Respond to Inquiries 1 INQUIRY: Section M, Paragraph 4.0 Proposal Instructions, Factor A Specialized Experience. The Offeror is required to submit projects that are at least 50% complete with a minimum size of $3.5M per year. Given that this is an 8(a) procurement with a $20.5M size standard, we respectfully request the USACE consider lowering the minimum project value to $1.5M per year. It is not likely that many 8(a) small businesses that meet this size standard will have four, let alone six, projects that are $3.5M or greater per year.
RESPONSE: Section M, Factor A - Specialized Experience does not state that projects must be a minimum size of $3.5M per year. It states "To be considered relevant the project has to be at least 50% complete" and" The overall price anticipated for this requirement is expected to be between $3,500,000 to $5,000,000 annually. Example projects similar in overall price (comparable equivalent for a different period of performance) to that expected under this IDIQ will receive more favorable consideration." Therefor Offerors are able to submit example projects less than $3.5M.
2 INQUIRY: Will the database required to be established within 30 days of notice to proceed be required to be FED RAMP IL4 certified or be subject to any other certification requirement?
RESPONSE: The database is required to be maintained in accordance with DoDI 8510.01. This will be changed by amendment.
Attachment J.7, Base Scope, Section 2.4.1 first paragraph

2.1.1. Database. The Contractor shall be required to maintain a database for all data collected under this contract, also known as DoDEA Facility Asset Management or DFAM. The database shall comply with current DoD system requirements. Should the Contractor elect to purchase their own database, the Government will provide all necessary information. Ultimately, it is up to the Contractor to compile and analyze data into a usable format. In either case, the database shall be operational in 90 days after contract award.
TO:
The Contractor shall be required to maintain a database for all data collected under this contract, also known as DoDEA Facility Asset Management or DFAM. This database shall comply with DoDI 8510.01, whether the Contractor develop or purchase a database. The Government will provide all current data to initially populate the database. Ultimately, it is up to the Contractor to compile and analyze data into a usable format, which shall be operational no later than 90 days after contract award.
3 INQUIRY: There is a significant amount of work outside the environmental requirements. Are there task orders planned that do not include AHERA assessments RESPONSE: The Government will satisfy the minimum guarantee with the award of the seed project task order to the successful Offeror. While additional work is expected under this IDIQ, Offerors are not guaranteed any additional work past the minimum guarantee.
In addition, attachments J.8 and J.9 include the work associated with the seed project, of which includes not only AHERA inspections, but other efforts such as real property inspections, utilization surveys, condition assessments, etc.
4 INQUIRY: Who will provide the latest Site Specific Health and Safety Plan to be updated prior to initiation of inspection activities and how many of these plans are there to be reviewed and updated annually?
RESPONSE: Section 2.2.3 shall be amended to “The Contractor shall create a Site Specific Health & Safety Plan t prior to the initiation of inspection activities to ensure the safety of workers performing the inspections. The purpose of the SSHP….”
Attachment J.7, Base Scope, Section 2.2.3

2.2.1 Site Specific Health and Safety Plan (SSHSP). Prior to the initiation of inspection activities the Contractor shall update the Site Specific Health and Safety Plan to ensure the safety of workers performing the inspections.
The purpose of the SSHP is to outline health and safety procedures and protocol to be followed by the Contractor/sub-Contractor personnel during field activities. No field activities may be performed until this plan is reviewed and accepted by the Contracting Officer’s Representative (COR). The SSHSP must be administered by a qualified safety and health professional and shall comply with all applicable Federal, State, and local health and safety requirements, including the Occupational Safety and Health Administration's (OSHA) requirements (29 CFR 1910 and 1926), the latest edition of U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). All work shall be performed in accordance with the accepted plan. The SSHSP shall follow the outline presented in Appendix A, MINIMUM BASIC OUTLINE FOR ACCIDENT PREVENTION PLANS, on page A-1 of the EM 385-1-1. Subjects not pertinent to this contract should be listed as not applicable. The Health and Safety Plan shall be adhered to throughout the execution of this contract.

