AMENDMENT 0005

Solicitation W9123621B5021 is hereby amended as follows:

Bidder Inquiry Number 9379230

1. Are there any prevailing/Davis Bacon wages for the earthwork contractor?

I have seen wages for dredging personnel but have not found any others.

2. Who will handle surveying & layout for the upland area work (borrow areas, LOD, embankment alignment etc.)?

3. Are As-Builts required for the upland work?

I read where the government will conduct & provide Pre-Construction and Post- Construction Surveys of the dredging site. It does not refer to the upland work.

4. Who will handle material testing & compaction testing?

5. Can the grass/clearing debris be buried with 2ft. of cover in the borrow areas after excavation is complete?

6. After seeding of the new embankment fill, is erosion control stabilization matting required?

If so, specify what kind.

Government Response to Bidder Inquiry 9379230

1. WD for earthworks (VA20210047) will be included via amendment. Wage Determination released in Amendment 0004.

2. Per Spec Section 01 22 00, paragraph 1.3.2.3, the Contractor is responsible for surveying of placement site.

Submittal requirement will be included in specifications via amendment.

3. Per Spec Section 01 22 00, para 1.3.2.3, the Contractor is responsible for providing as-built data in PDF and DWG formats for Government's review and approval for payment purposes. Submittal requirement will be included in specifications via amendment.

5. Refer to spec section 31 00 00, paragrpah 3.3 for disposal of cleared and grubbed material requirements.

6. Not required per plans and specs.

Bidder Inquiry Number 9384845

2) 00-21-00 - Under the Bidder Instructions in the solicitation they require the removal of what appears to be fairly substantial debris fields. This doesn't appear as explicitly anywhere else in the docs. Is it the USACE intent to remove the referenced debris fields with a clamshell dredge?

Government Response to Bidder Inquiry 9384845 Refer to spec section 01 14 00, para 1.4.1 and 1.4.2, section 01 22 00 para. 1.3.2.2 and others for debris removal requirements. The contractor is responsible for complete debris removal with appropriate means and methods. Also see appendix E of specifications.

Bidder Inquiry Number 9384848

5) Work Hours stated as 730-1700 M-F, We would request we be allowed to work 24/7 on the dredging portion of the project Government Response to Bidder Inquiry 9384848

W9123621B5021

Refer to spec section 01 11 00.00 50, para 1.6.2.3 for Hours of Work requirements.

Bidder Inquiry Number 9384853

7) 01-14-00 1.4.2 States that "Contractor will be compensated for up to 4 side scan surveys." This is isn't mentioned elsewhere and there is no pay item. Please clarify

Government Response to Bidder Inquiry 9384853 Contractor should anticipate up to 4 side scan surveys to be completed during the project when preparing the bid.

Bidder Inquiry Number 9384854 For the Dike Raising b. Payment is by CY but I have not seen where it calls out who pays for surveys and the methodology.

Please Clarify

Government Response to Bidder Inquiry 9384854 Refer to spec section 01 22 00 and drawings for specific survey requirements and data.

Bidder Inquiry Number 9384856 Channel Traffic

a. Can you provide typical ship traffic schedule so that we can plan our work

b. Will you move ships and vessels from piers and bulkheads as needed to complete dredging?

Government Response to Bidder Inquiry 9384856 Traffic in the channel consist of commercial tug with barges in tow and Army traffic from 3rd Port. The commercial tug with barges comes through port at least twice a week. He goes out of port lite and comes back with 400 foot of sand and rock scows in tow. The Army traffic and moorings can be coordinated with a five days notice to avoid dredging operation interruptions.
