SUMMARY OF CHANGES
SECTION 00 10 00 - SOLICITATION
The required response date/time has changed from 02-Sep-2021 10:00 AM to 03-Sep-2021 10:00 AM.
SECTION 00 21 00 - INSTRUCTIONS
The following have been modified:
INSTRUCTIONS TO BIDDERS
FAR 52.236-16 Quantity Surveys The Government will conduct and provide Pre-Construction and Post- Construction Surveys of the Dredging Site.
FAR 52.236-16 Alt I Quantity Surverys This contract requires the contractor to perform pre-removal and after-removal side scan surveys for detection of debris targets is to ensure that all significant debris targets are captured and subsequently removed from the channel as per the contract. Under the contract solicitation, the Government will only provide a side scan survey report (from previously completed survey) for bidding purposes so the contractor can assess the magnitude of debris presence in the area, adequately estimate the level of effort and select appropriate means and methods that would be required to successfully complete the job. However, the Government cannot itemize all significant debris targets within the dredging footprint; currently, the majority of identified targets are larger than ten feet in size or in high concentrations which does not allow to capture all the debris targets within the proposed footprint. Therefore, from liability and quality assurance standpoint, it is not ideal for the contractor to solely rely on the Government’s survey. The Contractor will be required to perform the pre-removal Side Scan survey, itemize the debris targets per the contract requirements and remove them from the channel. Subsequently, an after-removal Side Scan survey shall be conducted by the contractor for quality assurance purposes.
1. DESCRIPTION OF PROJECT
The US Corps of Engineers, Norfolk District, is seeking qualified and experienced firms capable of performing maintenance dredging and debris removal in the Skiffes Creek entrance channel at the 3rd Port, Ft. to elevation -18 feet MLLW from station 76+64 to station 83+53; and to elevation -12 feet MLLW from station 83+53 to station 90+67. Up to one (1) foot of overdepth will be allowed. Dredging shall be accomplished by mechanical and/or hydraulic means and methods with dredged material hydraulically placed by pipeline into the nearby upland placement site, Fort Eustis Dredged Material Management Area (FEDMMA). All removed debris shall be disposed off-site per local and Federal regulations. The project will also consist of refurbishing the existing confined upland placement site by filling low areas to a minimum elevation of +34 feet MLLW across the entire site and re-establishing a 15-foot wide crest. Upland placement site shall be refurbished prior to dredging operations.
Side slopes will be re-graded in accordance with the construction drawings.
