Scope of Work August 4, 2010
Bldg 891 Chiller Upgrade/Replacement Hill AFB, Utah
General:
Building 891 was originally built in 1989 as a single story data center consisting of approximately 91,500 SF. A single story addition was added in 1992, expanding the building by approximately 52,650 SF to a total of 144,150 SF. The original building is now referred to as the West side, and the 1992 addition is referred to as the East side of the building. The cooling system consists of two separate chilled water plants. The plant for the West side has been upgraded to three 500 ton water-cooled chillers, and the East plant consists of the original three 100 ton water-cooled chillers. Six-inch chilled water supply and return cross-connect pipes were installed between the two plants to add cooling load from the East side to the West side’s 500 ton chillers. With increased cooling loads, the cross-connect system is no longer used for that purpose. The building during peak summer loads is consuming 600 tons of cooling. The remaining raised floor area is now being filled with high density computing hardware and is expected to require more than the remaining reserve capacity.
Specific:
The Scope includes construction, installation and startup as follows:
Consists of design and construction of a chilled water cooling system to accommodate Building 891. The Contractor is to evaluate the capacity of the existing chilled water cooling system and all peripheral equipment (pumps, air handlers, cooling towers, chillers, etc.) and upgrade the system (electrical, mechanical, plumbing, structural pads, etc). The upgrade shall consolidate cooling support needs for both occupant space and DISA computer systems/units for both the East and West sides of the building. The project goal is to run the two mechanical rooms together to deliver up to minimum of 1000 Tons of cooling for the building as if it were one system, in a 2N configuration;
therefore total cooling load in the 2N will be minimum 2000 tons. The 2N configuration will utilize three existing 500 ton chillers from mechanical room 152 (which currently services the west side of the building) and one new minimum 500 ton chiller to be installed in mechanical room 242. Utilizing one of the existing 500 ton chillers along with the new 500 ton chiller will provide the 1000 ton capacity for the East side of the building. The Contractor shall determine if the current space capacity and cross-connect piping is adequately sized for the new 2N configuration. The total cooling load for the building will be 907 tons based off the amount of IT equipment that the UPS can support plus the administrative load. With inefficiencies added in the estimated cooling load will be 1000 tons.
Currently, there are three 100 ton chillers that service the East side of the building. The Contractor shall design, submit, and construct the most cost effective and efficient method for upgrading the system to meet the project requirements. In addition to mechanical and electrical features of the work, touch-up painting may be required both inside and outside the building. All painting of the mechanical systems shall match the existing color(s). The Contractor is responsible for final design and obtaining all permits in accordance with this document and applicable codes. Construction shall not commence on any part of the work until after completion and approval of specific design elements in accordance with Section 01 10 12; Design after Award. The redesigned cooling system shall meet current DISA Facilities Standards, Hill AFB Base Standards, United Facilities Criteria, National Fire Protection Association and other applicable code requirements, as well as meet the Users’ needs for a quality environment.
The contractor shall follow additional requirement outlined in the appendix, including but not limited to the technical sections 01010 Technical Requirement, 01012 Design after award, Design quality control
Reference materials include mechanical and electrical as-built drawings, lead and asbestos survey, photos, Satellite view of bldg 891, east and west separation of bldg 891
General Requirements:
1. The Contractor shall coordinate work schedule with the Contracting Officer's Representative (COR) prior to the execution of work. Normal work schedule is from 0700 - 1700, Monday through Friday, except for Federal Holidays.
2. Work plan. Construction work shall not commence until the Contracting Officer’s
Representative or contracting officer approves the design phase for construction.
3. The Contractor shall schedule a final inspection activity with the COR on/or before the legal completion date.
4. Any item and/or material intended for use shall be submitted to the COR/ACO at the
Hill Resident Office for approval.
5. Permits. The Contractor shall pay for and obtain all permits for the successful execution of this project.
6. The Contractor shall submit a list of employees to the COR for security access processing and approval. List shall contain the employee's full name, state driver's license number and date of birth. Contractor shall be prepared upon request to be searched by the installation security guard force. All personnel shall be required to obtain a site badge for access. All workers shall be U.S. citizens. Contracting shall follow the base security requirement as well as the additional security requirement attached in the appendix.
7. Safety. It is the contractor’s responsibility to comply with the pertinent sections of the
“construction safety orders” issued by the State of California, latest editions; all OSHA requirements as they apply to this project; and the USACE Safety and Health Requirements Manual EM 385-1-1, latest edition.
8. Contractor will set up lay-down /staging areas in accordance with the COR or guidance established. Contractor storage shall be fenced and secured by the contactor.
9. Coordinate site location for placement of debris container (if necessary) and equipment and material storage area with the COR.
10. Contractor shall provide a one-year warranty for all purchased equipment, materials and components to the COR within thirty (30) days following completion and acceptance of work. Contractor shall also provide copies of all manufacturer warranties and purchase documents and manufacturer’s printed recommendations for the care, cleaning, and maintenance of any and all materials to the COR. Note: Any deficiencies due to such elements not meeting the specifications shall be corrected by the responsible contractor at his/her expense during the warranty period.
