PART 1 GENERAL

1.1 DEFINITIONS

a. Cemetery: The facility is:

Quantico National Cemetery Gravesite Expansion and Cemetery Improvements (Administration Building), Triangle, Virginia.

b. CO: Contracting Officer or his authorized representative.

1.2 WORK COVERED BY CONTRACT DOCUMENTS

1.2.1 Project Description

The work includes the following and incidental related work.

1.2.1.1 Gravesite Expansion and Cemetery Improvements

1.2.1.1.1 Memorial Wall/Ossuary

The memorial wall and ossuary site will replace existing Shelter C location.

A retaining wall/memorial wall will replace the existing timber retaining wall and create a space for 500 marble memorial wall markers.

a. The retaining wall will be approximately 48 inches in height and consist of a poured in place reinforced concrete footing and 8 inch thick reinforced concrete retaining wall with a brick masonry façade to complement the existing brick found on the entry gate structure and other built structures amongst the cemetery. The retaining wall will be capped with limestone to complement the existing entry gate design.

b. Marble memorial wall markers will be attached to the wall as veterans are interred in the ossuary.

c. Memorial wall markers shall be located no lower than 15-1/2 inches from the ground.

An 18 inch high seat wall is located at the end of the retaining wall.

a. The seat wall will consist of a poured in place concrete reinforced footing and retaining wall with a brick masonry façade and limestone matching the retaining wall/memorial wall design.

An Ossuary shaft will be located in the center of the plaza.

a. The Ossuary shaft will be 50 inches in height and clad in granite stone.

b. A subsurface precast concrete vault will capacity for over 500 cremains will be located directly beneath the ossuary shaft.

SECTION 01 11 00.00 50 Page 1

The plaza will consist of a 4 inch thick concrete base with brick and/or stone paving.

a. Plaza will be an organic shape to complement the layout of the cemetery.

A concrete 4 inch thick sidewalk adjacent to the roadway and leading into the plaza space will replace the existing walkway and connect the plaza to the roadway.

a. All plaza and sidewalk area will be accessible and comply with ADA requirement standards.

An in-ground cremains field with the capacity of 791 plots will be established northeast and south of the memorial wall/ossuary plaza in the open lawn area.

a. No section shall exceed 999 plots.

b. The in-ground cremains will be 4 foot by 4 foot plots with 12 inch by 18 inch markers.

c. All plots and markers shall be oriented to face the roadway.

A proposed parking pullout will be established along the south side of the roadway directly across from the proposed sidewalk.

a. The proposed parking pullout will be a 13-foot wide asphalt widening of the existing asphalt roadway approximately 175 feet long to accommodate 8 vehicles.

Landscape enhancement will consist of a groundcover and shrub bed adjacent and behind the memorial wall, ornamental trees behind the memorial wall and 3 to 5 shade trees north of the wall and plaza. Provide turf (seeding) and irrigation at site, as indicated on the drawings.

1.2.1.1.2 Standard Burial Areas

The proposed burial expansion will be established on the east side of Quantico Drive and provide capacity for approximately 550 burials and irrigation.

a. The standard burials will be located east of and along Quantico Drive. The burial field will consist of 1 section consisting of approximately 550 standard 5 foot by 10 foot plots. The section will contain a 5 foot wide irrigation isle approximately every 30 feet.

(1) The burial field will be offset 20 feet from the roadway and extend no more than 125 feet from the roadway. The grade will be established with fill, with a 5 percent slope falling away from the roadway. Additional fill will be required to establish a 4:1 back slope from the eastern edge of the burial section to the eastern edge of the existing cleared burial site.

(2) The plots will be 5 feet by 10 feet in size and oriented perpendicular to the roadway with the monuments facing the roadway.

Provide turf (seeding) and irrigation at site, as indicated on the drawings.

SECTION 01 11 00.00 50 Page 2

1.2.1.1.3 Columbarium Site

The columbarium site establishes an open columbarium wall plaza with capacity for 2,640 niches located on the south east side of the proposed site. The siting of the columbarium wall plaza allows for future expansion of in-ground burial and an additional columbarium north and west of the proposed columbarium wall plaza.

a. The columbarium site consists of 1 large columbarium retaining wall set into the southeastern slope. The retaining wall would provide the needed grade differential to establish a plaza and additionally would accommodate niches along its exposed face.

(1) The proposed retaining wall will consist of a poured in place concrete reinforced footing and retaining wall with a brick masonry or granite façade to complement the other built structures amongst the cemetery. Precast niches will be (10-1/2 inches wide by 15 inches high by 20 inches deep) 5 units high.

b. The columbarium site would consist of 6 two-sided columbarium niche walls.

(1) The proposed columbarium niche wall will consist of a poured in place concrete reinforced footing and core wall with a brick masonry façade and limestone cap to complement the other built structures amongst the cemetery. Precast niches will be (10-1/2 inches wide by 15 inches high by 20 inches deep) 5 units high.

(2) Columbarium niche walls shall be placed 10 feet apart.

The plaza will consist of a 4 inch thick concrete base with brick and or stone paving.

A 4 inch thick concrete sidewalk adjacent to the roadway and leading into the plaza space will replace the existing walkway and connect the plaza to the roadway.

a. All sidewalks and plazas shall comply with the latest Public Rights-of-Way Accessibility Guidelines (PROWAG).

b. All plaza and sidewalk areas will be accessible and comply with ADA requirement standards.

