4.4.3. Base pass access credentials shall be valid for a maximum of 1 year or the length of the contract period, whichever is shorter.

4.4.4. Contractor employees must renew base access credentials annually and provide a copy of their updated LOA to a USG official upon request.

4.5 Accountability Reporting

4.5.1. All USFJ Service Components and DoD agencies and activities with contract performance in Japan shall comply with the requirements and procedures described in references 5.2 and reference 5.6. "USFJ Instruction 36-2808, USFJ Quarterly Strength Report."

4.5.2. Pursuant to reference 5.6, United States Forces, Japan Service Components shall include a total number of contractor employees serving as members of the civilian component, i.e., who have been determined eligible for SOFA status, in the Quarterly Strength Report.

4.5.3. Pursuant to reference 5.2, Service Components shall break out and provide a separate number of the total number of contractor employees serving as members of the civilian component at the time the Quarterly Strength Report data is compiled.

4.5.4. DoD Agencies and Activities responsible for awarding contracts requiring performance in Japan shall separately submit their Quarterly Strength Report totals via email to pacom.yokota.j1.mbx.org@mail.mil by the 201h calendar day following the end of the quarter or the next duty day thereafter.
