THIS PRE-SOLICITATION IS BEING ADVERTISED AS A COMPETITIVE 8(A) SET-ASIDE

PROCUREMENT. The NAICS Code is 562910, Environmental Remediation Services with a Small Business Size Standard of $15M. The USACE Norfolk District, 803 Front Street, Norfolk, VA 23510 intends to award a single award, indefinite-delivery, indefinite-quantity (IDIQ) contract. This requirement will consist of a one (1) year base with four (4) one-year option periods. The total maximum value for the contract is $25,000,000.00 inclusive of the base year and all options. Work will be performed by the issuance of task orders. Market research was conducted and resulted in the decision that this procurement be issued as a competitive 8(a) set-aside. The USACE Small Business Administration Office concurs with this set-aside determination.

The services resulting from this Indefinite Delivery Indefinite Quantity (IDIQ) contract will assist the U.S.

Army Corps of Engineers (USACE) and Department of Defense Education Activity (DoDEA) with its Facility Asset Management (FAM) program. Included in this program are Asbestos Hazard Emergency Response Act (AHERA) inspections on each of its facilities, Facility Condition Assessment (FCA) surveys, updates to Facility Utilization Survey (FUS) drawings and database; updates and development of Real Property Inventory (RPI) reports, data reconciliation, technical support and database management, and additional data collection and management. The end result these individual elements provides DoDEA a holistic assessment of its portfolio of facilities, which allows DoDEA to plan and resource its MILCON, SRM and other facility operations and maintenance programs.

USACE Norfolk District is seeking a business capable of conducting statutorily required Asbestos Hazard Emergency Response Act (AHERA) inspections on DoDEA facilities, Facility Condition Assessments (FCA), updates to Facility Utilization Survey (FUS) drawings and databases; updates and development of Real Property Inventory (RPI) reports, reconciliation of data, technical support and database management, and additional data collection and management. These inspections and assessments are conducted across DoDEA’s three regions on more than 240 schools and support facilities, totaling more than 19 million gross square feet, across 14 countries and territories. In addition to conducting surveys, assessments, data collection and reporting, the Contractor shall utilize the BUILDER database and populate it with the data collected under this contract. BUILDER is used to assist DoDEA in managing, planning, documenting, tracking, and reporting data and findings from the assessment and surveys. The Contractor shall provide all necessary technical support for BUILDER and related tools in order to support DoDEA’s data collection and analysis, planning and reporting requirements. Subject to availability of funding, a minimum guarantee of $5,000.00 will be issued at the time of contract award should a seed project not be identified prior to award of the IDIQ. As projects are received for execution, use of a contract awarded under this announcement will be considered for satisfying Facility Asset Management requirements of the Department of Defense Education Activity (DoDEA).

The contractor is responsible for identifying and obtaining permits, licenses, etc. required by current laws and regulations. All interested offerors must be registered in the System of Award Management (SAM). Register via the SAM Internet site at http://www.sam.gov or by contacting the DoD Electronic Commerce Information Center at 1-888-227-2423. Be advised that failure to register in the SAM database makes an offeror ineligible for award of DoD contracts.

The Government will award an Indefinite Delivery Indefinite Quantity contract resulting from the solicitation to the responsible offeror whose proposal conforming to the solicitation will be a BEST VALUE to the Government, technical factors, past performance, and price considered. Offerors submitting proposals will not be compensated for any expenses incurred in the preparation of their proposal.

This notice does not constitute a request for proposal. The solicitation will be issued on approximately 18 March 2019. The receipt date of proposals is approximately 19 April 2019. The solicitation will be available in electronic format only.

The Request for Proposal will be made available via the Federal Business Opportunities website (www.FBO.gov). All prospective offerors should download all pertinent documents from the website.
