Additional Questions and Responses December 30, 2011

1.QUESTION: Is a short (two page) introduction of the firm and team allowed to be included at the start (before the tabs) of the Technical Proposal or Price Proposal or both?

ANSWER: The source selection board will not be given any extra material above and beyond what the solicitation has asked for.

And more specifically, a cover letter with information about the firm accompanying the price proposal is not necessary. The signed SF33 and signature pages are the legal offer.

2. QUESTION: Alternately, should we submit a cover letter for the proposal that contains the introductory information about the firm and the team?

ANSWER: A cover letter with information about the firm accompanying the price proposal is not necessary. The signed SF33 and signature pages are the legal offer.

3. QUESTION: Please clarify the Radiological Scope. Reference Schedule B, Price Schedule; and Section C, Performance Work Statement, 1.6.1 Safety and Health. Section C refers to radiological hazards and names specific radiological equipment, Radiation Protection Program, and identifies a Certified Health Physicist (CHP). The CHP is not included in Section B, however.

Please confirm that low-level radiological contaminants are addressed in this scope.

ANSWER: We do not anticipate any radiological hazards, contaminants or radiological work to be included in any of the task orders under these contracts.

4. QUESTION: Can USACE please clarify the requirements for physically completed projects in Tab 1? Would projects that have less than 20% remaining (80% completed) be considered substantially complete and thus be allowable for use as Tab 1 reference projects? We have several large multi-year, multi-site contracts with very relevant scope. Alternatively, would it be acceptable to use well defined portions of those contracts, such as completed sites for reference projects?

ANSWER: A project that is approximately 80% completed would be considered substantially completed.

Section J, Attachment 3 provides an example form for Project Descriptions. The form implies the use of one specific contract.

Furthermore, Attachment L states the team can provide “up to 5 projects/contracts (projects can be task orders or contracts…

5. QUESTION: If we have worked at a single installation under several contracts, can we use all the work performed at that facility as one project example even though it encompasses more than one contract?

ANSWER: No. However, you may use one IDIQ contract as an example of one contract.

6. QUESTION: Along the same lines, if we have worked under a USACE program (i.e. FUDS Program) under several contracts, can we use these multiple contracts as a project?

ANSWER: No. However, you may use one IDIQ contract as an example of one contract.
