W91238-10-R-0053, Amendment 0005 1 of 5 Task Order Pricing Schedule August 24, 2010
BASE SCHEDULE
Section 01 10 10 Addendum (clarification/supplemental information to item 1001):
The three 105 ton Trane reciprocating chillers in mechanical room 242 and all related supporting systems (electrical, controls, water treatment, water filtration) are to be completely demolished. An inspection shall be made of the water treatment system. If the water treatment system supports the boilers that are located in the room, then the new water treatment system shall also include treatment of the hot water loop. Upon demolition completion only the following units and their controllers will remain in the room: air handler AH-1 in the North East corner of the room, the two boilers in the South East corner of the room, lighting, electrical panels or grounding not associated with this equipment and/or project and all fire protection systems. Demolish the two existing IMECO 167 Ton cooling towers and piping that support the three 105 ton chillers in Mechanical room 242.
To replace the demolished system, install one 500-ton chiller (Trane CVHF0570 Earthwise CenTraVac water-cooled liquid chiller with and a primary efficiency of 0.495 kw/ton or equal, see additional specs attached) in mechanical room 242. A vavle in the chilled water loop shall be installed that allows the ability for the administrative portion of the chilled water loop to be taken off of the chilled water system. A new multi cell closed circuit cooler shall be sized and installed to match the new chiller and the 3 other closed circuit coolers located outside of mechanical room 152. The closed circuit loop will be protected from freezing by the addition of glycol to the system and the tower will be protected with basin heaters. The existing condenser water pipes, located underground, will not be reused. The new condenser water piping will likely have to be run above ground. The installation of the closed circuit cooler must abide by guidelines provided by the Hill AFB CE office which includes enclosing the cooling tower with a decorative wall on three sides so it cannot be seen from the road. There shall be a redundant condenser water pump installed. There shall be a water filtration system installed on the condenser water system as well as chemical treatment systems on both the chilled and condenser water loops. Install all necessary pumps, piping, etc to complete the new installation of the chiller and cooling tower.
The new chiller being installed will be paired with one of the chillers in mechanical room 152. This will effectively create two separate N sets of two 500-Ton chillers (two 1000-Ton chilled water plants) at 2N redundancy. 1000-Tons matches the sum of the peak administrative load and the amount of cooling necessary to match the 2250mW UPS system that supports critical computing equipment. To achieve this pairing, the existing 4” cross-connect between the two mechanical rooms will have to be evaluated to determine if it is properly sized or not to handle the additional amount of chilled water that will be traveling across it.
W91238-10-R-0053, Amendment 0005 2 of 5
Currently the three 500-Ton EvapCo closed circuit coolers that support the three 500-Ton Trane CVHF0555 chillers in mechanical room 152 are set up in parallel such that if one closed circuit cooler is unavailable then the corresponding chiller is also not available. Provide a manifold with valving and controls to allow any of the three chillers to utilize condenser water from any of the closed circuit coolers.
All new electrical work will be added off of the ‘C’ bus, be metered and be monitored by the BAS.
The existing lighting in room 242 can be reutilized, provided it is T-8, but must be reworked to support the new equipment layout. Upon completion of the project the lighting shall provide 20-25 footcandles of lighting to all areas in room 242.
The design of this project shall include all pump and pipe sizing to include branch flow calculations for the entire chilled water system to ensure proper flow is delivered to the CRAH (computer room air handling units). The design shall include the sequence of operations (SOP), ladder diagram and one-lines for the chilled water distribution and condenser water system in mechanical rooms 152 and 242 to include chiller and closed circuit coolers operation, pumping, refrigerant leak detection, and chemical treatment.
To ensure that all chilled water and condenser water systems operate in the most efficient and reliable fashion the existing Building Automation Controls that provide control and monitoring of the existing chillers in room 242 and 152 shall be removed and replaced with a native BACNET system with KMC controllers or equal system. The recommended contractor to perform all controls work is through DISA’s controls vendor, SPEC LLC. The point of contact is Marcia Yankowski, (757)279-0406, m.yankowski@specllc.net . Wiring to the existing chillers, pumps, cooling towers, valves, VFD’s etc in room 152 shall be replaced to comply with Division 25. The new controls shall divide two cooling towers, two chillers, and their associated pumps, valves, sensors, VFD’s etc across diverse controllers to ensure that failure of any BAS controller will not disable the sites ability to provide chilled water to the critical equipment. At a minimum, one controller to support two chillers, two cooling towers and their associated pumps, vfd’s, valves, sensors etc shall be located in room 152 and one in room 242. The controls design, programming and installation shall provide flexibility to all four 500 ton chillers (3 existing and 1 new) so that any chiller in its respective mechanical room can operate with any cooling tower via any condenser water pump and can also operate with any other chiller online. The design shall focus on BAS system redundancy as well as chiller water operations efficiency. The controls must monitor the power consumption on all of the chillers (4), cooling towers (4), and pumps.
The controls must also incorporate refrigerant leak detection and HVAC response (exhaust and potentially chiller shutdown) when a leak is detected, as well as chemical treatment monitoring in rooms 242 and 152. All controls wiring shall be run in EMT in all mechanical and electrical spaces and must be color coded and installed per division 25. Flashing red lights shall be located outside all spaces that contain chillers and activate upon detection of a refrigerant leak.