5 INQUIRY: May we use a smaller font size than 11 point for graphics?
RESPONSE: In accordance with Section L, 11 point minimum font size shall be used throughout for all "narratives." The 11 point font size requirement does not concern graphics.
6 INQUIRY: What does the Government determine as a basis for a long (six month) transition period vice a shorter period?
RESPONSE: Section 2.2.5 concerns the incumbent Contractor preparing a transition plan for the program, should a new Contractor begin performing these services. There is no designation for long versus short.
7 INQUIRY: AHERA Sample Storage. How many and where should these storage sites be situated? In the US?
OCONUS?
RESPONSE: Currently, approximately 10,000 samples are stored to meet the 4 year storage requirement, which can be stored in a 250 square foot space. The samples are stored in a single storage unit located CONUS. The base scope will be changed by amendment to reflect this.

2.1.2. AHERA Sample Storage. The Contractor shall be required to store all AHERA samples resulting from these inspections. Samples shall be stored for 4 years after inspection. Samples shall be stored in “zip-lock” bags or similarly air tight containers that are, in turn, organized in plastic bags grouped by individual school. The samples will be stored in a securely locked and environmentally controlled site location that will both limit and control access and that will serve to minimize sample disturbance and deterioration for the duration of the contract. The Contractor shall provide information with regards to the actual sample storage site location and address, as well as any other associated information. The Contractor shall provide the Contracting Officer’s Representative with a list of the name(s) of project personnel who are authorized access to the stored sample location. The storage area shall be made accessible to Government personnel to conduct visual inspections, request and remove samples if needed.
The Contractor shall provide written notification to the COR within five work days whenever a request is received from DoDEA or Contractor personnel, or any other interested party, for a re-evaluation or re-analysis of a sample that is being stored from this inspection or a previous AHERA inspection. Written notification shall include the name of the individual making the request, purpose or reason for the request, name of the individual(s) entering the sample storage unit and handling the sample(s), requested sample numbers or other sample identifying information, name and qualifications of asbestos analytical laboratory to be used for re-analysis, the name and credentials of the sample analyst, and the sample re-analysis results. The initial notification statement shall be followed by a formal report to the COR within 30 days to address the sample re-evaluation outcome to include any recommended corrective actions already taken or subsequently to be implemented. After 4 years, the Contractor shall dispose of samples IAW applicable EPA regulations.

8 INQUIRY: How many BUILDER Training Sessions are envisioned?
RESPONSE: Attachment J.7 is the scope of work for the base contract, which is the vehicle to satisfy requirements for this program. Individual task orders will be issued for specific work required.
Please reference Attachments J.8 and J.9 for work associated with this seed project. Section 2.4.3 includes six (6) virtual BUILDER training sessions.
9 INQUIRY: This section refers to Section 7.2, however the proposal numbering system only goes up to 5.2. Does the government mean 5.2 Quality Rating System?
RESPONSE: The reference will be corrected by amendment to Section 5.2 Quality Rating System.

Offerors are required to demonstrate the Professional Qualifications of several key personnel that would support this requirement. For each position listed below, Offerors shall submit resumes, not to exceed two
(2) double sided pages each. Resumes shall include includes positions, duty descriptions, references and telephone numbers, certifications, licenses, education, etc. All experience shall be supported by dates, names, and phone numbers of persons able to verify the experience. The Government reserves the right to verify all information provided.
The Government reserves the right to verify the information provided in resumes by contacting references, previous employers, educational institutions, or by other means as necessary.
One (1) Project Manager. The Project Manager is the main point of contact that USACE and DoDEA will interact with on a daily basis.
One (1) Senior Engineer or Architect. The Senior Engineer or Architect is the lead for field assessment teams.
One (1) Senior Database Specialist.
One (1) Industrial Hygienist.
One (1) Asbestos Inspector.

One (1) Industrial Hygienist. The Industrial Hygienist’s role may vary depending on the requirement. This person may: identify and mitigate physical and environmental risks; inspect for hazardous material, develop applicable plans, and/or support other related tasks in support of this requirement.
One (1) Asbestos Inspector. The Asbestos Inspector is the lead inspector for AHERA inspections in the field and will support other ancillary asbestos services in support of this requirement.
One (1) Environmental Scientist. The Environmental Scientist’s role may vary depending on the requirement. This person may: assist the asbestos inspector in the field; work on asbestos management planning; perform third party abatement oversight; conduct quality control; and/or support other environmental related tasks in support of this requirement.
11 INQUIRY: What is the estimated percentage of DoDEA facilities that have existing CAD drawings?
RESPONSE: CAD drawings are available for all existing facilities that have had FUS previously. CAD drawings for new facilities having FUS done for the first time are required to be created. For the seed project, these new schools are shown in Attachment J.9 with “new” annotated in the name or TBD in the dates of inspection column.

