What to Submit

Volume 2 Price Proposal Contents:

Proposal Preparation Carefully review sections:
Standard Form 1442 Solicitation Number, Due Date/Time, general information 00 21 16 - Instructions, Conditions and Notices to Offerors Contact information, RFI process, method of submission, etc.
00 22 16 – Submission Requirements and Instructions Proposal contents, format, length, etc.
00 22 16 - Proposal Evaluation and Basis for Award
Proposals must be submitted in accordance with the RFP instructions NO faxed or e-mailed proposals will be accepted.
RFP includes a Davis-Bacon Wage Determination A bid guarantee is required, 20% of bid or $3 million, whichever is less (Clause 52.228-1) Performance and Payment Bonds valued at 100% of the contract value must be provided by the Successful Offeror within 10 days after award (Clause 52.228-15)
Proposal Evaluation “Best Value Lowest Price Technically Acceptable” Award is based on the lowest price that is submitted with a technical proposal rated “Acceptable”.
The rating will be either “Acceptable” or “Unacceptable” against the criteria / measurement in the RFP.
The LPTA process does not permit tradeoffs between price and non-price factors.
Proposal Evaluation -Technical The non- price evaluators are to assign adjective ratings of acceptable or unacceptable to each of the non-cost/price evaluation factors for each evaluated proposal.
TECHNICAL ACCEPTABLE/UNACCEPTABLE RATINGS
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation
Proposal Evaluation – Past Performance Past performance shall be used as an evaluation factor within the LPTA process. It shall be evaluated in accordance with FAR 15.305 and DFARS 215.305.
Past performance will be rated on an “acceptable” or “unacceptable” basis using the ratings
PAST PERFORMANCE EVALUATION RATINGS
Rating Description
Acceptable Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort in accordance with the cited standards, or the Offeror’s performance record is unknown.
Unacceptable Based on the Offeror’s performance record, the Government does not have a reasonable expectation that the Offeror will be able to successfully perform the required effort.
Award Procedures The Contracting Officer will e-mail the Award Notice to the awardee.
An award notice including the contract price and awardee name and address will be posted to FedBizOpps (www.fbo.gov).
No information regarding unsuccessful proposals will be released.
Plans and Specifications All Plans and Specifications are posted at FedBizOpps.
It is a prime contractor’s responsibility to provide its subcontractors with copies of the plans and specifications.
Important Reminders The Government intends to award without discussions.
Do not anticipate a chance to make corrections or changes.
Read the solicitation requirements carefully.
Consider using Section 00 22 16 to “rate” yourself before submitting the proposal. Is it complete? Did it address every listed requirement?
Make sure your that your company registration is current in the Government’s System Award for Management at www.sam.gov Any and all RFP amendments will be posted on FedBizOpps (FBO).
Check FBO regularly for changes.
Be sure to register at FBO – this is the “bidders mailing list” and you will get automatic notices of changes in most cases.
After the proposal due date, no information will be available until award.
Proposals are due by April 17, 2018 at 2:00 p.m. No extension is anticipated.
Give yourself AMPLE time if you are hand delivering your proposal TO PROCESS THROUGH SECURITY at the McNamara Federal Building and to find the Contracting Office McNamara Federal Building, 7th floor, Rm 700 Contracting Site Visit is scheduled. Reference clause 52.236-27
LATE PROPOSALS WILL NOT BE ACCEPTED
Questions (RFIs) Questions must be submitted electronically via the Bidder Inquiry Website https://www.projnet/org/projnet/ The Solicitation Number and project-specific Bidder Inquiry Key are required.
Complete instructions for registering and accessing the Bidder Inquiry system are presented in Solicitation Section 00 21 16, Paragraph 3.1 Access to the Inquiry system will be cut off five (5) days prior to response/ due date to allow time for responses.
Questions (RFIs) Submit questions through the official Bidder Inquiry system only (Projnet). Instructions are provided in Section 00 21 16, along with the unique Bidder Inquiry Key that will allow users to post and review questions for this solicitation. Do not call other Government personnel.
Questions and responses will be available to all parties and will be posted through the same Bidder Inquiry System.
Questions received late may be held and addressed after the RFP closing with those who submitted offers.
Note: If there is a contradiction between the solicitation and these slides, the solicitation takes precedence.
