Questions and Responses January 4, 2012

1. QUESTION: Solicitation Section M, Par. 5 EVALUATION OF THE PRICE PROPOSALS, Sub-paragraph b states "..The Government will insert each offeror's hourly labor rate from the fifth year of the contract for each labor category in the sample Pricing Schedule for the purposes of determining the total labor for each offeror." When both the offeror and its team subcontractor have rates for the same labor classifications, which will be used in this evaluation process?

ANSWER: The evaluation of the price proposals will include a mathematical formula to be used in this instance. We will enter the proposed hourly labor rate for the prime and any subcontractor(s) and we will arrive at an average hourly labor rate to be used for the specific labor category.

2. QUESTION: The solicitation requires a prime's rates to be loaded but without profit while the subcontractor rates are required to be loaded and include profit. If an average is used will the prime be at a disadvantage compared to a prime respondent who does not utilize a subcontractor rate table?

ANSWER: No, because the mathematical formula and the evaluation of the price proposals will take into account the issue of profit and the very difference that you point out in your question.

3. QUESTION: Will the Offeror be required to conduct removal actions under this contract or will this contract be used to conduct investigations, develop removal action designs, and provide removal action oversight?

ANSWER: The work may include all of the above. See Section C, Performance Work Statement, Section 1.2.1 SERVICES TO

BE PERFORMED.

4. QUESTION: Factor Two – Organizational Plan (Section L, pg. 97): One of the requirements for this factor is to identify which services the prime contractor and key subcontractors will perform and include names, titles, and qualifications of key personnel.

Since there is a 5 page limitation for this factor we assume you are not looking for resumes, but we respectfully request more information as to what your expectation is for this requirement (e.g., abbreviated resumes, table, etc.).

ANSWER: Each offeror has the latitude or freedom of choice to decide what specific information to submit and what format to use for this requirement. Abbreviated resumes, charts, tables, etc., are all good choices to use to convey the information listed on Page 107 of 109 of the solicitation, under Section M, Evaluation Factors For Award, Paragraph 6. TECHNICAL EVALUATION FACTORS......Factor Two: Organization Plan.

5. QUESTION: While reviewing the PWS, I noticed the following statement in Section 3.6:" A geologist or equivalent professional under the supervision of a California Professional Geologist, with a least 3 years experience in hazardous waste projects, soil and rock logging, and monitoring well installation, shall be onsite."

Is that requirement applicable to all tasks or just those tasks for work located in California?

ANSWER: The requirement is actually that both the Professional Geologist and Professional Geophysicist be licensed. Please see Amendment No. 0003 which will be forthcoming.
