About this file
This is a Questions and Answers document clarifying requirements for a furniture procurement by the Utah Army National Guard (UTARNG).
The procurement involves delivery, assembly, and installation of office and lounge furniture with a small business manufacturer set-aside. A previously issued J&A limiting competition to HON (HNI Corporation) has been removed due to the small business requirement and non-manufacture rule; however, quoted products must remain compatible with existing HON furniture currently in use by UTARNG. Warranty coverage of five years for parts and labor is acceptable from either the manufacturer or contractor. Assembly will occur in the installation space with existing furniture already removed, and contractors must haul away packaging trash. Work must be performed during business hours Monday through Thursday, 0800-1600. Building 7150 has a loading dock and elevator access to upper floors; all other furnished rooms are located approximately one-half mile away on first floors of other buildings. Layout plans with specific floor numbers are provided as attachments.
The document addresses quantity conflicts between the Master Material Listing and RTI Furniture Breakout Listing, establishing that the SF1449 (Amendment 0005) and Master Material Listing take precedence over breakout and layout quantities. Specific quantities corrected include: 162 Ignition four-leg multi-purpose chairs (CLIN 0023), 54 Motivate 24"D x 72"W tables (CLIN 0001), and 6 each of Preside lecterns (CLIN 0035) and Motivate Task-Flex chairs (CLIN 0029). Specification clarifications confirm 90 flip-top/nesting tables in various sizes and 16 non-nesting t-leg base tables are required. Café table dimensions specified as 30" diameter round tables and 72"W x 30"D bar-height rectangle tables per the Master Material Listing. Corrected HON catalog model numbers have been confirmed and updated in both the Master Material Listing and Breakout Listing to ensure offerors can accurately match product equivalents.

Text version
Question: - Section C says a signed J&A limits competition to HON. Every CLIN says the product must be from a small business manufacturer to comply with the set-aside. HON is HNI Corporation, which isn't a small business under NAICS 337214. This seems to be a conflict.
Answer: The J and A has been removed. Product cannot be HON due to the small business set-aside and the non-manufacture rule. However, quoted products need to be compatible with the HON furniture (the examples) currently in use by the UTARNG.
Questions:
Assembly and Installation - You're asking for delivery, assembly, and installation. Are we just talking about having a team unpack everything, assemble it, and set it against the wall till you move it to other rooms? Also, are you asking for haul away of the packaging trash?
Warranty - Does the 5-year parts and labor warranty have to come from the manufacturer, or can the contractor back it?
Do you have any plans that show the layout? If yes, please provide them so we can take a look at the layout?
Are there certain hours the work must be performed in or is it just normal business hours?
How long is the push from the unloading zone to the installation area?
What floor are the rooms located on and is there elevator access?
Answers:
1. Assembly can be done in the same space that the furniture will be installed.
Removal of existing furniture will already be done. We are also asking for haul away of packaging trash.
2. Either the manufacturer or contractor backed warranty are acceptable.
3. Proposed/ Preferred layout plans are attached.
4. Work must be performed with our business hours: Monday – Thursday 0800-1600.
5. Bldg 7150 has a loading dock and an elevator for movement to the upper floor. Floor numbers will be denoted on the layout plans. All other furnished rooms are about ½ mile away on the first floor of other buildings.
Quantity conflicts between the two attachments
The Master Material Listing shows 148 ea of the Ignition four-leg multi-purpose chair (CLIN 0023). The RTI Furniture Breakout Listing room-by-room quantities total 162 ea. Which document governs?
162 is the correct quantity.
The Master Material Listing shows 72 ea Motivate 24"D x 72"W tables (CLIN 0001). The Breakout Listing rooms total 54 ea. Which governs?
54 is the correct quantity.
The Master Material Listing shows 4 ea Preside lecterns (CLIN 0035) and 4 ea Motivate Task-Flex chairs (CLIN 0029). The Breakout Listing rooms total 6 ea of each. Which governs?
6 is the correct quantity.
Given the above, would the Government consider issuing a reconciled quantity list by amendment?
I have updated the quantities on the master material listing.
Specification conflicts
The Breakout Listing states "Tables should be Non-Flip top (Unless otherwise specified)," while CLINs 0001 and 0002 specify "Nesting Flip-Top." Please confirm whether flip-top nesting is required for the 108 Motivate tables. This materially affects price.
There are a total of 90 ea flip-top/ nesting tables in various sizes that are needed. There are 16 ea non-nesting t-leg base tables needed. These have been specified in both the material listing and the breakout listing.
CLIN 0007 is described as "Arrange Café Rectangle Table, 72"W x 30"D, Bar Height" but references model HCTRECT3048 / HCT29ST, a 48"x30" sitting-height configuration. The
Master Material Listing shows HCTRECT3072 / HCT42ST. Please confirm the required size and height.

The Breakout Listing describes the 1102 Lounge café tables as 28" diameter and the bar-height rectangle table as 96"W x 24"D. The Master Material Listing shows 30" diameter and 72"W x 30"D. Which dimensions are binding?

Certain referenced model numbers do not appear to be current HON catalog numbers — for example HIGS4C for the four-leg Ignition with casters, and HPK10 / HPK20 / HPK30 for the Parkwyn lounge series. So that offerors can match equivalents accurately, would the Government please provide the salient characteristics for these items, or confirm the current model numbers?
I have confirmed and corrected hon catalog numbers in both the master material listing and the breakout listing.
NOTE: The quantities on the breakout and layout may not be correct. The quantities listed on the SF1449 (amendment 0005) and the mater material listing take precedence.
