1.5 CONTROL OF CONTRACT DRAWINGS, SPECIFICATIONS AND

DOCUMENTATION

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO) Item h. in "1.5 CONTROL OF CONTRACT DRAWINGS, SPECIFICATIONS AND DOCUMENTATION," on pages 2 & 3 of SECTION 01 11 00.00 50, states that "All documentation provided by the Government is for official use only (FOUO) and is accountable. It is non-releasable. Duplicate copies may not be made. ..." This suggests that offerors are not allowed to provide copies of the specifications and drawings posted with the RFP to potential subcontractors. This also conflicts with the second paragraph of the same section of the specification, which discusses the handling of copies to subcontractors.

If offerors are required to follow this section of the specification while developing their price proposal, please confirm that it is acceptable to provide potential subcontractors with copies of the drawings and specifications provided with the RFP so that they can develop cost estimates for their scopes of work.

We have not been able to locate the Special Inspection specification attachment referenced under Section 1.2. Additionally, we do not see any DOR documentation (as per 1.3.11), which provides the materials, systems and components, which defines the requirements of the Special Inspections.

Please advise if the Statement of Special Inspections and DOR documentation will be provided as an amendment for guidance or advise otherwise as to further assessing these requirements.
