Utah National Guard MATOC

1. QUESTION: I am preparing a proposal for the new UNG MATOC solicitation. I am part of a joint venture 8(a) company that we recently created. On your reference sheets in exhibit C2 under RESPONDENT IDENTIFICATION AND RATINGS Part 1, it states "reference is provided for". My question is: (a) Is this for the project, or the contractor? (b) Since we are a new 8(a) Joint Venture Company is acceptable to put the projects completed by a single member of this joint venture? (c) My company, XXXXXXXXXXXXXXXX has completed multiple projects for the Utah Army National Guard and we want to use these as our references. Is this okay, and will it hurt our opportunity with the MATOC proposal? We are a new company and have no references as the new 8(a) company, but have many as the individual company XXXXXXXXXXXXXXXXXXXX.

ANSWER: (a) The “For” answer should be the contractors name.

(b): It is acceptable to list the projects completed under another company if the same personnel for those projects are the key personnel in the new joint venture. That indicates works experience and performance. Per Solicitation Section 00110, Para 2.2.4.

2.2.4. Offerors lacking relevant Past Performance experience may submit information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement if such information is relevant to this acquisition In this case, offerors shall provide relevant information to allow Government evaluators to conduct a Past Performance evaluation on the predecessor companies, key personnel and/or subcontractors.

(c): You may use any past projects completed for your proposal that you feel are relevant, including past Utah National Guard contracts.

2. QUESTION: Is the 20 page max for the tech proposal include the PROTOTYPICAL project proposal?

ANSWER: No, the price proposal for the prototypical project is included in Binder #1 and the Technical information is included in binder #2.

3. QUESTION: The proposal preparation instructions state in 2.2. BINDER 2- VOLUME 2, PAST PERFORMANCE INFORMATION: Past Performance includes current on-going (present) performance on contracts/task orders 70% or more complete. Do not include price or pricing information in this section.

Then in exhibit A Part 1, C.3 it asks for contract values. Are contract values of past performance allowed in exhibit A?

ANSWER: Yes, include your past performance contract dollar values on Exhibit A to be placed in Binder #2. The pricing information for the prototypical project you will include in Binder #1, Exhibit E.

4. QUESTION: 1.6.2 Note that Volume 3 Technical proposal is limited 10 double sided sheets (20 single pages) exclusive of table of contents, tabs, dividers and attachments required in Exhibit D. This Request is for an addition 10 pages for the Technical Proposal. I have already tightened up everything I can and I am still over by 10 pages and I hate to remove content and then my customers comes up short on the Technical Rating. Could you possibly add an additional 10 pages to the Technical Vol 3.

ANSWER: That is not allowable. If your submission exceeds the 10 double sided pages we will disregard the extras.

5. QUESTIONS: (a) Is the estimate to include removal of any lead paint from the exterior building, or is the contractor to assume encapsulation only?

(b) Likewise, is there removal of any asbestos from the existing stucco, or assume encapsulation only?

(c) Is the schedule to include phasing to evacuate the tenants when removing and replacing the windows and roof?

(d) “1.16 SEQUENCING AND SCHEDULING; A. Work/ Scheduling Requirements: Work shall be carried out in sequential phases” –Please clarify “sequential phases,” as to the length of sequence and tenant coordination.

(e) Is there a specific NTP date to use for the prototypical project?

ANSWERS: (a) Please read SECTION 02080 - SITE SPECIFIC ASBESTOS & LEAD ABATEMENT.

(b) Please read SECTION 02080 - SITE SPECIFIC ASBESTOS & LEAD ABATEMENT.

(c) Please see General Note 3 on T-2

(d) Please read SECTION 02095 - GENERAL SPECIFICATION FOR LEAD ABATEMENT, PART 3 –

EXECUTION for responsibilities.

(e) This is a prototypical project and will NOT be constructed. However, for proposal preparation purposes only utilize 30 days after award.

6. QUESTION: We noticed there were some discrepancies regarding the number of windows on both the demolition and construction drawings, specifically type B. Can you please clarify how many total type B windows are going to be demolished and then replaced?

ANSWER: Plan A-5 has the correct number of windows.

7. QUESTION: In Section 01000-General Conditions 1.01, Statement of Work A-7. It asks to “remove obsolete electrical and communication conduit and wiring” and to replace exterior light fixtures. But in reviewing the specs there is no Division 26 for Electrical and in the plans there are no electrical plans for the new fixtures or demolition drawings. Please clarify if we are to include electrical in our proposals as we seem to be lacking the information to do so.

ANSWER: There is enough detail on the plans to provide the work called out above. See page A-6 and

A-8.
