Questions and Responses December 27, 2011

Questions and answers are provided for information only and are not made part of the Performance Work Statement.

1. QUESTION: Sec. L.4.d. Tab 1 Organizational Experience - Just to clarify, the limit of 5 projects/contracts to be presented under Organizational Experience is for the entire team – prime and key team subcontractors. The USACE only wants up to 5 projects/contracts presented for the entire team not up to 5 project/contracts for each member of the team, correct?

ANSWER: Correct.

2. QUESTION: Sec. L.4.d. Tab 1 Organizational Experience - We understand that the prime as an 8a will be required to perform more than 50% of the work, but does the prime contractor, as an 8a, have to provide the majority of the project/contract descriptions submitted for this proposal?

ANSWER: Each offeror will need to make their best business decisions as to which projects they should submit.

3. QUESTION: Sec. L.4.d. Tab 1 Organizational Experience - Is this section limited to just the inclusion of the completed Organizational Experience forms (4 pages each – 5 forms maximum) or can we provide an introduction plus additional organizational experience examples? If so, how many more pages are allowed?

ANSWER: Yes, this section is limited to just the inclusion of the completed Organizational Experience forms.

4. QUESTION: Sec. L.4.d. Tab 3 – Past Performance (As revised by Amendment 2)

The original solicitation indicated there was no page limit for this tab; is that still the case?

ANSWER: Yes.

5. QUESTION: Sec. L.4.d. Tab 3 – Past Performance (As revised by Amendment 2) A number of the performance recognition documents of our team are specific to other than the projects/contract included in Tab 1. To ensure that the USACE understands the scope and complexity of those projects or contracts, we propose to provide short descriptions of each in support of the performance recognition documents. If this allowable, is there any limit on the pages we can use to provide this supplemental experience information?

ANSWER: Tab 3, Factor Three – Past Performance, states that the offeror can submit performance recognition documents received within the last 3 years. We will not be accepting additional narratives from the offerors.

6. QUESTION: Section L, 5. c. TAB 8: JOINT VENTURE: We intend to propose as a Prime with formal Team

Subcontractors(s) and do not intend to propose as a Joint Venture. The being the case, does the USACE Sacramento District intend that contractors submit copies of their formal Teaming Agreements in lieu of Joint Venture Agreements in Tab 8 of the Price Proposal?

ANSWER: No.

7. QUESTION: Section L, 5. d. TAB 3: PAST PERFORMANCE EVALUATION FACTOR: May we provide copies of existing ACASS/CCASS/CPARS reports or recent PPQs (prepared in the 2011 USACE/NAVFAC PPQ format) that contain similar criteria, in lieu of requiring our customers to prepare and return new PPQs and submitting these new PPQs using Attachment No. 4? Our request is driven by input we have received from our customers who desire that we reduce the burden of repeated PPQ requests.

8. QUESTION: Section L, 5. d. TAB 3: PAST PERFORMANCE EVALUATION FACTOR: The current proposal schedule challenges bidders to determine which projects/contracts and which references will be most relevant and get PPQ forms prepared and sent to references without interfering with our customers’ personal holiday plans. Will USACE Sacramento consider extending the PPQ deadline and/or the proposal due date to accommodate our customers’ limited availability over the holidays?

ANSWER: We will need to adhere to the schedule.

9. QUESTION: No overall page limits are provided for Volume 1. However, we would like to be able to provide a narrative that would be reviewed to describe our team, identify Key Personnel as required and provide some highlights of our Corporate Experience as a lead-in to Tab 1 Corporate Experience. Please provide guidelines for pages in addition to Tab 1 and Tab 2 of the Technical Volume.

ANSWER: The responses to Factors One and Two of the Technical Proposal have specific page limits that must be adhered to. Any additional information that has not been solicited and that exceeds the page limitations will be deleted and will not be evaluated.

10. QUESTION: May we request that our clients send us copies of the PPQs to be provided in Tab 3.

ANSWER: Please see the “Note:” at the very bottom of the NAVFAC.USACE Past Performance Questionnaire Form PPQ-0, and Page 98 of 109, included in Amendment No. 2.
