1.3 WORK COVERED BY CONTRACT DOCUMENTS
1.3.1 Project Description
The work includes development of the site for future construction of hangar and administration facilities and construction of the Aviation Complex Phase-1 Site, Infrastructure and Ancillary Buildings project. The Phase-1 work effort includes constructing site supporting infrastructure, airfield apron, Taxiway Bridge, apron and taxiway lighting, parking lots, on-site circulation drives, 2 central electric buildings with generators, site utilities, an entry control facility, a fire pump house and storage tanks, high pressure fire water supply lines, vehicle and equipment storage canopies and garage building. Off-site improvements include secure communications duct banks and manholes, an Urban Assault Course Station #2,covered bleacher enclosures with integrated storage building, a sling load training site, access road improvements and training road turnaround.
The taxiway bridge is approximately 450 feet in length over wetlands and will connect to existing airfield runway to the new aircraft apron. The project will install perimeter security fencing. The project will include on-site electric, communications, water, sewer, and gas distribution and/or collection lines that will tie into utilities being constructed to the project site by others. It is anticipated that construction of the phase 2 building will overlap Phase 1 construction by approximately 180 days.
Refer to sequencing plans for additional information and subsection 1.7.3 PROJECT PHASING AND PERFORMANCE PERIOD for durations. During the period of potential overlap the Phase 1 contractor will retain the Right of Way for shared access to the project site, however coordination will be required due to the single project entrance and common laydown areas.

1.23.2.1 Degree of Risk
Where the work involves no risk or the degree of risk is very small, the weighting should be .03; as the degree of risk increases, the weighting should be increased up to a maximum of .12. Lump sum items will have, generally, a higher weighted value than the unit price items for which quantities are provided. Other things to consider: the portion of the work to be done by subcontractors, nature of work, where work is to be performed, reasonableness of negotiated costs, amount of labor included in costs, and whether the negotiation is before or after performance of work.
1.23.2.2 Relative Difficulty of Work
If the work is most difficult and complex, the weighting should be .12 and should be proportionately reduced to .03 on the simplest of jobs. This factor is tied in to some extent with the degree of risk. Some things to consider: the nature of the work, by whom it is to be done, where, and what is the time schedule.
1.23.2.3 Size of Job
All work not in excess of $100,000 shall be weighted at .12. Work estimated between $100,000 and $5,000,000 shall be proportionately weighted from .12 to .05.
1.23.2.4 Periods of Performance
Jobs in excess of 24 months are to be weighted at .12. Jobs of lesser duration are to be proportionately weighted to a minimum of .03 for jobs not to exceed 30 days. No weight where additional time not required.
1.23.2.5 Contractor's Investment
To be weighted from .03 to .12 on the basis of below average, average, and above average. Things to consider: amount of subcontracting, mobilization payment item, Government furnished property, equipment and facilities, and expediting assistance.
1.23.2.6 Assistance by Government
To be weighted from .12 to .03 on the basis of average to above average.
Things to consider: use of Government owned property, equipment and facilities, and expediting assistance.
1.23.2.7 Subcontracting
To be weighted inversely proportional to the amount of subcontracting.
Where 80 percent or more of the work is to be subcontracted, the weighting is to be .03 and such weighting proportionately increased to .12 where all the work is performed by the Contractor's own forces.

Materials and equipment will not be permitted to be parked or staged on any Airfield pavements, in areas of extended closures of Runway pavements, vehicles and materials are not permitted to be parked or staged within the safety area of the closed pavements. However, in the event of larger pieces of construction equipment (such as large earth moving machines, drilling rigs, or paving equipment) which cannot be readily moved, these may be permitted to be parked on closed pavements provided prior approval is received from the COR. All equipment will be required to have highway Type A barricades placed at the four corners of each piece of equipment and a minimum of one light wagon to illuminate the area. Light wagons are to be positioned so they do not impair sight of pilots taxiing aircraft of the air traffic control tower.
At no time will any construction vehicle or equipment be parked or staged within the Zone of Frangibility (250 feet from runway centerline).
The contractor must install, label and maintain temporary safety fences to delineate the Zone of Frangibility and other controlling critical area delineations as depicted on the contract drawings. Safety fence must be placed one foot outside the area being delineated. The safety fences must not become Foreign Object Debris (FOD). All temporary safety fencing within the Zone of Frangibility cannot exceed 18 inches in height. Safety fence to delineate the outer limits of Zone of Frangibility can be 36 inches in height.

The Contractor will submit FAA FORM 7460-1 , Notice of proposed Construction or alteration including all heights and locations of anticipated equipment and materials to be used for construction. Any modifications to the 460-1 must obtain FAA approval prior to beginning construction.
No requirements of this contract with respect to precautions required or omitted will be deemed to limit or impair any obligations assumed by the contractor under or in connection with this contract and the contractor must at all times maintain adequate protection to safeguard aircraft, the public, and all persons engaged in the work and must take such precautions as will accomplish such end, without interference to aircraft, the public or maintenance and operations of the airfield.
Open trenches or excavations are not permitted within the Zone of Frangibility while the runway or taxiway is open. Backfill trenches before the runway or taxiway is opened or re-opened. If the runway or taxiway must be opened before excavations are backfilled, cover the excavations appropriately. Covering must be designed and certified by a licensed engineer in the state of Virginia to allow the safe operation of the most demanding aircraft operating of the runway or taxiway across the trench without damage to the aircraft.
Maximum drop off of one and a half inches will be allowed from a runway pavement edge. Full depth trenches and excavations outside of the Zone of Frangibility may exceed 3 inches subject to the approval of the COR and must be provided with appropriate safety delineation marking through barricades and lighting. Barricades to protect excavations within the Zone of Frangibility must be low profile. Low mass barricades and must not exceed 18 inches in height. Concrete barricades are not permitted within the Zone of Frangibility
All Heavy Equipment is required to have the 3 feet by 3 feet orange and white airfield safety flag mounted on the vehicle while operating on the airfield. Safety flags must be in good condition and visible. Is the contractors responsibility to replace worn or damaged flags.
