About this file

This document contains clarification questions and answers regarding a federal solicitation for non-personal behavioral health and case management services. The Florida Army National Guard requires behavioral health professional services including case management, medical, and dental non-clinical case management and administrative care coordinator support services for an average of 700 duty limiting conditions per month requiring a profile. The case management team is expected to track duty limiting behavioral, medical, and dental issues by Soldier to maintain a medically deployable force. Resumes and certifications submitted as part of proposals will not count toward the ten page limitation for the technical volume, and certifications must be made available within five days of award. The requirement is set aside for small businesses with a NAICS code of 621999 and size standard of $16,500,000.

Q&A’s Clarification

CASE MANAGEMENT

Questions from initial Q&A Q.3 For the Technical Volume page limit being set at 10 pages, we assume resumes don't count towards that, since there were over 10 positions noted. Can you please confirm this?

A. No, resumes and certifications do not count.

Clarification Resumes are not required, however, firms may submit resumes in order to meet the requirement of Section L 3.4.1.1(1), which states, “The offeror shall provide sufficient information to allow the Government to evaluate the proposed staff meets minimum certification and experience requirements necessary to meet the tasks identified in the Performance Work Statement.” Resumes submitted as part of proposal submission will NOT count towards the maximum page limitation.

Minimum certification requirements can be found in the PWS paragraphs 1.6 and 1.7. Certifications are not required as part of the proposal submission, but MUST be made available to the government within five days after date of an award. Certifications submitted as part of proposal submission will NOT count towards the maximum page limitation.

Q.7. Please further specify page limitations for Volume I – Technical: Does the ten (10) page limitation apply to the whole Volume, or just Section 2 – Task Execution?

A. The 10 page limitation applies to section 2, section 1 should be resumes and certifications per position.

See clarification to Q.3.A. above regarding resumes and certification page count.
