About this file
This is a Questions and Answers document addressing clarifications on a federal furniture procurement for the UTARNG (Utah Army National Guard).
The procurement involves the purchase and installation of furniture compatible with existing HON furniture currently in use. A previously issued Justification and Authorization (J&A) limiting competition to HON has been removed to comply with a small business set-aside requirement and the non-manufacture rule; however, quoted products must remain compatible with existing HON furniture examples. The contract requires delivery, assembly, and installation services, including haul away of packaging materials. Assembly may be performed in the same installation space, with existing furniture removal handled separately. A 5-year parts and labor warranty is required and may be backed by either the manufacturer or the contractor. Work must be performed during business hours Monday through Thursday, 0800-1600. Building 7150 features a loading dock and elevator access for upper-floor delivery, with floor-specific locations denoted on provided layout plans. All other furnished rooms are located approximately one-half mile away on the first floor of other buildings. Layout plans have been provided to support bidder estimation of assembly and installation requirements, including distance estimates from unloading zones to installation areas.

Question: - Section C says a signed J&A limits competition to HON. Every CLIN says the product must be from a small business manufacturer to comply with the set-aside. HON is HNI Corporation, which isn't a small business under NAICS 337214. This seems to be a conflict.
Answer: The J and A has been removed. Product cannot be HON due to the small business set-aside and the non-manufacture rule. However, quoted products need to be compatible with the HON furniture (the examples) currently in use by the UTARNG.
Questions:
Assembly and Installation - You're asking for delivery, assembly, and installation. Are we just talking about having a team unpack everything, assemble it, and set it against the wall till you move it to other rooms? Also, are you asking for haul away of the packaging trash?
Warranty - Does the 5-year parts and labor warranty have to come from the manufacturer, or can the contractor back it?
Do you have any plans that show the layout? If yes, please provide them so we can take a look at the layout?
Are there certain hours the work must be performed in or is it just normal business hours?
How long is the push from the unloading zone to the installation area?
What floor are the rooms located on and is there elevator access?
Answers:
1. Assembly can be done in the same space that the furniture will be installed.
Removal of existing furniture will already be done. We are also asking for haul away of packaging trash.
2. Either the manufacturer or contractor backed warranty are acceptable.
3. Proposed/ Preferred layout plans are attached.
4. Work must be performed with our business hours: Monday – Thursday 0800-1600.
5. Bldg 7150 has a loading dock and an elevator for movement to the upper floor. Floor numbers will be denoted on the layout plans. All other furnished rooms are about ½ mile away on the first floor of other buildings.
