Questions and Answers, Set #5

Solicitation No. W91238‐12‐R‐0023

Unrestricted Regional ERS IDIQ MATOC (Part of MEGA Strategy)

NOTE: The following questions and answers are for information al purposes only and are not to be considered an amendment to the solicitation. The questions are provided exactly as they were submitted to the Sacramento District, Contracting Division.

1. There may be confusion over preparing a cost proposal for our own work, as in the sample problem, and estimating project cost for budgeting purposes being performed by others. We are required to use our own real costs for work we perform on task orders under ERS like federal contracts. These real costs are presented in a contract specific Excel workbook package. This is the required format for ERS task order cost proposals. We use standard industry cost estimating software packages when preparing project cost estimates for work to be performed by others in the future. This happens when a project cost estimate is included in task order SOW and becomes part of our USACE project deliverable(s). Can you review the requirement for offerors to use an industry standard estimating system for the sample problem cost proposal, when Federal accounting practices require actual costs are presented?

Answer: An excel workbook is an acceptable software program for purposes of the sample problem cost proposal.

2. Section L.3.5, Small Business Participation Plan states, “Provided a narrative to describe planned small business usage for this project.” Please clarify what ‘project’ is referring to.

Sample Project? Entire Contract?

Answer: The reference to “project” in Section L, Paragraph 3.5 is to the Contract.

3. Section L.3.5, Small Business Participation Plan, Small Business Participation Plan Form. Is the SB Participation Plan Form to be prepared for the Contract or for the Sample Project?

Answer: The Small Business Participation Plan is prepared for the Contract.

4. Section L.3.5, Small Business Participation Plan, Subcontracting Plan (large business only).

Please confirm that the Subcontracting Plan is to be prepared for the Contract. Is the large business Offeror also required to submit a Subcontracting Plan for the Sample Project?

Answer: The Small Business Participation Plan is to be prepared for the Contract. Large

Business are required to submit a Small Business Subcontracting Plan for the Contract.

5. Section L.3.4.2, Safety and Health Plan. Please clarify what the Corps of Engineers defines as ‘accidents’. Are ‘accidents’ all incidents that are reported on the OSHA Form 300? Or, are ‘accidents’ only those incidents that involved property damage? Or, are ‘accidents’ only those incidents that involved 1 day or more of hospitalization?

Answer: The list of OSHA violations and reported accidents in this Section pertains to personal health and safety not property damage. Refer to OHSA injury reporting guidelines for more details.

6. 3.4.2. Volume I, Factor III, Subfactor 2 – Safety and Health Plan, would you please explain the term "OSHA Health Program," with the appropriate reference?

Answer: Safety and Health Program in accordance with OSHA Program. The corporate safety and health program must meet general OSHA safety and health provisions where it is the responsibility of the employer to initiate and maintain such safety programs required by OSHA.