A parking pullout will be established along the south side of the roadway directly adjacent to the proposed sidewalk.

a. The parking pullout will be a 13-foot wide asphalt widening of the existing asphalt roadway approximately 150 feet long to accommodate 7 vehicles.

Landscape enhancement will consist of a groundcover and shrub bed north of the plaza, ornamental trees behind the retaining wall and 3 to 5 shade trees west amongst plaza. Provide turf (seeding) and irrigation at site, as indicated on the drawings.

1.2.1.2 Administration Building Renovation

a. The renovation shall provide administrative and support space for the

SECTION 01 11 00.00 50 Page 3

NCA Finance and Contracting Services. The renovated facility will be designed to provide defined separations of departments, while providing shared spaces that include a Kitchen, Conference/Multi-Purpose Room and a central Operations Center.

b. The entire facility will be upgraded to support Administrative type functions, including new floor, wall and ceiling finishes throughout.

Access to existing toilet rooms will be modified as necessary to provide a barrier-free design and a fully accessible facility. Within the existing toilet room areas, new furnishings, fixtures and finishes shall be provided.

c. The building exterior will remain largely "as-is". Some minor masonry repairs will be necessary near the main entrance. Two structural cracks in the masonry shall be repaired as recommended through collaboration with the Structural Engineer.

d. The existing skylight shall be replaced. The existing skylight shows evidence of moisture penetration and discoloration within the insulated glass panels. Due to the age of the feature, and the placement of fabric filters on the interior of the skylight well, it is recommended that the new skylight be constructed of translucent fiberglass panels. This will provide light filtration as well as thermal improvements.

e. Existing windows shall remain.

f. The existing roof and building perimeter appear to be resisting any water infiltration issues at the QNC facility. A preliminary visual roof inspection was performed and no issues were discovered. It appears that the existing roof is relatively new; therefore, replacement is not recommended at this time.

(1) Any repairs and/or modifications required to support the replacement of rooftop mechanical units and equipment shall be considered as part of the work.

g. Furniture shall be provided under separate funding, but in accordance with conceptual layouts provided within the Design documents.

h. Provide turf (seeding) and irrigation at site, as indicated on the drawings.

i. During the phased construction at the Cemetery, POV parking for the General Contractor shall be provided at the site of the existing Administration Building and/or in its proximity. New parking and milling and paving of the existing paving and parking shall be part of the phased construction.

1.2.2 Location

The work shall be located at QNC where shown on the drawings.

1.3 PERSONNEL RESTRICTIONS

Personnel are limited to the immediate site areas and shall not enter buildings or facilities not involved in the work. All employees of the Contractor will be subject to all rules and regulations of the Cemetery which pertain to personnel. The Contractor shall erect fences and signs

SECTION 01 11 00.00 50 Page 4 as specified and be responsible for the restrictions of all personnel. The Contractor's plans for restricting personnel access to the project sites shall be submitted for approval as a part of the Safety Plan (Accident Prevention Plan). Copies of purchase orders shall be forwarded on the date issued.

1.19 PROFIT

1.19.1 Weighted Guidelines

Weighted guidelines method of determining profit shall be used on any equitable adjustment change order or modification issued under this contract. The profit factors shall be as follows:

Factor Rate Weight Value

Degree of Risk 20 Relative difficulty of work 15 Size of Job 15 Period of performance 15 Contractor's investment 05 Assistance by Government 05 Subcontracting 25

1.19.2 Value

Based on the circumstances of each procurement action, each of the above factors shall be weighted from .03 to .12 as indicated below. The value shall be obtained by multiplying the rate by the weight. The value column when totaled indicates the fair and reasonable profit percentage under the circumstances of the particular procurement.

1.19.2.1 Degree of Risk

Where the work involves no risk or the degree of risk is very small, the weighting should be .03; as the degree of risk increases, the weighting should be increased up to a maximum of .12. Lump sum items will have, generally, a higher weighted value than the unit price items for which quantities are provided. Other things to consider: the portion of the work to be done by subcontractors, nature of work, where work is to be performed, reasonableness of negotiated costs, amount of labor included in costs, and whether the negotiation is before or after performance of work.

1.19.2.2 Relative Difficulty of Work

If the work is most difficult and complex, the weighting should be .12 and should be proportionately reduced to .03 on the simplest of jobs. This factor is tied in to some extent with the degree of risk. Some things to consider: the nature of the work, by whom it is to be done, where, and what is the time schedule.

1.19.2.3 Size of Job

All work not in excess of $100,000 shall be weighted at .12. Work estimated between $100,000 and $5,000,000 shall be proportionately weighted from .12 to .05.

SECTION 01 11 00.00 50 Page 15

1.19.2.4 Periods of Performance

Jobs in excess of 24 months are to be weighted at .12. Jobs of lesser duration are to be proportionately weighted to a minimum of .03 for jobs not to exceed 30 days. No weight where additional time not required.

1.19.2.5 Contractor's Investment

To be weighted from .03 to .12 on the basis of below average, average, and above average. Things to consider: amount of subcontracting, mobilization payment item, Government furnished property, equipment and facilities, and expediting assistance.

1.19.2.6 Assistance by Government

To be weighted from .12 to .03 on the basis of average to above average.

Things to consider: use of Government owned property, equipment and facilities, and expediting assistance.

1.19.2.7 Subcontracting

To be weighted inversely proportional to the amount of subcontracting.

Where 80 percent or more of the work is to be subcontracted, the weighting is to be .03 and such weighting proportionately increased to .12 where all the work is performed by the Contractor's own forces.
