Number ID Document Reference Contractor Question Government Response
7509608
Solicitation The NAICS code for this acquisition is 238220, Specialty Trade for Plumbing, Heating, and Air- Conditioning Contractors. We respectfully request that the Government change the NAICS code to 561210 for Facility Support Services which we think is a better fit for this Solicitation. Several other services, besides plumbing and HVAC, are included in the PWS: Electrical, DDC Systems, Roof Systems Maintenance, Fire Alarms and Suppression Systems, and Playgrounds Inspection.
Additionally, there are carpentry repairs, painting, masonry, and other skillsets required by the key personnel. The miscellaneous compilation of requirements indicates that this is more than plumbing and HVAC. Can you change the NAICS code for this Solicitation?
The NAICS code will remain as is for this solicitation.

PWS, Section C-1 Can the Government provide a budget or cap to the overall Limit of Liability for the contractor with regard to repairs? The assigned Limit of Liability of $20k per repair is significantly higher than any limit we have ever encountered.
The limit of liability of $20,000 has been determined to be appropriate for the work that is required and has been used on similar DoDEA contracts. We consider this a cost to the contract, part of the contract performance responsibilities, and will not cap it. Offerors are to develop their proposals based on the information contained in the Facility List, including gross square footage, age of the facility, and major system components. A list of equipment and work order history of the previous contract will provided by amendment as attachments for INFORMATIONAL PURPOSES ONLY.
While the equipment list serves to provide offerors a common understanding beyond the facilities information contained in Section J-1 of the Solicitation, the Government does not guarantee the accuracy of the equipment list. Offerors are also cautioned that the previous work order history may not be representative of the level of effort expected during this contract's period of performance.
