Pre-Bid Questions to Solicitation W911XK-10-B-0004
7/7/10
1. Please confirm that the flash boards on the dam spillways are to remain in place. This will add time and cost to the project. Periodic draw downs will be required to modify flashboards to accept temporary cofferdams.
Answer: The flashboards are placed in segments. The flashboards need to remain in place ONLY where cofferdams are NOT being constructed. Depending on the contractor’s cofferdam design, it is anticipated that the flash boards will need to be removed for the foot print of the cofferdams. The contractor is not required to attach the cofferdam to the flash boards.
2. Please provide a typical fence detail for the areas where security fences are mounted directly to the walkways.
Answer: The existing security fences will be salvaged and reinstalled after construction of the walkways. Because the walkway is being designed by the winning contractor, the contractor will be required to devise a plan on how to reattach them. The plans have been amended to add Note 13 on sheets 3, 6, 13, 16, 19 and Note 13 on sheet 9. Submittal requirements have been added to the specifications in Section 02 13 90 Sec 1.2
3. Please confirm that the platform attached to the Rapid Croche power house is not to be included in this contract. Does this existing platform remain in place or is it to be eliminated?
Answer: Correct, the platform will not be replaced. It will remain in place and the new walkways will need to tie into the existing support channels with splice plates.
4. Will the existing throw rings and pier number signs be relocated? If not are we to replace or just dispose of the existing?
Answer: The existing throw rings and pier number signs will be salvaged and reinstalled. The plans have been amended to add Note 12 on sheets 3, 6, 13, 16, 19 and Note 13 on sheet 9.
Submittal requirements have been added to the specifications in Section 02 13 90 Sec 1.2
5. What will become of the “Kaukauna” sign on the Kaukauna Dam? Removal, replacement, disposal?
Answer: The lighted Kaukauna sign is owned by the City of Kaukauna and will be removed and reinstalled by others. The plans have been amended to add Note 14 to sheet 16.
6. Please provide updated details for the Rapid Croche Dam. The existing plans do not incorporate the “Sea Lamprey Control Project Spillway Modifications”. Specifically, clarify if removal is to follow the original spillway shape or the “new” existing spillway.
Answer: The removal and replacement will follow the “newer” existing spillway. The WT8x25 sea lamprey barriers will remain undisturbed during construction. The plans have been amended to show the correct existing and required cross sections on Sheet 4.
7. Please confirm that the new walkways are to be designed for a 10,000# point load at mid span.
One designer has already expressed concerns about meeting this requirement. Should this load be 1,000#?
Answer: This is an error on the plans where an estimated factored load was put in rather than an actual load. The walkways should be designed for a 3,000 lb point load at mid span. The moment, shear and deflection for the live distributed load should exceed this required point load.
The Loading Table on the plans has been amended on sheets 4, 7, 10, 14, 17 and 20.
8 Question regarding access to the dam sites. Will the Corps of Engineers require access to the dams from both sides at sites that currently have access from both sides of the river?
Answer: Access is only required from one side.
