Contracting Officer, and Offer Point of Contact. What contact information is the Government seeking. Will a telephone number and e‐mail address be sufficient?
Answer: The Summary of Previous Experience Section of the solicitation will remain unchanged. For contact information in Box E, the Government is seeking the contact name and a telephone number and/or email address.
9. Page 108, 3.3.1 and 3.3.2
The information contained in these sections primarily pertains to the PPQ and is somewhat duplicative. It is our understanding that the PPQs are submitted in Section 3.3.2. Can the Government clarify what content they are seeking in Section 3.3.1?
Answer: Section 3.3.1 Volume I, Factor II, Subfactor 1 – Past Performance Relevancy with Points of
Contact is requesting performance information relative to the projects that the offeror has included in their response to Volume I, Factor I, Subfactor 1‐ Summary of Previous Experience. Section 3.3.2 Volume
1, Factor II, Subfactor 2 – Contractor Performance Information is requesting a past performance assessment from the client’s perspective. There will be an amendment to this solicitation forthcoming with a revised past performance questionnaire and revised instructions for submittal.
10. Page 108, 3.3.2; Section J, Attachment 2
Section 3.3.2 implies that we are to submit the completed PPQs in this section. The letter in Section J, Attachment 2, Sample Cover Letter, provides instructions for the client to either FAX or e‐mail it directly to Caren Jackson. The form, Part III, Return Information, states to “Please return this Past Performance
Questionnaire via e‐mail to caren.a.jackson@usace.army.mil”. Can the Government please clarify whether the PPQs are to be returned with the proposal or directly to Ms. Jackson?
Answer: Attachment 2‐ Past Performance Questionnaire and the instructions for its submittal are being revised and will be provided in an amendment to this Solicitation. Past Performance Questionnaires may be returned with the proposal or forwarded directly to the Contract Specialist identified in the
Solicitation.

Volume II, Factor I, Subfactor 2‐ Proposal for Sample Project
The paragraph states the technical narrative shall be limited to six pages. Does this six page limit include a sample project cover page and table of contents?
Answer: The cover page and table of contents are excluded from the page count. Refer to Section L, paragraph 2.8.2
12. We request that Volume I Factor IV, Small Business Participation Plan that includes a Subcontracting Plan (for large business) not be included in the 50‐page limit of Factors in Volume I. These forms are lengthy and could easily be 20 pages on their own, especially at 12 point font.
Answer: Small Business Participation Plans and Subcontracting Plans are excluded from the page count limitation.
13. We have found a discrepancy between Key Personnel listed in Section L and Section C. Section L lists
Process Engineer as key personnel and Section C does not. Please clarify if Process Engineer is a key position that will require a resume.
Answer: Section C is correct. The Process Engineer is not a key position for this solicitation and does not require a resume.
14. Attachment 1a Equivalent Federal Wage Rates was not included in the FedBizOp posting (note: two
Attachment 1 SCA Wage Determinations were posted). Please post Attachment 1a or advise that it is the same as Attachment 1.
Answer: Attachment 1a is the Equivalent Federal Wage Rate table. A copy has been posted on FBO.
15. Section L, Page 115, Subsection 4.2.1, states: “Technical narrative shall be limited to six (6) pages.” This conflicts with Section J, Attachment 3, Sample Project Statement of Work, page 1, paragraph 4, last sentence on page, which states: “The technical narrative shall be no more than five (5) pages …” Is the technical narrative limited to 5 or 6 pages?
Answer: The Technical narrative shall be limited to six (6) pages. Section L is correct. There will be an amendment to this solicitation forthcoming with a revised Section J, Attachment 3.
16. RFP Section L.3.5, page 112: Please advise if large business offerors must also submit a Subcontracting Plan (Individual Contract Plan) as required by FAR 52.219‐9 with our proposal submission due June 28. If yes, please confirm it is excluded from the 50‐page limit specified for Volume I.
Answer: Proposals submitted in response to this solicitation shall include a Small Business Subcontracting Plan (large businesses only) with your proposal submission. Small Business Subcontracting Plans are excluded from the 50‐page limit specified for Volume I.
17. RFP Section L.4.2.1, page 115: This section of the RFP states that the “technical narrative shall be limited to six (6) pages.” However, Section J Attachment 3/Sample Project SOW indicates that “the technical narrative shall be no more than five pages…” Please confirm the page limit for the technical narrative is 6 pages.
Answer: The technical narrative shall be limited to five (5) pages as indicated in Section L, paragraph
4.2.1.