2.1.3. Data Collection. The Contractor shall survey and verify facility dimensions and layout using as-built drawings and field measurements. Facilities to be evaluated shall include all buildings including temporary and relocatable buildings, as well as site features/elements, which are limited to playgrounds and playfields. The Government will furnish the most current electronic and/or paper drawings of each facility available. If no drawings are available, the Contractor shall produce CAD drawings from field surveys within allowable tolerances. Where there are differences in gross area from the previous Facility Utilization Survey, the Contractor shall provide an explanation as to why the change occurred i.e. demolition or construction). No changes shall be made to official/existing size values of facilities previously captured in a FUS without a documented demolition, construction, or transfer/turn-over occurring to cause a change. If there are special circumstances found that warrant a change these circumstances shall be presented to DoDEA with a recommendation for a determination. Any change that does include demolition, construction, or transfer/turn-over shall include key supporting documentation (KSDs) that site the cause for the change. The Contractor would be responsible for collecting the KSDs while on site during the surveys. Site information captured shall be captured in the master real property inventory database, this information shall include individual site asset information that can be rolled up and sorted by site location. Site information captured for the master list shall include the geo-tag information so that sites with multiple assets of the same type can be distinguished (i.e. multiple playgrounds and/or courts). Identified real property assets shall be compared to the real property reconciliation with host installation data to determine missing, added, or assets with differences. Noted differences shall include any utilities and other below ground assets not currently tracked.

12 INQUIRY: Can the Government identify work share/work load by task?
RESPONSE: Tasks required of the Contractor are outlined in Attachments J.8 and J.9 for the seed project, which also outlines the efforts the Government will assist with.
13 INQUIRY: Would the Government consider multiple awards versus the SATOC?
RESPONSE: For this requirement the Government is only considering a Single Award Task Order Contract
(SATOC).
14 INQUIRY: Would the Government reconsider the decision to have proposals submitted in hard copy in favor of a more efficient and cost saving electronic format submission?
RESPONSE: Offerors are instructed to submit proposals in accordance with the solicitation requirements.
15 INQUIRY: The last sentence is incomplete. What verbiage is missing?
RESPONSE: This partial sentence will be removed by amendment.

RESPONSE: Submit proposals in accordance with the solicitation 19 INQUIRY: RFP Solicitation, Section L, General, paragraph 1.3, 4th bullet 'Double Space all narrative information'. Can the government please clarify if this includes the narrative in Factor A: Specialized Experience and Factor B: Professional Qualifications?
RESPONSE: Section L, Paragraph 1.3 applies to all portions of an Offeror’s proposal. i.e. ALL narratives are required to be double spaced.
20 INQUIRY: After reviewing Sections L&M of the solicitation, a schedule (MS Project or P6) is not requested.
However, under Attachment J8, the SOW for the DoDEA Europe Seed Task, under paragraph 3.4 Schedule, it states "This schedule shall be provided along with the Contractor's proposal for review and approval by the Government."
We would like to confirm this schedule requirement is for a future Task Order RFP requirement under the ID/IQ, and not intended for the current ID/IQ proposal we are preparing.
RESPONSE: No schedule is required in Offeror’s proposal. A schedule of inspections shall be required within 30 days after contract award, and Paragraph 3.4 shall be revised by amendment accordingly.

22 INQUIRY: For the DODEA Europe Seed Task, will the Government please provide previous facility assessment data, BRED/Builder data, AHERA data, FUS data, and/or Q-ratings for the previously assessed facilities? Providing this data to all bidders reduces the sizeable advantage the incumbent contractor has since they have conducted assessments at these facilities previously. In addition, having this information will allow us to develop the most accurate and cost effective cost estimate for the projects.
RESPONSE: The Government will provide the current facility data in a SQL database. The Contractor will also have access to the BUILDER application containing all current DoDEA facility data.

RESPONSE: BUILDER is the main database used to assist DoDEA in managing, planning, documenting, tracking, and reporting data and findings from the assessment and surveys. The BUILDER program is capable of generating a number of reports including standardized and custom reports. Other report templates are also attached to the solicitation.
27 INQUIRY: Will the government furnish specialized electronics (tablets, etc.) with BUILDER software for us to use to perform inspections?
RESPONSE: The Government will not furnish specialized electronics

RESPONSE: All work is contained within the seed project and shall be delivered in accordance with the deliverable schedule or respective task requirements. At this time, the Government can only guarantee the seed project.
