Questions and Answers, Set #3
Solicitation No. W91238‐12‐R‐0023
Unrestricted Regional ERS IDIQ MATOC (Part of MEGA Strategy)
1. Section B.6, 6.1 and 6.2; Pricing; Page 5 “Finally, the contractor will provide a capped
Overhead, G&A and other indirect cost for Years 1, 2 and 3, which will be incorporated into their Contract Management Procedure as shown below.” “Offerors are instructed to provide one overhead rate for evaluation purposes and provide a breakout to state what is included in that rate if necessary.” “The offeror shall only provide the Overhead and G&A rates for the prime, even if the labor disciplines with be performed by the prime or a subcontractor, depending on the task order.” Question: With a prime being an unpopulated Joint Venture with two members, each member has an accounting system determined adequate by DCAA and each member has individually DCAA approved forward pricing rates. Notwithstanding the requirement to provide one capped overhead rate, please confirm it is acceptable to provide the capped overhead rate for each of the Joint Venture members?
Answer: Yes, it is acceptable to provide the capped rate for each Joint Venture member.
2. Section B, 6.1 Overhead Rates / Markups; Page 6 ‐
Please confirm that the overhead and G&A rates requested in this table are the forward pricing rates for the base year only and will be subject to the caps requested earlier in the Solicitation on page 5. If not, please clarify the relationship between the caps and the rate information in 6.1.
Answer: The overhead and G&A rates requested at paragraph 6.1, table 1 are for the base year only. Offerors are requested to use the capped rate for base year 1 apply an escalation (if applicable) for base years 2 and 3 and option years 1 and 2.
Please confirm that this table can be altered to identify any escalation applied in the
Base Year 1?
Answer: Base year rates should be fairly certain and should not be escalated in the base year 1.
Please confirm whether these rates would be the rates used for Cost Reimbursable type
Task Order proposals.
Answer: For cost reimbursable type task orders, the contractor will use DCAA/DCMA forward pricing rate agreement/recommendation. (FPRA/FPRR)
3. Does the USACE anticipate the Project Manager position to be a field position (i.e. at the project site), or is this position primarily stationed at the home office? We ask this question because there are no task managers or construction supervisors required under key personnel.
If this position is anticipated to be a field position, then is it permissible to combine responsibilities of two (2) key personnel into one qualified, on‐site individual (e.g. combining Project Manager and QC Supervisor responsibilities for one individual) on certain projects?
Answer: The Program Manager is anticipated to be Home Office position. Resumes of these individuals may be required at the task order level. Refer to Section C, Paragraph 4. Key Personnel.
4. The offeror is required to provide a signed certification sheet stating that the offeror has developed and implemented a Safety and Health Program in accordance with OSHA's Health Program (Section 3.4.2. Volume I, Factor III, Subfactor 2 ‐ Safety and Health Plan). Since this will require a separate page, is this page included in the page count?
Answer: This page is to be included in the page count.
5. Section 3.2.1. Volume I, Factor I, Subfactor I – Summary of Previous Experience, 3rd Paragraph states “The majority of the [11x17] sheet should utilize 10‐12 point font; footnotes may use smaller fonts. This conflicts with section 2.8.3 that states font size shall be Times New Roman, no less than 12 point. We request that Times New Roman, 10 point font be permitted for the 11x17 project descriptions pages, per section 3.2.1.
Answer: Paragraph 2.8.3 states “Unless otherwise stated,….” The instructions for Section 3.2.1 are specific to the 11x17 sheet for that Factor only.
6. The recommended resume template included in Section J, Attachment 4 is in Times New
Roman, 12 point. Due to the font size and the information required in the template, sufficient information cannot be provided within the limited page count. We request that Times New Roman, 10 point font be permitted for the resumes. If Times New Roman, 12 point font is required, we request that the resumes not be included in the page count for Volume I, but be limited to 2 pages each.
Answer: Offerors are permitted to use Times New Roman, 9 point font in their submission of
Resumes of Key Management Personnel for this Contract, Volume I, Factor I, Subfactor 2.
Offerors are cautioned that if a font smaller than 9 point is used it will result in their proposal being removed from further consideration for award.
7. The MEGA IDIQ MATOC is unrestricted with a NAICS of 562910. Is the $14M or the under 500 employee being applied for this contract?
Answer: Under 500 employee is applicable.
8. Will there be any other MEGA MATOC contracts that are set aside for 8(a), SDVOSB, and/or HUBZone?
Answer: Yes. The Los Angeles and Albuquerque districts are working the regional solicitations for small business and 8(a).
9. Please provide a break‐down of the Small Business percentage goals by category, including disadvantaged and socio‐economic categories, for the USACE Sacramento District.
Answer: FY12 Small Business Goals for the USACE South Pacific Division are as follows:
Small Business 35%
SDB 18%
Woman Owned 6%
Service Disabled Veteran Owned 3.2%
HUBZone 10.5%
HBCU/MI 5%
10. Section L.4.2.1 states that the technical narrative shall be limited to six (6) pages. Please confirm that the 6 page restriction excludes the cost schedule.
Answer: Yes. The 6 page restriction excludes the cost schedule.
11. Resume template and 12 pt font limit: We are finding that each resume is requiring two pages in order to provide all of the information required in the resume template while using 12 pt.
font. With a maximum potential of 20 resumes at two pages each, plus the 10 pages for Factor 1, subfactor 1, we use all of the 50 page limit and do not address all of the requirements.
Would the government consider either (1.) limiting each resume to two pages and excluding the resumes from the page limit, provided that only resumes are included for Vol. 1, Factor 1, Subfactor 2, (2.) Increasing the Volume 1 overall page limit to accommodate the need for each resume to take up to two pages, or (3) allowing 10 pt font to be used for the resumes?
Answer: Offerors are permitted to use Times New Roman, 9 point font in their submission of
Resumes of Key Management Personnel for this Contract, Volume I, Factor I, Subfactor 2.
Offerors are cautioned that if a font smaller than 9 point is used it will result in their proposal being removed from further consideration for award. An amendment will be forthcoming to incorporate this change.
12. Due to the number of questions received from prospective offerors requesting that the font size limitations be relaxed, an amendment will be forthcoming to change the font size specified in Section L, paragraph 2.8.3 from “Times New Roman , no less than 12 point font” to “Times
New Roman no less than 10 point font”. This change pertains only to Section L, paragraph
2.8.3 ‐ Page Size. Note that use of a font that is less than 10 point as specified in this paragraph will result in removal of that proposal from further consideration for award.