All power for the BAS controls , chiller valves, condenser water valves and other components necessary to operate the chillers will be powered from diverse critical(UPS) power sources that are no connected to any of the sites computer room EPO’s.
An operator’s workstation shall be provided for the DDC controls and located in room 242.
During the process of upgrading mechanical room 242, the East section of the building will still require chilled water. No interruption of chilled water will be approved that is longer than 15 minutes. The proposal must identify the proposed process to ensure these guidelines are adhered to. Possible solutions may include using a temporary chiller and/or hot tapping existing distribution lines.
Upon construction completion, final as-built drawings shall be delivered to the Government in ACAD format.

OPTION SCHEDULE
Section 01 10 10 Addendum (clarification/supplemental OPTION Item information):
2001; Essential BUS and Design System Modifications to Provide a 2N power.
The electrical bus which feeds all equipment outside of the critical power system which is still essential to datacenter operation is referred to as the “essential bus.” Currently the essential bus has no built-in redundancy, creating a single point of failure if a fault or abnormal condition were to cause the loss of a single feeder or breaker. This requirement is to evaluate the essential bus and design system modifications to provide a 2N (two independent paths for electrical power to run the minimum equipment required for continual operation) essential electrical system. The existing essential bus is the Utility Bus ‘C’. This option would introduce a ‘D’ utility bus into the system as well, as the second leg of a redundant essential power system. This new ‘D’ bus shall be fed from the second utility feed and not the same utility feed as the ‘C’ bus.
Half of the redundant mechanical equipment shall be fed from each essential bus and all essential, non-redundant equipment shall have the ability to switch between both essential buses. For example, if the building has four chillers and two are required to run for continued operation, then two chillers should be powered from the ‘C’ bus and the other two from the ‘D’ bus. Additionally, all computer room air handlers should have available power from either bus via a transfer switch or other mechanism.
The contractor shall fully survey and evaluate the existing essential power system, design a suitable 2N redundant system, and install the system modifications required by that design. A second utility feed was recently installed at the building which added another transformer feeding a new redundant critical bus and a sectionalizer behind the building. The contractor may find this sectionalizer to be an ideal location for connecting a new (or existing unused) transformer to the second utility feed to provide service to the new ‘D’ bus.
To support the new mechanical system electrical distribution scheme, the sites EPO’s shall be reworked to comply with NFPA 70, 75 and 76.
All new electrical equipment located in the new utility D distribution system shall be connected to and monitored by the new BAS system.

2002; Design to Extend a Dual Chilled Water Loop to Room 216.
Currently there is a dual chilled water loop running from mechanical room 242 out through computer room 234 and a single chilled water loop running out into room 216. Develop a design to extend a dual chilled water loop to room 216.
2003; RPL Switchboard CPP, Feeder Breaker and Conductors with a New Switchboard to support distribution of the site’s CRAH units.
Switchboard CPP located in computer room 145 currently supports the sites CRAH units. The feeder breaker located in MPDC, room 152, has a malfunctioning shunt trip thus making the existing EPO incomplete/ non code compliant. Switchboard CPP, its feeder breaker and conductors are to be replaced by a new switchboard/switchboards to support distribution of the sites CRAH units. The new CRAH electrical distribution shall be located in room 146A and derived from MPDC-2/Utility Bus ‘C’. The new CRAH distribution shall be configured and connected to the sites existing EPO system. The old CPP switchboard, its feeder, and the filters in room 186 shall be removed completely back to MPDC. In order to accomplish this CRAH electrical rework, the sites CRAH units cannot accept an outage longer then 15 minutes, when moving no more than 50% of the sites CRAH’s in one “cutover,” and no longer than 45 minutes when moving one CRAH at a time.
